NEWS ALERT: Isko urges businessmen, taxpayers: Avail of general tax amnesty, 20% discount for ‘amilyar’
Manila City Mayor Francisco “Isko” Moreno Domagoso on Tuesday evening, October 28, urged business leaders and property owners to take advantage of the city’s ongoing General Tax Amnesty and early payment discounts for real property tax.
Speaking before members of the Anvil Business Club during the Anvil Exchange Forum at The Manila Hotel, the Mayor said these measures were designed to help taxpayers clean their records while boosting the city’s fiscal recovery.
Domagoso reminded businessmen that the General Tax Amnesty under Ordinance No. 9118, signed upon his return as Mayor, remains in effect until December 31, 2025.
“Baka po nakalimutan ninyo, may umiiral tayong General Tax Amnesty,” he said, encouraging more taxpayers to “come clean, be forgiven, and start fresh.”
The Mayor reported that the city has already collected ₱266.36 million in delinquent taxes since the amnesty’s implementation, consisting of ₱127.43 million in real property tax, ₱94.98 million in business tax, and ₱43.93 million in miscellaneous collections.
Without the amnesty, Domagoso said the total dues would have reached ₱380.17 million, meaning taxpayers collectively saved around ₱113.8 million through the program.
As of October 2025, a total of 13,988 taxpayers have availed of the amnesty to regularize their accounts and clear longstanding obligations.
“May natitira pa kayong dalawang buwan—hanggang Disyembre 31, 2025—upang mag-avail ng ating General Tax Amnesty. Huwag na po ninyong palampasin ang pagkakataong ito,” Domagoso said.
The program, he emphasized, benefits both the public and the city government: taxpayers regain good standing and peace of mind, while the city gains much-needed revenue for essential programs and services.
“Malinis na ang inyong record, wala nang habol o problema sa buwis, at nakakolekta naman ang pamahalaan ng pondo para sa mga proyekto ng taumbayan,” he said.
Domagoso also announced discount incentives for early payment of 2026 Real Property Tax (amilyar): a 20% discount for full payments made before December 10, 2025; 15% for payments from December 11–29; and 10% for those settled between December 30, 2025, and January 31, 2026.
“Sayang po ang diskwento—kung maaga kayong magbayad, malaking tulong ito sa inyo at sa lungsod,” he told the audience.
To make compliance easier, Domagoso urged taxpayers to use the Go Manila digital platform for paying real property and business taxes, securing permits, and accessing other e-government services.
“Mabilis, ligtas, at walang pila,” he said, noting that online transactions have significantly improved efficiency in city hall operations.
Citing recent achievements under the Make Manila Great Again program, Domagoso said Manila has created 6,257 new businesses, generated 16,000 jobs, raised collection efficiency from 61% to 81%, and cut Zoning requirements from 22 to 7.
"Patuloy po nating suportahan ang mga programang naglalayong pagandahin at palakasin ang serbisyo ng inyong pamahalaan," Domagoso said.
"Sama-sama nating itaguyod ang disiplina sa pagbabayad ng buwis bilang ambag sa pagpapaunlad ng ating minamahal na lungsod," he said.
