President Ferdinand Marcos Jr named a veteran trade diplomat as the new head of the Department of Tourism (DOT), with โ€œeconomic tourismโ€ at the core of her mandate as the country works to keep pace with a booming regional travel market that has left it lagging behind neighbors Thailand and Vietnam.

The move signals a strategic shift to position tourism not just as a cultural attraction, but as a powerful driver of jobs, businesses, and growth across regions like Aklan, home to Boracay Island.

โ€œHer appointment reflects the administrationโ€™s push to position tourism not only as a cultural showcase, but as a strong driver of jobs, businesses, and regional development,โ€ Malacaรฑang said in a statement.

For Boracayโ€™s residents and tourism stakeholders โ€“ from small resort owners to local vendors โ€“ the shift could bring critical investments and opportunities. Angara-Mathay spent years in Tokyo promoting Philippine investment opportunities to Japanese conglomerates, with a focus on supporting micro, small, and medium enterprises (MSMEs) and building global partnerships.

โ€œThroughout her career, Angara-Mathay has led programs that link global partnerships to concrete outcomes on the ground, supporting enterprise development, strengthening industries, and expanding opportunities for Filipino businesses, especially MSMEs,โ€ the Palace noted.

The new DOT chief inherits a department still recovering from setbacks, including the 2023 โ€œLove the Philippinesโ€ rebranding controversy that drew flak for using foreign stock footage. Frasco also faced criticism over what detractors called โ€œexcessive self-promotion.โ€

Her immediate challenges include restoring the countryโ€™s tourism brand equity and addressing a โ‚ฑ1.10 trillion infrastructure underspend that has made many destinations โ€“ including some access points to Boracay โ€“ difficult to reach for both local and international tourists.

โ€œWith her appointment, the administration aims to further align tourism with economic growth attracting more investments, supporting local industries, and ensuring that the gains from tourism are felt across the regions,โ€ the statement added.

For Boracay โ€“ which contributes significantly to the countryโ€™s tourism revenues โ€“ the focus on economic tourism could mean more targeted infrastructure upgrades, better linkages for local businesses to global markets, and a stronger position to compete with other top regional beach destinations.

The Department of the Interior and Local Government (DILG) has announced nationwide bans on public drinking sprees, topless roaming, and late-night videoke.

In a Monday press briefing, DILG Secretary Jonvic Remulla said the new directives aim to curb quarrels, sexual harassment cases, and neighborhood disturbances.

โ€œDrinking on the road is no longer allowed. You canโ€™t place chairs and tables on the road and have a drinking spree anymore,โ€ Remulla explained. โ€œThat is where quarrels come from and that is where sexual harassment cases come from.โ€

He added that going topless in public is prohibited as an โ€œact of civility,โ€ while videoke activities must stop by 10 p.m. โ€“ unless exempted for fiestas with barangay approval.

โ€œIf itโ€™s past 10 p.m. and your neighbor is still on the videoke, call 911 and the police will go there and stop it,โ€ Remulla said. โ€œI am not angry at anyone who sings โ€“ but have some compassion for your neighbors.โ€

While enforcement will start in Metro Manila, the DILG plans to roll out the โ€œSafer Citiesโ€ plan to all major cities nationwide, including Cebu, Bacolod, and Davao. Remulla said he will issue a memorandum circular requiring all local government units (LGUs) to pass ordinances enforcing the bans, with officials facing neglect of duty cases if they fail to comply.

The Philippine National Police (PNP) will increase patrols near bars and nightclubs in targeted areas, and officers who do not respond to violation reports within five minutes will be investigated. The PNP is also deploying more officers and setting up assistance desks at schools and transport hubs.

Additionally, curfews for individuals 18 and below will be strictly enforced at 10 p.m., unless they can show proof of being on their way from work or school.

โ€œWhether itโ€™s in Forbes Park or Islang Puting Bato in Tondo, it doesnโ€™t matter. Our policy is just one,โ€ Remulla stressed. โ€œWeโ€™re not going to allow anymore people intoxicated and looking for trouble.โ€

For Boracay, which relies heavily on tourism for livelihoods, the measures are expected to strengthen safety and civility for Boracayโ€™s residents and millions of tourists once enforced in the province. It will also enhance the islandโ€™s reputation as a safe, orderly destination for families and travelers seeking a peaceful vacation experience.
