ASEAN 2026 SECURITY: PRO7 INTENSIFIES OPERATIONS, NETS P19.2M SHABU

As the ASEAN Leaders’ Summit 2026 draws near this May, Police Regional Office 7 (PRO7) has further intensified its law enforcement operations to ensure a safe, secure, and peaceful environment for residents and visiting delegates.

In its latest accomplishment report, the three-day Simultaneous Anti-Criminality Law Enforcement Operations (SACLEO) conducted from April 27 to 29, 2026, resulted in the arrest of 366 individuals and the seizure of illegal drugs, fi****ms, and gambling paraphernalia.

Under the intensified campaign against illegal drugs, PRO7 units arrested 173 drug suspects and confiscated 2.824 kilograms of methamphetamine hydrochloride or shabu, with a standard drug price value of PhP19,206,464, along with 11.45 grams of dried ma*****na leaves.

In manhunt operations against wanted persons, tracker teams successfully arrested 97 individuals, including 21 most wanted persons, underscoring the region’s strengthened pursuit of fugitives and law violators.

Meanwhile, the campaign against loose fi****ms led to the confiscation of 70 fi****ms, six explosives, and 94 rounds of ammunition through police response operations, buy-busts, and service of search warrants.

On illegal gambling, authorities arrested 68 individuals and confiscated PhP12,781 in bet money, with illegal numbers games accounting for the majority of apprehensions.

Acting PRO7 Regional Director PBGEN Arnold E Abad commended all operating units for their sustained efforts, highlighting the professionalism, dedication, and unity of the personnel in carrying out intensified operations across the region.

He emphasized that these accomplishments align with the Philippine National Police’s thrust toward improved service delivery and safer communities under the “Bagong PNP para sa Bagong Pilipinas” agenda, especially as Central Visayas prepares for the ASEAN Leaders’ Summit 2026.

“These results reflect the dedication of our personnel who continue to serve with commitment and integrity. We will keep pushing forward, doing our best to protect our communities and ensure a safe, peaceful, and welcoming environment for everyone—especially our guests for the ASEAN Summit 2026,” PBGEN Abad said.

PRO7 BRINGS GOVERNMENT SERVICES CLOSER TO COMMUNITIES THROUGH SERBISYONG CARAVAN IN MANDAUE CITY

In support of the focused agenda of the Chief, Philippine National Police (CPNP) on active community engagement through strengthened collaboration with Local Government Units (LGUs), Police Regional Office 7 (PRO7) conducted the Serbisyong Caravan on May 1, 2026, benefiting 100 residents of Mandaue City.

The Serbisyong Caravan was held at Pasilong sa Paradise, Brgy. Guizo, Mandaue City, where a wide range of free services were delivered to address both health and basic welfare needs of the beneficiaries. These included free haircut services, massage therapy, medical consultation with distribution of free medicines, feeding program, distribution of food packs, and free seedlings provided by the Department of Agriculture. An informational lecture on Ending Local Communist Armed Conflict (ELCAC) was also conducted to enhance public awareness on peace-building initiatives and the government’s sustained efforts in maintaining insurgency-free communities.

The initiative was carried out in close coordination with the Local Government Unit of Mandaue City and partner national line agencies, demonstrating a whole-of-government approach in delivering essential services and strengthening community resilience. It also served as a platform to promote greater public understanding of peace and order programs while reinforcing cooperation in maintaining safe and progressive communities.

Acting Regional Director PBGen Arnold E. Abad expressed his gratitude to the Local Government Unit of Mandaue City for its steadfast support and collaboration, as well as to the personnel of PRO7 for their dedication and collective effort in successfully implementing the activity.

“I extend my sincere appreciation to our Local Government Unit of Mandaue City for their unwavering support and partnership in this undertaking. I also commend the men and women of PRO7 for their commitment and teamwork in ensuring the smooth and successful implementation of this Serbisyong Caravan. This initiative reflects our shared responsibility in bringing government services closer to the people,” PBGen Abad said.

PRO7 IMPLEMENTS FIREARM PERMIT SUSPENSION FOR ASEAN SUMMIT SECURITY

In line with the directive of the Chief, Philippine National Police (CPNP) to ensure maximum security coverage for the 48th ASEAN Leaders’ Summit and related meetings, the Police Regional Office 7 (PRO7) announces the temporary suspension of Permits to Carry Fi****ms Outside of Residence (PTCFOR) and the implementation of a total gun ban in identified areas.

The suspension and gun ban will take effect from 12:01 AM of May 4, 2026 until 11:59 PM of May 11, 2026, covering Lapu-Lapu City, Mandaue City, Cebu City, and the entire Province of Cebu.
The suspension includes permits to transport fi****ms for gun club members; permits for gun manufacturers, dealers, and repair services; permits to carry fi****ms outside of residence; permits to transport and purchase explosives and explosive ingredients; as well as the temporary closure of firing and shooting ranges, and the suspension of licenses to manufacture and deal in firecrackers and pyrotechnic devices.

During this period, only members of the Philippine National Police (PNP), Armed Forces of the Philippines (AFP), and other Law Enforcement Agencies (LEAs) who are performing official duties and wearing prescribed uniforms shall be authorized to carry fi****ms.

PRO7 Acting Regional Director, PBGen Arnold E. Abad, emphasized that this measure is part of intensified security operations under Enhanced Managing Police Operations, in close coordination with the AFP, other LEAs, and local government units, anchored on the CPNP’s mantra of “Serbisyong Mabilis, Tapat, at Nararamdaman.”

“This proactive security measure reflects our commitment to delivering police service that is swift, honest, and truly felt by the public. We ask for the understanding and full cooperation of our communities as we work together to ensure the safe, secure, and orderly conduct of the ASEAN Summit,” PBGen Abad said.

PRO7 further urges the public to remain vigilant and immediately report any suspicious activities to the nearest police station, reinforcing the shared responsibility of safeguarding Central Visayas during this significant international event.

PRO7 FULLY MISSION-READY FOR ASEAN SUMMIT 2026; OVER 7,300 SECURITY FORCES DEPLOYED TO SAFEGUARD REGIONAL COOPERATION AND ECONOMIC PROGRESS

LAPU-LAPU CITY — Demonstrating unwavering readiness to secure one of the region’s most significant diplomatic gatherings, the Police Regional Office 7 (PRO7), under the leadership of the Philippine National Police, formally deployed over 7,300 security and medical personnel during a send-off ceremony held at the Mactan Shrine on May 2, 2026.

The ceremony was led by PGEN Jose Melencio C. Nartatez Jr., Chief, Philippine National Police, together with members of the Directorial Staff, signaling the full operationalization of a unified, multi-agency security command for the 48th ASEAN Leaders’ Summit.

This large-scale deployment underscores the Philippines’ firm commitment not only to ensuring the safety of ASEAN leaders and delegates, but more importantly, to protecting the environment for meaningful dialogue, stronger regional cooperation, and sustained economic growth.

Personnel from PRO7, the Bureau of Fire Protection, Philippine Coast Guard, Armed Forces of the Philippines, Department of Health, Lapu-Lapu City Traffic Office, Presidential Security Command, and force multipliers have been strategically positioned under a comprehensive and integrated security framework. This covers venue protection, route and convoy security, maritime and airspace surveillance, traffic management, emergency medical response, and rapid incident deployment.

Complementing its manpower strength, PRO7 has mobilized 2,850 operational assets, including mobile patrol units, communications equipment, motorcycles, drones, watercraft, fire trucks, ambulances, and other critical resources—ensuring full-spectrum readiness under any operational condition.

The ceremony was attended by key leaders from national and regional agencies, highlighting a whole-of-government approach in securing the summit—an approach that reflects the very spirit of ASEAN: unity, cooperation, and shared progress.

Lapu-Lapu City Mayor Ma. Cynthia K. Chan reaffirmed the city’s full support, emphasizing seamless coordination between local and national government units as essential to delivering a safe and successful summit.

PNP Chief PGEN Nartatez assured the public and stakeholders that preparations have been deliberate, strategic, and exhaustive.
