DOST Region 1 backs the Philippines’ First Wave Flume Facility in Ilocos Norte

Mariano Marcos State University (MMSU), Ilocos Norte – The Department of Science and Technology Region 1 (DOST Region 1) proudly participated in the inauguration of the country’s first-ever Wave Flume Facility, housed at MMSU. This landmark event marks a significant milestone in coastal engineering research and disaster resilience in the region.
As the first of its kind in the Philippines, this state-of-the-art facility aims to advance research on wave dynamics, coastal erosion, and climate change adaptation. It will serve as a vital testing ground for designing resilient coastal structures and mitigating the impacts of extreme weather events. Furthermore, the facility will help bridge gaps in coastal engineering by developing science-based technologies and innovations, strengthening human resource capacity in coastal engineering research and management, and shaping policies to enhance coastal community resilience against flooding and storm surges.
DOST 1 Regional Director Dr. Teresita A. Tabaog expressed strong support for the initiative, highlighting its critical role in disaster risk reduction and innovation in coastal infrastructure.
"As we inaugurate this facility today, let us celebrate not just the structure before us, but the endless possibilities it represents—the knowledge we will gain, the solutions we will create, and the future we will shape together," Dr. Tabaog stated.
The Wave Flume Facility is part of the Coastal Engineering and Management Research and Development Center (COASTER) and was developed through the collaboration of MMSU, the DOST-Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD), and other key stakeholders.
The potential applications of this facility include wave-structure interaction studies, beach and shoreline erosion analysis, harbor and port engineering, and wave energy conservation for renewable energy. Additionally, it will support tsunami and storm surge monitoring, as well as research on river and estuarine hydrodynamics.
Among those present at the inauguration were DOST-PCIEERD Director Dr. Enrico Paringit, MMSU Officer-in-Charge Dr. Prima Franco, COASTER Program Leader Dr. Nathaniel R. Alibuyog, and Engr. Joseph Samonte of the Department of Public Works and Highways-Unified Project Management Office-Flood Control Management Cluster. DOST Secretary Renato Solidum Jr. and Undersecretary for Research and Development Dr. Leah J. Buendia also delivered messages of support, emphasizing the facility’s significance in strengthening the country's resilience to coastal hazards.
With this pioneering project, DOST Region 1 reaffirms its commitment to promoting scientific advancements that drive sustainable development and disaster preparedness in the region and across the nation. ( Carla Joyce B. Cajala)

DOST Region 1 Awards ASFv Nanogold Biosensor Kits and Laboratory Equipment to Candon City

The Department of Science and Technology-Region 1 (DOST Region 1), through the Provincial Science and Technology Office-Ilocos Sur (PSTO-IS), awarded ASFv Nanogold Biosensor Test Kits and Laboratory Equipment to Candon City as part of its Smart and Sustainable Communities Program. This project aims to enhance the city's capability to combat African Swine Fever (ASF) through early detection and response while promoting sustainable agriculture through innovative technologies.
The ASFV Nanogold Biosensor Test Kit, developed by Dr. Clarissa Yvonne J. Domingo and her team from Central Luzon State University (CLSU), is the first Filipino-designed screening tool for ASF. This advanced diagnostic kit detects ASF viral nucleic acids in biological and environmental samples, including blood, tissues, surface swabs, farm water, and processed pork products.
With results available in just 30 minutes, the technology combines a nucleic acid-based assay and nanotechnology using gold nanoparticles for quick and reliable visualization. The cost-effective and environmentally friendly kit provides a vital tool for managing ASF outbreaks and rebuilding the swine industry.
The awarding ceremony and training were held in Candon City. Engr Jordan L. Abad Provincial Director of PSTO-Ilocos Sur, representing DOST Region 1 Regional Director Dr. Teresita A. Tabaog awarded the kits and equipment to Dr. Clara Lay-yag City Veterinarian; Atty. Dan Gacusana LGU Representative; Mr. Leoncio Balhin Jr., City Information Officer; and Mr. Eric Gacutan City Agriculturist.
Dr. Domingo, led the technical training, ensuring that the participants could effectively use the diagnostic tool to monitor and control ASF within the city.
The awarding of the ASFV Nanogold Biosensor Test Kits and laboratory equipment is a testament to DOST's commitment to Science, Technology, and Innovation. Equipping Candon City with these advanced tools as a Smart City would address agricultural challenges specifically in the swine industry and ensure food security.
This initiative also aligns with efforts to boost the local swine industry, which has been heavily impacted by ASF. Through timely detection and control of ASF outbreaks, Candon City is set to enhance its livestock management, support economic recovery, and boost public confidence in pork production.

Chinatown TV sent field reporters to attend the Seminar on Press Officers and Journalists for the Philippines

On November 27, 2024, Chinatown TV sent reporters Shakespeare Go and Andrew See to Changsha, China, to participate in the "Seminar on Press Officers and Journalists for the Philippines" sponsored by the Ministry of Commerce of the People's Republic of China and organized by the Hunan International Business Vocational College. The opening ceremony was held at 2:30 pm on that day at the conference room on the 3rd floor of the Meinian Hotel 21ᴼ in Changsha.

Xu Qianya, project manager of the China-Aid Training Faculty of Hunan International Business Vocational College, served as the host of the opening ceremony. She first introduced the leaders, as well as Chinese and foreign guests, and then invited the participants to introduce themselves.

Liu Qi, second investigator of the E-commerce Department of the Hunan Provincial Department of Commerce, attended the opening ceremony and delivered a speech. He said that Hunan Province not only holds a significant position in domestic journalism, but has also established a good international reputation, providing valuable experience and a model for the cooperation between journalism and communication between China and the Philippines.

Tang Jin, Party Secretary of Hunan International Business Vocational College, said in his speech that this is the 14th consecutive year that the school has organized a training program for the news media. They will invite experts and professionals from renowned universities and enterprises in Hunan Province to engage in in-depth discussions on journalism management experiences with everyone.

In her speech, student representative Reamon Ma. Theresa Malit said that this seminar presented a unique opportunity for the students. She believed that this will deepen their understanding of the crucial work of press officers and journalists, and further strengthen the ties between the two nations in the realm of media and communication.

The opening ceremony ended successfully after a group photo of the participating leaders, guests, and students. The training program will be held over 14 days from November 27 to December 10.

Silaki Island, a heart-shaped 10-hectare islet located at Brgy. Binabalian, Bolinao, Pangasinan is renowned as a marine conservation haven, home to a thriving 16-hectare population of giant clams. The beauty of the ocean surrounds Silaki Island, but beneath its natural beauty and marine biodiversity lies a pressing challenge: a scarcity of freshwater. To access potable water, island residents like Mr. Brando Padilla, a member of the Bolinao Task Force Bantay Dagat, often travel on a 15-20 minute boat journey to Santiago Island. The arduous task, combined with additional fuel costs and weather risks, emphasizes the pressing need for a sustainable water solution.
𝐏𝐫𝐨𝐯𝐢𝐝𝐢𝐧𝐠 𝐒𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬: The Department of Science and Technology Region 1 (DOST-1) has taken a significant step in providing a sustainable and renewable source of freshwater for the island's community through the launch of the solar-powered water desalination facility on October 22, 2024, under the DOST’s Community Empowerment thru Science & Technology (CEST) Program.
Dr. Teresita A. Tabaog, Regional Director of DOST 1, highlighted the importance of collaborative efforts in making the desalination project a success. The project was made possible with the support of various partners, the DOST 1 CEST Program funded the Solar-Powered Water Desalination System: the LGU of Bolinao, which provided the 100-square-meter lot area and construction of the building, and the Rotary Club of Bolinao, which donated water gallons to the residents. Dr. Tabaog emphasized the crucial role of community involvement, stating, "𝙏𝙝𝙚 𝙨𝙪𝙘𝙘𝙚𝙨𝙨 𝙤𝙛 𝙩𝙝𝙞𝙨 𝙥𝙧𝙤𝙟𝙚𝙘𝙩 𝙝𝙞𝙣𝙜𝙚𝙨 𝙤𝙣 𝙩𝙝𝙚 𝙖𝙘𝙩𝙞𝙫𝙚 𝙥𝙖𝙧𝙩𝙞𝙘𝙞𝙥𝙖𝙩𝙞𝙤𝙣 𝙤𝙛 𝙩𝙝𝙚 𝙎𝙞𝙡𝙖𝙠𝙞 𝙄𝙨𝙡𝙖𝙣𝙙 𝙧𝙚𝙨𝙞𝙙𝙚𝙣𝙩𝙨." She expressed gratitude to the community for their cooperation and support.
Engr. Arnold C. Santos, Provincial Director of the Provincial Science and Technology Office in Pangasinan, explained that the desalination facility is a direct response to the community's urgent need for clean water, as identified in a needs assessment conducted in March 2023. The project aims to provide a reliable water source, eliminating the need for residents to travel long distances and spend significant amounts on water.
"𝙏𝙝𝙞𝙨 𝙞𝙨 𝙖 𝙥𝙧𝙞𝙘𝙚𝙡𝙚𝙨𝙨 𝙜𝙞𝙛𝙩 𝙛𝙧𝙤𝙢 𝘿𝙊𝙎𝙏 1," remarked Hon. Alfonso F. Celeste, Mayor of Bolinao, Pangasinan. He emphasized the significance of this first-of-its-kind solar-powered desalination facility in the region, particularly for Silaki Island. The mayor urged the community to cherish this vital resource and ensure its long-term sustainability.
To ensure the safety and quality of the water processed in the desalination facility, the water has undergone rigorous testing by Hydrolab Company, a reputable water testing laboratory accredited by the Department of Health and recognized by the Department of Environment and Natural Resources. Dignitaries were the first to drink the desalinated water, setting an example for the community and demonstrating its safety and purity.
Hon. Rufo T. Caasi Sr., Brgy. Captain of Binabalian, and Engr. Olan Roy Celzo, Waterworks System Superintendent I of LGU Bolinao, pledged the local government's commitment to maintaining and operating the desalination facility. They expressed hope for future innovations and projects that would further improve the lives of their beloved community.
𝐎𝐩𝐞𝐧𝐢𝐧𝐠 𝐎𝐩𝐩𝐨𝐫𝐭𝐮𝐧𝐢𝐭𝐢𝐞𝐬: Dr. Tabaog envisions a future where the desalination process can yield additional benefits. She highlighted the potential for salt production using the brine byproduct. Mayor Celeste echoed Dr. Tabaog's sentiments, expressing surprise at the nation's heavy reliance on imported salt. This shortage has resulted in a heavy reliance on salt imports, with over 93% of the country's annual salt consumption coming from countries like Australia and China.
Through a strong partnership between DOST 1, the Provincial Government of Pangasinan, LGU Bolinao, and the Rotary Club of Bolinao, Pangasinan will truly live up to its name, "panag-asin-an," as a place where salt is made. The Department of Science and Technology (DOST) Region 2, through its Science and Technology Information and Promotion Unit, conducted a two-day Enhancing Science Communication Training Program on December 9–10, 2024, at the NGN Gran Hotel in Tuguegarao City. The event aimed to enhance disaster preparedness, improve public awareness, and strengthen science communication strategies. It was attended by information officers, Disaster Risk Reduction and Management (DRRM) members from various municipalities in the region, and members of the agency’s S&T pen.
𝐃𝐚𝐲 𝟏: 𝐃𝐢𝐬𝐚𝐬𝐭𝐞𝐫 𝐏𝐫𝐞𝐩𝐚𝐫𝐞𝐝𝐧𝐞𝐬𝐬 𝐚𝐧𝐝 𝐕𝐢𝐬𝐮𝐚𝐥 𝐃𝐞𝐬𝐢𝐠𝐧
Storm Surge and Flood Forecasting in the Gran Main Hall, Engr. Romeo B. Ganal, a Weather Specialist from DOST PAGASA, delivered an in-depth discussion on storm surge and flood forecasting systems for LGUs. Engr. Ganal, speaking virtually, provided detailed explanations of storm surge warnings and the tropical cyclone warning system. He emphasized the importance of accurate interpretation of weather advisories to effectively mitigate disaster risks.
Simultaneously, Mr. James Karl Agpalza, a Graphic Designer and Faculty member from CSU-Aparri, facilitated a workshop on Basic Visual Design and Software Tools for the S&T pen. Participants were introduced to the fundamentals of graphic design, including font selection, color, and design elements. Mr. Agpalza also provided hands-on training on tools such as Photopea and Photoshop, stressing the importance of consistent practice to create visually impactful materials.

The second day of the training focused on geological hazards and the importance of science communication in disaster risk reduction: Understanding Geological Hazards Engr. Jayferson Mabborang, Supervising SRS of PSTO Cagayan, delivered a comprehensive presentation on earthquakes, volcanoes, and their associated risks. Addressing LGU participants, he underscored the significance of understanding the region’s geological landscape to improve disaster preparedness and resilience.
In another session, Dr. Rocela Angelica Gorospe, Provincial Director of PSTO Quirino, facilitated an engaging discussion on the Science Communication Agenda and Framework. Through interactive workshops, members of the S&T pen developed essential skills such as crafting communication personas, handling interview scenarios, and tailoring messages for effective public outreach. PD Gorospe emphasized the critical role of science communication in promoting disaster resilience and its importance for agency employees.
The two-day program also featured open forums, allowing participants to interact with experts, ask questions, and address pressing concerns. This initiative reaffirms DOST R02’s commitment to fostering safer and smarter communities across Cagayan Valley by leveraging science, technology, and effective communication as essential tools for disaster preparedness and resilience.

The Gusi Peace Prize, often regarded as the "Asian Nobel Peace Prize," celebrated its 37th year with a grand awards ceremony held on November 27, 2024, at the Metropolitan Theater in Manila, Philippines.
