Statement of the Photojournalistsโ€™ Center of the Philippines
On the Violence and Intimidation Against Journalists During the September 21 Anti-Corruption Rally

The Photojournalistsโ€™ Center of the Philippines (P*P) strongly condemns the violence, harassment, and intimidation committed by state forces against members of the press during the September 21 anti-corruption rally in Manila.

One week after the incident, no police officer or state agent has been held accountable for the attacks on photojournalists and video journalistsโ€”professionals who risk their safety to document the events for the publicโ€™s right to know.

Among the most alarming cases was that of Zedrich Xylak Madrid, staff photojournalist of Pinoy Weekly, who was physically assaulted by police officers while covering the attempted arrest of a protester in Mendiola.

Despite clearly identifying himself as a journalist, Madrid was grabbed and hit in full view of fellow journalists and protesters.
Other photographers, including members of the Foreign Correspondentsโ€™ Association of the Philippines (FOCAP), also faced intimidation, with some being threatened with batons and riot shields and ordered to stop taking pictures.

These incidents demonstrate a disturbing pattern of hostility toward the press, reflecting a climate of impunity that emboldens state forces to attack those who document civic unrest.

Instead of ensuring public safety and respecting constitutional rights, some police officers chose to obstruct, threaten, and inflict harm on journalists.

Police officers, ununiformed, armed intelligence agents, and other members of the state forces must be taught how to respect human rights and the rights of the free press.

The culture of impunity is perpetuated when those tasked to protect instead become perpetrators of abuse.

Police officers, whether uniformed or not, must act like normal human beings who respect the dignity of another human being.

P*P reiterates that journalism is not a crime. Photojournalists and video journalists are not combatants but chroniclers of truth. Their cameras are not weapons but tools of accountability.

We demand:
- An immediate and transparent investigation into the attacks on journalists on September 21.
- Accountability measures against police officers who assaulted, harassed, or obstructed members of the press.
- Concrete safeguards to protect photojournalists and video journalists covering protests and public assemblies.

The freedom of the press is enshrined in our Constitution and protected under international human rights law. When journalists are attacked, the peopleโ€™s right to know is also attacked.

We stand in solidarity with all journalists who faced intimidation on September 21. P*P will not waver in defending the rights and safety of those who bring the truth to light through their lens.

Suspendido naman ang klase sa lahat ng antas sa Aklan, Albay, Antique, Batangas, Bataan, Camarines Norte, Camarines Sur, Capiz, Cavite, Catanduanes, Guimaras, Iloilo, Laguna, Leyte, Marinduque, Negros Occidental, Oriental Mindoro, Rizal, at Quezon.

ELECTIONS, DONATIONS AND GOVโ€™T DEALS

The Commission on Elections has been reenergized to investigate campaign donations from contractors to 2022 electoral candidates in the wake of the flood-control mess.

As early as 2022 and 2023, the PCIJ already discovered at least eight nationally elected officials who received donations from people or groups linked to companies doing business with the government either through contracts or franchises. Such contributions are prohibited by the Omnibus Election Code.

Election watchdogs have said that the election lawโ€™s provisions ensure equal footing among businesses who are looking to score government projects. But Comelec Chairman George Garcia told PCIJ that the commissionโ€™s โ€œlack of personnel is the main reasonโ€ why it struggles to sustain probes on campaign donations.
