Ang "Privatization Panic" at ang Business Logic ng Bagong NAIA Deal

Sa tuwing maririnig natin ang salitang "Privatization," madalas ay nagkakaroon ng public panic. May kumakalat na balitang naibenta na raw ang NAIA sa mga pribadong negosyante. Ito ang karaniwang reaksyon ng lipunan—ang takot na mawalan ng pambansang ari-arian.

Pero bago tayo magpadala sa ingay, let’s look at the actual macro-narrative and the policy behind this deal. Kung susuriin natin ang kontrata nang walang emosyon, makikita nating isa itong napakagandang halimbawa ng matalinong risk management at economic policy.

Narito ang breakdown ng katotohanan:

1. Ang Lupa: Walang Naibenta sa Private Sector
Ang ₱48-billion transaction para sa lupa ng Terminal 3 ay pormalidad sa pagitan ng dalawang ahensya ng gobyerno. Binili ito ng Manila International Airport Authority (MIAA) mula sa Bases Conversion and Development Authority (BCDA).
Ang macro-impact: Nananatiling pag-aari ng estado ang lupa. At ang pondong ito ay direktang mapupunta sa AFP Modernization Program para palakasin ang ating pambansang seguridad.

2. Ang Operasyon: Bakit Kailangan ng Private Sector?

Ang operasyon at maintenance ay ipinaubaya sa San Miguel Corp. (NNIC) sa loob ng 15-25 taon. Bakit hindi na lang gobyerno ang gumawa? Dito pumapasok ang tinatawag na Opportunity Cost at pag-iwas sa Red Tape.

Nakatali ang gobyerno sa mabagal na proseso ng procurement. Kung sila ang aayos ng airport, aabutin ng dekada ang public bidding. Ipinasa ng estado ang trabaho sa private sector para sa mabilisang modernisasyon. Sila (SMC) ang sasagot sa ₱170-billion na gastos, kaya hindi mababawasan ang kaban ng bayan. Ang pera ng bayan ay malayang magagamit para sa agrikultura at kalusugan.

3. Ang Financial Logic: Sino ang Totoong Kumita?

Historically, nasa ₱1.78 billion lang kada taon ang nai-aakyat ng NAIA sa gobyerno. Tingnan natin ang bagong setup:
Nakatanggap agad ang bansa ng ₱30-billion upfront payment.
82.16% of the gross revenue ay mapupunta pabalik sa pamahalaan.
Projected total revenue: ₱900 billion in 25 years.

💡 My Personal Opinion:
Bilang isang observer ng public policy, this deal is a masterclass in transferring risk. Ipinasa ng gobyerno ang napakalaking financial at operational risk sa pribadong sektor, pero sa pamahalaan pa rin ang bulto ng kita at ang titulo ng lupa.

Hindi tayo nawalan ng airport. Nakakuha tayo ng world-class upgrade nang libre, habang pinoprotektahan natin ang asset ng bayan at kumikita tayo nang mas malaki.

128th Independence Day Reality Check: Are We Truly Free?

Yesterday, we all celebrated our Independence Day. There were numerous events, the streets were filled with colorful flags, and various government agencies joined the festivities. But as the celebration fades, there is a profound question we must reflect on as Filipinos:

Is the Philippines truly free from exploitation?

On paper and in our history books, the answer is yes. We are free from foreign invaders. We have our own government and constitution. However, in this modern era, freedom takes on a much deeper meaning.

True freedom today isn't just about the absence of foreign control. It’s about the genuine liberation of every Filipino from:

✔️ Poverty and Lack of Opportunities: It is hard to be truly free when many remain chained to poverty without access to sustainable livelihoods.

✔️ Unfair Systems: Systems that often only benefit a privileged few while leaving the majority behind.

✔️ Injustice: The unequal implementation of the law, where justice is sometimes dictated by social status.

The nature of our struggle has changed. It is no longer a battle fought with swords and guns. It is now a fight for a society built on equal rights, better livelihoods, and dignity for every ordinary Filipino.

Independence Day is not just about looking back at our history; it is a powerful reminder of the work we still need to accomplish for our future.
