MANILA, Philippines - The Manila International Airport Authority (MIAA) on Sunday announced plans to conduct a series of scheduled electrical maintenance activities at NAIA Terminal 3.

In a statement released on Sunday, Nov. 26, 2023, the scheduled maintenance work will involve a three-hour power interruption at Terminal 3, commencing at midnight (12:01 AM) and concluding at 3:00 AM on November 29, 2023. The scheduling of these activities has been strategically timed to minimize disruption, as it falls outside peak operational hours.

Segmented power-related maintenance works are scheduled until December 13, 2023.

The main works will be conducted by Meralco wherein power cables will be upgraded to enhance the overall reliability of the system. Other MIAA works include the replacement of medium voltage circuit breakers, relays, and optimization of the protection settings.

During the maintenance period, MIAA's generator sets will provide power to essential equipment and facilities, thereby ensuring continuous passenger processing and uninterrupted flight operations.

While there may be some areas that will experience limited disruptions, all critical systems, such as check-in counters, immigration booths, security scanners, boarding bridges, conveyor belts, and other pivotal areas, will remain fully operational.

MIAA has proactively engaged all stakeholders, conducting comprehensive communication and planning procedures. A meeting held on November 24, 2023, with Meralco and various Terminal 3 stakeholders, including airlines, government agencies, and concessionaires, resulted in a cohesive strategy for the rehabilitation and improvement of the electrical system.

MIAA extends its apologies for any inconvenience caused by this necessary preventive maintenance, reinforcing the commitment to maintaining uninterrupted flight operations.

Meanwhile, MIAA extended its gratitude to all passengers and partners for their understanding as it embarks on these pivotal enhancements, which form part of a larger commitment to providing a safe and modern airport experience.

MIAA said it will provide further updates and announcements leading up to and during the maintenance activities.

STATEMENT ON THE RECENT CALL FOR RESIGNATION OF OTS ADMINISTRATOR

Office for Transportation Security Administrator Undersecretary Ma.O Aplasca is astounded with the call for his resignation by House Speaker Martin Romualdez following the involvement of some unscrupulous security screening officers in nefarious activities such as stealing cash and valuables from departing passengers at Ninoy Aquino International Airport (NAIA) terminals.

In a statement on Tuesday Undersecretary Aplasca said: “I have done nothing wrong but to cleanse our office with corrupt officials. Why am I now being attacked? For going after corrupt officials? I think it should be the other way around. The corrupt officials should instead be asked to resign. The case involving stealing of the 300 US dollar bills is still being resolved, mauna pa mawala yung mga nag-imbestiga. There must be something wrong somewhere.”

As of today, during the term of Usec. Aplasca, the OTS has investigated 68 administrative cases for violation of various disciplinary and administrative policies. Of these cases, eleven (11) personnel have already been dismissed.

It was determined during the strategic planning last year that the problem of OTS is systemic and cultural, which calls for both short-term and long-term initiatives.

When Aplasca joined OTS in July of 2022, it was discovered that the personnel were not receiving their salaries for 2 to 3 months and he was able to resolve the problem. Later, he discovered anomalies in the recruitment process where applicants were asked to shell out twenty thousand pesos (P20,000) each just to get accepted. This was exposed by Sen. Raffy Tulfo. The OTS chief corrected this dysfunction and dismissed those who are responsible. He also uncovered irregularity in the promotion and placement, where he also removed personnel in the administrative division profiting from the scheme.

Training programs were also enhanced to also cover values formation and moral recovery programs. Reward and punishment programs were also implemented to equally recognize exemplary conduct of honest and hard working personnel. As of today, the OTS has recognized at least 115 honest personnel for returning left-behind properties and money ranging from few hundreds of pesos to millions. In fact, on Feb. 22, 2023, an OTS personnel returned a left-behind cash amounting to P200,000; while on Mar. 29, 2023, another honest OTS personnel returned P365,000 cash. This was followed on June 10, 2023, when $15,000 or equivalent to P840,000 was returned to the passenger by another honest OTS personnel. There were also reported incidents where OTS personnel returned other valuable items such as laptops, mobile phones, jewelries and important documents left by passengers at the security screening checkpoint.

For long-term initiatives, Usec. Aplasca said the OTS and endorsed proposed bills in the House and Senate for the passage of a law that would make the OTS as a more stable organization. Request for enhancement of salary grade of personnel is also now being deliberated in the Department of Budget and Management as a priority initiative by the OTS.

These are just examples of the programs to enhance OTS as an organization.

But Usec Aplasca said emphasis must also be given to OTS’ ENHANCED INTERNAL CLEANSING PROGRAM, which has 3 dimensions: preventive, restorative and punitive.

Usec. Aplasca concluded his statement by saying that, “As a leader, I am taking full responsibility for what OTS does and fails to do. I will discuss this matter with Transportation Secretary Jaime Bautista and the President. However, I will not allow anyone to humiliate me and allow any wrong information to thrive because of how unjust it is to the good men and women of OTS who tirelessly dedicate their hard work to serve the public everyday. And, I stand against this public humiliation for the sake of my family who, in my more than 40 years serving this country, is hurting now more than ever over such insensitive, malicious and personal attacks.”

The Office for Transportation Security (OTS) has dismissed another security screening officer assigned at the Ninoy Aquino International Airport (NAIA) Terminal 2 who was caught on Close Circuit Television (CCTV) taking things from the luggage of a departing passenger while conducting baggage inspection last Sept. 13, 2023.

OTS Administrator Undersecretary Ma.O Aplasca, joined by OTS service directors, personally served the dismissal order for Security Screening Officer (SSO) Billy Boy Garcia on Saturday, September 23, 2023 at the Ninoy Aquino International Airport Terminal 2 following a thorough investigation.

SSO Garcia, a job order personnel, was dismissed from service for taking things from the luggage of the departing passenger.

The OTS has intensified its internal cleaning program to eradicate thieves and other erring personnel from their ranks.

“Madami na tayong problema dito, dumagdag pa kayo. Anong gusto nyo palabasin? Effective today, you are dismissed from the service at tanggalin mo yang ID mo. You don’t deserve to wear that uniform,” Aplasca said.

Garcia was then immediately served with the dismissal order and was, right there and then, stripped off of his access pass, office ID, and uniform.

The OTS investigators said they will further pursue the case against Garcia and requested the victimized passenger to come forward to shed light on the incident.

The OTS is conducting an intensified internal cleansing program to eliminate scalawags in their office.

The Manila International Airport Authority (MIAA) and the Philippine National Police Aviation Security Group (PNP-AVSEGROUP) are now investigating a Molotov bomb explosion that occurred at the Ninoy Aquino International Airport (NAIA) Terminal 3 open parking area at 9:39 AM, on Saturday, Sept. 23.

Police are gathering information regarding the identity of the person responsible for throwing the explosive.

Several parked vehicles, including a Toyota Fortuner with plate number NCL 6610, Toyota Rush with plate number NEV 2485, and Mazda Tribute with plate number NBI 716 were damaged by the explosion.

In the initial report, Aviation policeman P/Corporal Manuel Supan, duty patrol at the arrival curbside said he received information that there was an explosion at the open parking area so he immediately responded to the area to verify the information. At 10:05 AM, Supan reported the incident to duty TOC and informed the SDO to secure the area.

AVSEGROUP together with members of the Special Operation Unit and SOCO of the PNP arrived and cordoned off the area, conducted paneling and clearing operations, and other procedures for crime scene investigation.

No fatalities or injuries were reported due to the blast.

The Office for Transportation Security (OTS) has received the copy of the counter affidavit of the Security Screening Officer who was caught on CCTV swallowing US$300 bills that she allegedly stole from the wallet of a departing Chinese passenger at the Ninoy Aquino International Airport Terminal 1 last Sept. 8.

In her counter affidavit submitted before the Office for Transportation Security on Friday, Sept. 22, the SSO, whose name was withheld, denied the accusations and said it was chocolate that she was consuming as seen in the CCTV footage.

OTS Administrator Undersecretary Ma.O Aplasca said that the SSO denied the accusations that she swallowed the $300 dollar bills.

However, an airport official said that it is not normal for a person, most particularly for a lady, to swallow a piece of chocolate the way the SSO was seen in the CCTV footage.

It was clearly seen on the CCTV footage that she was pushing folded dollar bills into her mouth down to her throat with her finger and flushing it down through her esophagus by drinking bottled water, added the airport official who requested anonymity.

Meanwhile, Transportation (DOTr) Secretary Jaime Bautista further directed Undersecretary for Legal Affairs and Procurement Atty. Reinier Yebra to assist in filing the complaints against those determined to have connived in stealing from the Chinese passenger.

Bautista directed the OTS to immediately file the necessary charges against security screening personnel found involved in the incident.

Bautista expressed frustration and dismay at the incident at NAIA that the Secretary was recently trying to promote before potential foreign investors who may want to operate and maintain the country's main gateway.

He also authorized imposition of the maximum penalty to those found guilty to demonstrate the Department's determined push to rid NAIA as well as other attached agencies of scalawags.

For his part, Aplasca said the administrative case was filed against the SSO and her cohorts, while criminal case will be filed before the Pasay City Prosecutor's office.

An African American man was arrested and jailed for allegedly assaulting security personnel at the Ninoy Aquino International Airport (NAIA) Terminal 3.

The suspect, TYRONE BENNET, a United States citizen, was charged with violations of the Revised Penal Code’s Article 151 for resistance and disobedience to a person in authority; Article 155 for alarm and scandal; Article 148 for direct assault; and Article 263 for physical injuries.

Bennet was caught on a mobile phone video throwing punches at barong-uniformed security personnel who were trying to arrest him.

Bennet allegedly hit the face of Airport Police Officer 1 JOHN CARLO CARBONEL at the NAIA Terminal 3 Departure Gate 2 at around 6:37 p.m. last September 14.

Bennet reportedly got irked after a cab driver complained him for not paying his taxi fare. He then tried to enter the departure gate but security personnel barred him from entering the departure lobby after he failed to show his plane ticket for his flight.

Bennet went berserk, and started throwing punches at the security personnel who tried to accost him.

He was only subdued when members of the Philippine National Police-Aviation Security Group arrived, pinned him down and handcuffed him.

The American is now detained at Police Intelligence and Investigation Division (PIID) Office at Airport Police Department headquarters.
