Ipinapaabot ni Vice Mayor Bebong Gatchalian ang kanyang taos-pusong pagbati at pasasalamat sa Land Bank of the Philippines Employees Association (LBPEA) sa tulong na ipinagkaloob noong Agosto 15, 2025 para sa pagpipintura ng mga silid-aralan sa San Juan Elementary School. Ang programang ito ay isang patunay ng tunay na malasakit sa mga mag-aaral bilang bahagi ng “Brigada Eskwela.”

Pinuri rin ni Vice Mayor Gatchalian ang mga opisyal ng LBPEA dahil sa kanilang serbisyong may puso para sa mga empleyado ng LANDBANK, lalo na si Justin Claudio, tubong Malolos at dating Sangguniang Kabataan (SK) Chairman, na patuloy na nagsusulong ng maayos na kalagayan at benepisyo para sa kapakanan ng bawat empleyado ng LANDBANK.

Ipinahayag din niya ang kanyang pagkilala sa Land Bank of the Philippines sa malaking ambag nitong ₱33 bilyon para sa ating bayan. Dagdag pa niya:

The Land Bank of the Philippines was once again recognized as Forbes’ 4th Best Employer in the Philippines.

In partnership with market research firm Statista, Forbes surveyed more than 300,000 employees across over 50 countries. LANDBANK ranked 187th out of 900 companies worldwide, standing out as the only government institution to make the prestigious list.

Employees rated how likely they were to recommend their employer and evaluated factors such as salary, career growth, work-life balance, and company reputation. They could also assess former employers and companies known through industry experience or professional connections.

The Bangko Sentral ng Pilipinas (BSP) on Thursday said it is looking at implementing caps on the transfers of funds and allowing banks to refuse suspicious withdrawals, as it seeks to implement more measures that would address the ongoing corruption issues on government spending, particularly on infrastructure projects.

According to BSP Governor Eli Remolona Jr., the central bank is studying more measures that would deter the use of funds for illicit activities, after it earlier set a P500,000 maximum for daily cash withdrawals.

This developed as lawmakers previously questioned the state-led Land Bank of the Philippines (Landbank) for allowing a private contractor to withdraw nearly half a billion pesos in cash within just two days.

Communities in Cebu and Masbate continue to recover from the recent earthquakes and Typhoon Opong. LANDBANK is working with local partners to provide support and essential services where they are needed most.

To support ongoing rebuilding efforts, the Bank is providing ₱4.9 million in financial assistance to the Province of Cebu, including the severely affected City of Bogo, and to the Province of Masbate, covering Masbate City and the municipalities of Uson, Dimasalang, Cawayan, Cataingan, Mandaon, Milagros, and Palanas.

LANDBANK employees also distributed 2,000 food packs to families in Daanbantayan, Bogo City, Medellin, and San Remigio in Cebu, and partnered with Waves for Water (W4) to deploy portable filtration systems that help ensure access to clean drinking water in affected areas.

LANDBANK stands with the people of Cebu and Masbate in their recovery and continues to serve communities with compassion and care. 🇵🇭

“Nakaka-asiwa at nakakabahala ang statement ng LANDBANK.”

“Ibig sabihin ba, dahil walang mali sa paglabas ng P457M cash sa 2 araw ay mauulit ito?”

“Dapat sana ay sinabi nila sa kanilang statement, ‘Maghahanap kami ng paraan para hindi na ulit mangyari ito.’”

PUNTO POR PUNTO

In the first place, Sen. Pangilinan, malinaw na ang lahat ng transaksyon ng LANDBANK ay ginawa ayon sa Philippine Banking Law at mga regulasyon ng Bangko Sentral ng Pilipinas.

Pangalawa, paano maghahanap ng paraan ang LANDBANK para hindi na ulit mangyari ito? Kung mayroon man kayong nakikitang pagkukulang sa naturang batas, kayo po mismo sa Senado ang nasa posisyon na magpanukala at mag-amyenda para mas maging mahigpit ang regulasyon sa pamamaraan ng cash withdrawal transactions ng LANDBANK at iba pang bangko.

At panghuli, Mr. Senator, walang karapatan at basehan ang LANDBANK para pigilan ang pag-withdraw ng cash kung malinaw ang mga dokumento at pinagmulan ng pondo. Lahat ng cash withdrawal na higit sa ₱500,000 ay awtomatikong nire-report sa Anti-Money Laundering Council (AMLC). At kung may “kahina-hinala” man, agad itong nirereport bilang Suspicious Transaction Report (STR). Hindi mandato ng LANDBANK ang mag-imbestiga ng gobyerno o ng proyekto ng mga ahensya ng gobyerno. Ang imbestigasyon, kung kinakailangan, ay trabaho ng COA, AMLC, Ombudsman, o ng Kongreso.

Baligtarin natin ang sitwasyon: Kung naging matagumpay ang mga FLOOD CONTROL PROJECT na pinondohan mula sa P457M na cash withdrawal sa loob ng dalawang araw, magiging isyu ba ito sa kasalukuyan?

Ang sagot ay: HINDI!

Dahil ang tunay na pagkakamali ay hindi nanggaling sa Bangko. Ang tunay na nagsamantala ay ang mga tiwaling opisyal na naghati-hati sa pondong dapat sana’y nakalaan para masolusyunan ang problema ng pagbaha sa kanilang nasasakupan.

Ang punto dito: Huwag nating ilihis ang isyu sa Bangko na nag-remit ng higit ₱32B noong 2024 at ₱33B ngayong taon. Malinis ang intensyon at mandato ng LANDBANK na patuloy na naninindigan sa integridad ng operasyon, alinsunod sa mga batas at alituntunin, at sa pangangalaga ng tiwala ng publiko.

“Ang tunay na nagkasala sa anomalyang ito ay ang mga mapagsamantalang opisyal, HINDI ang Bangko na 62 taon nang nagseserbisyo para sa mga Pilipino.”
