In view of the continuous rainfall brought about by the Southwest Monsoon and in line with Memorandum Circular No. 90 issued by the Office of the President, operations and services at the MARINA Regional Office - NCR, Trium Square Building, Pasay City and MARINA Processing Center at the Department of Migrant Workers, Blas F. Ople Building, Ortigas Avenue corner EDSA, Mandaluyong City will be SUSPENDED tomorrow, Wednesday, 23 July 2025.

Applicants with confirmed appointments for Seafarer's Record Book (SRB) and Seafarer's Identity Document (SID) on the said date will be accommodated for processing from 24 July to 06 August 2025.

Likewise, those scheduled for the issuance of the MARINA Professional License ID on the said date may process their ID from 24 July to 31 July 2025.

Regular operations and services will RESUME on Thursday, 24 July 2025.

DSWD AND PPA JOIN FORCES FOR EMERGENCY FOOD DISTRIBUTION AT PORTS

The Department of Social Welfare and Development (DSWD) and the Philippine Ports Authority (PPA) signed a partnership agreement on Friday, June 27, 2025 for the prepositioning of Ready-to-Eat Food (RTEF) packs in designated seaport facilities for faster relief during emergencies and trip cancellations or suspensions this rainy season and all year long.

PPA General Manager Jay Santiago supported the partnership with the DSWD, under the leadership of Secretary Rex Gatchalian, as a “life-saving initiative” that reinforces the agency’s commitment to passenger welfare and the efficient operation of ports during crises.

“This partnership with the DSWD is more than just about logistics—it is about delivering immediate relief to the most vulnerable during disasters. By utilizing our ports as access points for food distribution, we helped ensure that no one goes hungry while stranded or displaced,” GM Santiago said.

Under the agreement, the DSWD will preposition thousands of boxes of nutritious, pre-cooked meals in selected PPA-managed port terminals nationwide. This initiative is aimed at accelerating the distribution of relief goods during typhoons and other disasters that disrupt maritime travel. The RTEF packs, developed through a year-long collaboration between the DSWD and the Department of Science and Technology – Food and Nutrition Research Institute (DOST-FNRI), contain ready-to-eat items such as tuna paella, chicken pastil, arroz caldo, champorado, high-protein biscuits, and complementary infant food. These meals are designed to meet the nutritional needs of disaster-affected individuals within 24 to 48 hours following a calamity.

Prior to the food packs with DSWD, the PPA already implemented PPA Lugaw distribution from out of the pocket contribution of PPA employees especially during inclement weather to help the stranded passengers at ports.

As of the signing, the DSWD had already produced over 120,000 boxes of RTEF for deployment not only to ports but also to regional warehouses and disaster-prone areas.
