19,000 COPS BENEFIT FROM MANDATORY COURSES AND SPECIALIZED TRAININGS TO BOOST COMPETENCE AND READINESS

Following the order of President Ferdinand R. Marcos Jr., the Philippine National Police (PNP) conducted a wide-ranging series of Mandatory Career Courses and Specialized Trainings from August 26 to October 7, 2025. These programs reinforce the administration’s goal of a motivated, professional, and highly competent police force that can efficiently and effectively serve the Filipino people.

During this period, the PNP Directorate for Human Resource and Doctrine Development (DHRDD) successfully conducted 56 career courses nationwide, benefiting a total of 2,738 personnel. These included 183 participants in the Public Safety Officers Senior Executive Course (PSOSEC), Public Safety Officers Advance Course (PSOAC), and Public Safety Officers Basic Course (PSOBC), as well as 2,555 participants in various leadership programs such as the Public Safety Officers Candidate Course (PSOCC) and the Public Safety Senior and Junior Leadership Courses.

These training initiatives aim to strengthen the operational competence, leadership capability, and overall readiness of our police personnel in fulfilling their duties to serve and protect the public.

In addition to career courses, 354 specialized trainings were conducted across administrative, intelligence, investigation, operational, and police-community relations categories, engaging 16,539 participants.

All these initiatives fall under the PNP’s Focus Agenda on morale and welfare, highlighting the importance of cultivating a trained and well-equipped police organization.

Acting Chief PNP Police Lieutenant General Jose Melencio C. Nartatez Jr. emphasized, “Investing in the training and development of our personnel is not just an operational necessity, it is a commitment to the Filipino people. The strength of the PNP does not come from numbers alone, but from the quality, commitment, and character of our men and women in uniform.”

PNP Spokesperson Police Brigadier General Randulf T. Tuaño added, “Each training completed is an investment in public trust. By continuously enhancing our skills and professionalism, we ensure that every police response reflects excellence and every action earns the confidence of the community we serve.”

Through these programs, the PNP demonstrates its firm commitment to maintaining a professional, capable, and citizen-focused police force, fully aligned with the vision of the Bagong PNP in the Bagong Pilipinas.

PNP SEIZES OVER ₱15 MILLION WORTH OF ‘PAIHI’ FUEL AND ILLICIT CI******ES IN BATANGAS AND QUEZON

Under the firm direction of President Ferdinand R. Marcos Jr. to intensify the campaign against smuggling and economic sabotage, the Philippine National Police (PNP) scored a major breakthrough with the seizure of ₱15.18 million worth of illegal petroleum products and counterfeit ci******es in separate operations in Batangas and Quezon provinces.

The operations also led to the arrest of four suspects, including a Chinese national, in what authorities describe as a strong warning to those engaged in economic crimes.

The President’s marching order—to tighten enforcement and protect the nation’s resources—continues to echo through the ranks of the PNP, as law enforcers go after criminal networks exploiting the country’s trade systems.

In Batangas, operatives from the Criminal Investigation and Detection Group (CIDG) swooped down on a gas station in Brgy Balagtas around 11:50 p.m., arresting three individuals identified as Ed, Sam, and Sid. The suspects were caught red-handed in the alleged illegal trading and distribution of petroleum products, locally called “paihi.”

Recovered from their possession were two fuel tankers loaded with 26,000 liters of diesel, 10,000 liters of unleaded, and 4,000 liters of premium fuel, all valued at ₱9.14 million.

Charges for Violation of Presidential Decree 1865 (Illegal Trading of Petroleum Products) are being readied against the suspects.

In Lucena City, Quezon, CIDG agents simultaneously conducted a buy-bust operation against Joseph, a Chinese national residing in Barangay Ibabang Dupay, for allegedly selling counterfeit and untaxed ci******es.

The raid on his warehouse along Barangay Mayao resulted in the recovery of 95 master cases of fake ci******es, with an estimated market value of ₱6.03 million.

Acting Chief PNP, Police Lieutenant General Jose Melencio C. Nartatez Jr. commended the CIDG teams for their precision and vigilance, emphasizing that the PNP’s anti-smuggling operations form part of the government’s broader effort to restore discipline and order across all sectors of society.

“This is not just a victory for law enforcement—it is a victory for every Filipino taxpayer. Guided by the vision of President Ferdinand R. Marcos Jr., the PNP stands firm in its duty to dismantle the machinery of smuggling and economic sabotage. We will continue to pursue those who exploit our economy for personal gain, because every peso lost to illegal trade is a peso stolen from our people," he said.

The suspects are now in the custody of CIDG RFU 4A and face multiple charges for violations of RA 8293 (Intellectual Property Code), RA 10643 (Graphic Health Warnings Law), RA 9211 (To***co Regulation Act of 2003), and RA 8424 (National Internal Revenue Code) in relation to RA 10175 (Cybercrime Prevention Act).

PNP Spokesperson PBGEN Randulf T. Tuaño highlighted that the operation is part of the PNP’s sustained campaign to secure economic stability under the Bagong Pilipinas agenda.
“The PNP is fully aligned with the President’s call for a disciplined and corruption-free nation. Each successful operation strengthens the public’s trust that the police are not just peacekeepers—but protectors of national integrity,” he said.

The Philippine National Police continues to strengthen its campaign against all forms of illegal trade, ensuring that justice is upheld and public welfare is protected. This effort is anchored on the PNP’s commitment to deliver “Serbisyong Mabilis, Tapat at Nararamdaman,” serving as a guiding principle toward building the Bagong PNP para sa Bagong Pilipinas.

BEYOND THE BADGE: ALBAY COP SHOWS COMPASSION TO SICK CHILD

By order of President Ferdinand R. Marcos Jr. to strengthen community ties and uphold genuine public service under the administration’s vision of a “Bagong Pilipinas,” the Philippine National Police (PNP) continues to highlight acts of compassion that reflect the core values of its Focus Program.

In Albay, Police Master Sergeant Yumie R. Barante of the 2nd Provincial Mobile Force Company (PMFC), Albay Police Provincial Office, extended humanitarian assistance to a three-year-old child, who has been battling a large lump on his left hand.

On several occasions, PMSg Barante and his team facilitated the child’s transport to hospitals for medical check-ups and coordinated with barangay officials for his ongoing care. Their efforts ensured that the kid received proper medical attention, reflecting the PNP’s dedication not only to peace and order but also to the welfare of the communities they serve.

During a home visit last September 21, 2025, the team also provided the child with milk, vitamins, and a simple toy, bringing smiles to the young patient and his family.

“True policing is not only about enforcing the law, it’s about touching lives and restoring hope,” said Acting Chief PNP, Police Lieutenant General Jose Melencio C. Nartatez Jr. “This is the spirit of a reformed PNP, one that serves the people with both courage and compassion.”

Meanwhile, PNP Spokesperson, Police Brigadier General Randulf T. Tuaňo, emphasized that such stories of empathy mirror the continuing transformation within the organization.

“Every act of kindness by our personnel strengthens the bridge between the police and the people. These are not isolated efforts, they are living proof of our ongoing transformation toward a truly service-driven police organization,” PBGEN Tuaňo said.

BACK-TO-BACK PNP OPERATIONS, NAKASAMSAM NG PHP19.8M NA ILEGAL NA MGA PRODUKTO, 5 TAO ARESTADO

Alinsunod sa utos ni Pangulong Ferdinand R. Marcos Jr. na palakasin ang laban kontra ilegal na kalakalan at panatilihing ligtas ang mamamayan, matagumpay na nagsagawa ang Philippine National Police (PNP) ng magkakasunod na operasyon noong Oktubre 9, 2025, na nagresulta sa ilang arestado at pagkumpiska ng milyun-milyong piso halaga ng ipinagbabawal na mga produkto.

Ang mga operasyon ay isinagawa bilang bahagi ng Enhanced Managing Police Operations (EMPO) sa ilalim ng PNP Focus Agenda, na nagpapakita ng stratehiya at disiplinadong pamamaraan sa pagpapatupad ng batas.

Sa Cavite, pinangunahan ng Criminal Investigation and Detection Group (CIDG), katuwang ang Cavite Provincial Field Unit at Regional Field Unit 4A, at sa koordinasyon ng DTI-OSMV Makati, ang isang buy-bust operation sa isang lokal na v**e shop.

Dahil sa operasyon, naaresto ang dalawang indibidwal at nakumpiska ang 24 master cases, 51 kahon, at 4,025 bote ng ilegal na v**e products, na tinatayang nagkakahalaga ng Php12 milyon. Ang may-ari ng shop ay kasalukuyang hinahanap pa ng awtoridad.

Samantala, sa San Jose, Batangas, nagsagawa ang CIDG RFU 4A, PRO 4A, at LPGMA Party List Task Force ng entrapment operation laban sa isang lokal na distributor ng LPG. Tatlong indibidwal ang naaresto dahil sa paglabag sa mga batas na nagre-regulate sa pamamahagi ng LPG at online transactions.

Nakumpiska rin ang iba't ibang LPG cylinders, refilling machines, weighing scales, accessories, dokumento, dalawang truck, at buy-bust money, na may kabuuang tinatayang halaga na mahigit sa Php7.8 million. Ang mga nasabing items ay na-turnover sa REGASCO Rosario Plant para sa ligtas na imbakan.

Ayon kay Acting Chief PNP, Police Lieutenant General Jose Melencio C. Nartatez Jr.: "Ang mga operasyong ito ay patunay na ang ating kapulisan ay lubos na nakatuon sa mga direktiba ng Pangulo at sa ating PNP Focus Agenda. Sa pamamagitan ng EMPO, sinisiguro naming ang aming mga hakbang ay nakatuon para proteksyunan ang komunidad laban sa ilegal na gawain."

Dagdag pa ni PNP Spokesperson, Police Brigadier General Randulf T. Tuaño, "Nagpapasalamat kami sa dedikasyon ng ating mga field units at sa suporta ng ating mga katuwang na ahensya. Sa pamamagitan ng EMPO, mabilis at epektibo tayong nakakakilos upang protektahan ang ating mga kababayan at masiguro na ang mga lehitimong negosyo ay makapagpatuloy nang walang pangamba sa ilegal na gawain."

Nanatiling determinado ang PNP sa pagpapatupad ng mga direktiba ni Pangulong Marcos, pagpapalakas ng kaligtasan ng komunidad, at pagpapatupad ng batas laban sa ilegal na kalakalan.

BACK-TO-BACK PNP OPERATIONS NET PHP19.8M IN PROHIBITED GOODS, 5 ARRESTS

By order of President Ferdinand R. Marcos Jr. to intensify the fight against illegal trade and safeguard public welfare, the Philippine National Police (PNP) successfully conducted back-to-back operations on October 9, 2025, resulting in multiple arrests and the confiscation of millions of pesos worth of prohibited goods.

These operations were conducted in line with the Enhanced Managing Police Operations (EMPO) under the PNP Focus Agenda, demonstrating a strategic and disciplined approach to law enforcement.

In Cavite, the Criminal Investigation and Detection Group (CIDG), along with the Cavite Provincial Field Unit and Regional Field Unit 4A, in coordination with DTI-OSMV Makati, carried out a buy-bust operation at a local v**e shop.

The operation led to the arrest of two individuals and the confiscation of 24 master cases, 51 boxes, and 4,025 bottles of illegal v**e products, valued at P12million. The shop owner remains at large.

Meanwhile, in San Jose, Batangas, CIDG RFU 4A, PRO 4A, and the LPGMA Party List Task Force conducted an entrapment operation against a local LPG distributor. Three individuals were arrested for violations of laws regulating LPG distribution and online transactions.

Authorities confiscated assorted LPG cylinders, refilling machines, weighing scales, accessories, documents, two trucks, and buy-bust money, with a total estimated value of PhP7,824,928.82. Seized items were turned over to REGASCO Rosario Plant for safekeeping.

PNP STATEMENT ON DISINFORMATION AIMED AT DISCREDITING PNP LEADERSHIP

The Philippine National Police (PNP) categorically denies the circulating Facebook post falsely claiming that PLTGEN Jose Melencio C. Nartatez Jr., Acting Chief of the PNP, urged police, military, and other uniformed personnel to disobey lawful orders of the President of the Philippines. These statements are fabricated and malicious, intended to spread confusion and discredit our institution.

The PNP remains steadfast in its allegiance to the Constitution, committed to following lawful orders from our Commander-in-Chief, President Ferdinand R. Marcos Jr., and other duly constituted authorities, while upholding the highest standards of integrity, discipline, and professionalism in all our operations. Our loyalty is to the Filipino people and to the rule of law.

On October 2, 2025, at 6:24 PM in Ermita, Manila, operatives of the Manila District Anti-Cybercrime Team conducted an entrapment operation that led to the arrest of a 32-year-old call center agent, alias “Chinkie,” for threatening and blackmailing a woman online using her n**e photos and videos.

“Chinkie” is facing charges for violations of Article 286 (Grave Coercion) of the Revised Penal Code and RA No. 9262 (Anti-Violence Against Women and Their Children Act of 2004), both in relation to Section 6 of RA No. 10175 (Cybercrime Prevention Act of 2012).

Brigadier General Bernard R. Yang, Acting Director of the PNP Anti-Cybercrime Group, commended the operatives for the successful operation. “Online harassment and threats against women are serious crimes that will not be tolerated. The PNP ACG remains firm in their commitment to protect women from cyber-enabled violence and to hold perpetrators accountable,” he also added.

On October 2, 2025, at about 10:20 AM in General Santos City, operatives of the Regional Anti-Cybercrime Unit 12 conducted an entrapment operation that led to the arrest of a 28-year-old man, alias "Calyx," for the illegal online sale of an electronic payment account.

"Calyx" is facing charges for violations of Section 5(d) of RA No. 12010 (Anti-Financial Account Scamming Act or AFASA) and Section 7 of RA No. 11934 (SIM Registration Act), both in relation to Section 6 of RA No. 10175 (Cybercrime Prevention Act of 2012).

Brigadier General Bernard R. Yang, Acting Director of the PNP Anti-Cybercrime Group, commended the operatives for the successful operation. He also reminded the public, stating, “Do not allow others to use your financial accounts. These accounts are your digital identity, and once misused, they can drag you into legal consequences and expose others to scams. If you know anyone engaging in such acts, report them immediately to the proper authorities.”

On October 2, 2025, at about 10:00 AM in Gapan City, Nueva Ecija, operatives of the Nueva Ecija Provincial Cyber Response Team conducted an entrapment operation that led to the arrest of a 25-year-old woman, alias "Osang," for offering unauthorized dental services online.

"Osang" is facing charges for violation of Section 33(a) of RA No. 9484 (Philippine Dental Act of 2007) in relation to Section 6 of RA No. 10175 (Cybercrime Prevention Act of 2012).

Brigadier General Bernard R. Yang, Acting Director of the PNP Anti-Cybercrime Group, commended the team for the successful operation. "The PNP ACG reiterates that only licensed professionals are authorized to provide dental and medical services. Offering such services online without credentials is both illegal and dangerous. We will continue to pursue offenders to protect the health and safety of the public," he emphasized.
