Typhoon Tino floods Cebu homes, submerges cars in Bacayan

Residents in Bacayan, Cebu City waded through chest-deep floods as Typhoon Tino hit on November 4, 2025, submerging homes and cars in Villa del Rio.

Residents were rescued while others waded through deep waters in Villa del Rio, Bacayan, Cebu City, as Typhoon Tino unleashed heavy rain and flash floods on Tuesday, November 4, 2025.

The floodwaters rose rapidly, reaching up to the second floor of several homes. Cars parked along the streets were left submerged, with many swept away by the strong current. Some residents were seen climbing onto rooftops while waiting for rescue teams to arrive.

Local disaster response units and barangay volunteers immediately mobilized to assist affected families. Rescue boats and trucks were deployed to evacuate residents, particularly the elderly, children, and those trapped inside their houses.

As of press time, several families have been temporarily relocated to nearby evacuation centers while authorities assess the full extent of the damage. Power outages and road blockages were also reported across parts of northern Cebu City.

Typhoon Tino, which made landfall in the Visayas region, brought hours of torrential rain and strong winds, overwhelming drainage systems and triggering flash floods in low-lying communities. PAGASA warned residents to remain cautious as more rains are expected in the coming days due to the enhanced northeast monsoon.

Local officials urged the public to stay alert and cooperate with disaster teams as cleanup and relief operations continue in heavily affected areas like Bacayan, Talamban, and neighboring barangays.

DEATH THREATS VS. NEWS5 REPORTER

News5 reporter Gary de Leon has reported receiving a death threat in connection with his coverage of the missing sabungero cases, according to the National Union of Journalists of the Philippines (NUJP).

In a statement, NUJP said De Leon informed their Safety Office that he was threatened on October 27 by Julie “Totoy” Patidongan.

The incident allegedly happened after De Leon contacted Patidongan and his legal counsel to request their comment for an ongoing story.

NUJP added that the matter has already been referred to the Presidential Task Force on Media Security.

"We remind parties in cases that journalists covering a story are only doing their jobs," NUJP said.

"The threats De Leon has received show that journalists in the Philippines still face threats in relation to their work and are a reminder to newsroom to have security protocols in place for their reporters."
