CONSTRUCTION OF NEW MANILA INTERNATIONAL AIRPORT IN BULACAN IN FULL SWING

MANILA – The Department of Transportation (DOTr) led by Transportation Secretary Jaime Bautista is closely monitoring developments in the P735-billion New Manila International Airport (NMIA) which is now rising in the province of Bulacan.

Secretary Bautista on Saturday joined other transport officials in conducting an inspection of the new international airport’s build site in Bulakan town as construction of the country’s largest and most sophisticated gateway goes full swing.

Land development works are now being done at the airport’s 1,693-hectare site which is located 35 kilometers north of Metro Manila.

Works on the NMIA officially started on September 18, 2019, when the government, through the DOTr, signed a concession agreement with San Miguel Aerocity Inc. (SMAI), a wholly-owned subsidiary of San Miguel Holdings Corp., and the infrastructure arm of San Miguel Corporation.

The DOTr and the SMAI are working together to make sure that the project complies with environmental protection requirements, particularly flood mitigation, considering the Environmental and Social Impact Assessment (ESIA) which was conducted prior to commencement of works at the airport site.

Also joining Secretary Bautista in the inspection of the airport construction site was San Miguel Corporation (SMC) president and CEO Ramon Ang.

Secretary Bautista is assuring stakeholders of the new international airport that the gateway will soon be open for business. Operations at the new gateway are targeted to start in 2027.

Once built, the new international airport will be fully owned by the government under a “build-operate-transfer” program.

Once operational, the new gateway will not only help decongest the Ninoy Aquino International Airport (NAIA) as the capital’s main gateway, but will also be a “game changer” and catalyst of economic growth in Central Luzon. Phase 1 of the airport will have a capacity of 35 million passengers per annum, is expected generate more than 1 million jobs, and rake-in increased foreign direct investments and higher exports.

Under the 50-year concession agreement, SMAI will undertake the financing, design, construction, supply, completion, testing, commissioning, and operation and maintenance (O&M) of the new international gateway.

With a design capacity of up to 100 million passengers annually and plans for four parallel runways, the New Manila International Airport is expected to help decongest the NAIA and enable the airports in the Greater Capital Region (Metro Manila and nearby provinces) to meet forecast passenger demand.

DOTr eyes partial operability of Cebu BRT Package 1 within the year; Secretary Tugade pushes for round-the-clock construction work

MANILA – The Department of Transportation (DOTr) is eyeing the partial operability of one of the crucial segments of the Cebu Bus Rapid Transit (Cebu BRT) within the year as Transport Secretary Arthur P. Tugade ordered round-the-clock construction work.

In a meeting in Cebu on Wednesday, 20 January 2021, Secretary Tugade said that he wants Package 1 of the Cebu BRT to be partially in operation this year to respond to the need for mobility amid the coronavirus disease (COVID-19) pandemic.

The transport chief ordered the Cebu BRT project management team and the other concerned transportation officials to implement a 24/7 construction work schedule, with three work shifts that will employ and generate jobs for more local residents of the province.

Secretary Tugade also stressed that the project contractor and personnel with key roles in the Cebu BRT project must be based in Cebu, and that 90 percent of the project’s total work force must be Cebuanos.

“While I’m addressing our program of projects, I am addressing the need of the economy and I’m addressing the requirements of the pandemic,” said Secretary Tugade.

“These are extraordinary times. They need extraordinary processes,” he added, stressing the need to generate more jobs for Cebu residents who were displaced from their livelihood by the pandemic. With this, the transport chief said, the national economy will blossom with the local economy.

Secretary Tugade also directed to make sure that the project’s work schedule and timeline of completion will be aligned with the election ban next year, and that the procurement process should be fast tracked.

In his meeting with the Cebu BRT project management team, Secretary Tugade was updated on the latest status of the project’s major components, particularly Package 1, which covers the 2.6-kilometer busway, with four (4) stations, urban realm enhancement, and vital intersection improvements. Currently, Package 1 is already at the procurement stage.

The 13.2-kilometer bus rapid transit lane will traverse the South Road Properties (SRP) through Mambaling, up to IT Park, with 17 stations, two (2) terminals, and one (1) depot. Along with the BRT, there will be a 20.2-kilometer bus feeder system to run with mixed traffic, complemented with sidewalk bus stops/ shelters along the following routes: (i)Cebu IT Park-Talamban, (ii) Mambaling-Bulacao, and (iii) Talisay- SRP.

On its completion and once fully operational, the Cebu BRT aims to serve around 60,000 passengers daily.

Secretary Tugade said the realization of the Cebu BRT will improve passenger mobility along the project’s corridors. It will also provide an option that is swift, comfortable, cost-effective, efficient, and will generate fewer emissions that reduce both local and global pollution.

Meanwhile, in another meeting, Secretary Tugade discussed with Presidential Assistant for the Visayas Secretary Michael Lloyd Dino the progress of transport infrastructure projects in the region.

The two officials agreed on the need to fast-track critical transport infrastructure projects, including the Cebu BRT, to enable the region’s economy to recover amid the effects of the coronavirus disease (COVID-19) pandemic.

"We thank and appreciate the efforts of the DOTr to fast track the implementation of the various infrastructure projects here in the Visayas, especially the Cebu BRT, for they will be a great help to ease the transport concerns of our kababayans. Our office is willing to provide whatever assistance we may extend to ensure the expeditious completion of these crucial projects," OPAV Secretary Dino stressed.

Joining Secretary Tugade during the meeting on the Cebu BRT project were DOTr Undersecretary for Finance Garry De Guzman, Chief of Staff/Assistant Secretary for Procurement and Project Implementation Giovanni Lopez, BRT Project Head and Philippine Railway Institute (PRI) Executive Director Undersecretary Anneli R. Lontoc, Assistant Secretary for Road Transport and Infrastructure Mark Steven Pastor, Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Martin Delgra III, Land Transportation Office (LTO) Assistant Secretary Edgar Galvante, and Civil Aviation Authority of the Philippines (CAAP) Director General Jim Sydiongco.

ALAM NYO BA BAKIT NAPAKARAMING DEBOTO NG NAZARENO?

Answered prayers.

Yan ang sagot ng mga tinanong namin sa Quiapo kung bakit sila may matinding panata sa Black Nazarene ng Quiapo. Iba-iba ang sagot nila, pero yan ang buod ng dahilan nila kung bakit sila bumabalik tuwing Biyernes at taun-taon tuwing Enero 9.

Sinagot daw ang kanilang dasal o tinupad ang kanilang hiling. Pagbubuntis, pagtatapos ng pag aaral, pumasa sa board exam, natanggap sa trabaho, napromote, gumaling mula sa malubhang sakit, tulong pinansyal, atbp.

Ang survey ay ginawa namin nung ika-400 anibersaryo ng Nazareno nung 2006. Ako nuon ay head ng Nazareno 400 Secretariat na binuo ni Msgr. Josefino Ramirez para sa isang taon na selebrasyon ng Itim na Nazareno. Ito ang kauna-unahang pagkakataon na linipat ang “pahalik” sa Quirino Grandstand sa Luneta. Bago nun, marami ang naaaksidente dahil sa sobrang siksikan sa area ng Plaza Miranda at simbahan ng Quiapo. Kaya naisip ni Msgr. Ramirez na ilipat sa grandstand ang “pahalik” para mabawasan ang tao na pupunta sa Quiapo at mas marami ang makalapit kay Senyor dahil sa lawak ng grandstand. Marami kasi sa deboto ay umuuwi na pag nahalikan na nila ang paa ng Nuestro Padre Jesus Nazareno sa Luneta. So, mababawasan na ang pupunta pa sa Quiapo.

Marami nga ang umuwi. At bumaba nga ang bilang ng mga nadisgrasya. Pero ilang milyon pa rin ang sumasama sa prosesyon! Panata eh.

Oo nga naman. Para ika’y magbuwis buhay at makipagsapalaran sa siksikan at tulakan ng milyun-milyong deboto taun-taon … malalim talaga ang pinaghuhugutan ng iyong pagnanais na maging tapat at tumupad sa iyong panata. Marahil, wala ka nang matakbuhan para sa iyong problema. O di kaya, marami nang tumanggi sa iyo. Kapit patalim ka na kumbaga. Tapos, biglang may nakinig sa iyo. Tumulong sa iyo. At wala pang hiningi na kapalit.

Malamang, hindi lang isa ang answered prayer mo. Malamang, marami ka nang nailapit kay Senyor. Malamang, karamihan nun ay napagbigyan ka pa ng higit sa iyong inaasahan. Tama po ba?

Naalala ko tuloy ang kuwento ni Msgr. Ramirez na kapag ikaw ay bago pa lang sa pagdedebosyon, papadamahin ka raw muna ng Diyos at halos lahat ng iyong dasal at inilapit ay pagbibigyan Niya. Sabi ni Monsi, ito raw ay para ganahan ka sa iyong pagdedebosyon hangga’t sa ito’y lumalim na at maging tapat na debosyon.

Ngayon, alam nyo na. Kaya’t hanggat bago pa lang kayo sa inyong debosyon … hiling lang kayo ng hiling. Puros answered prayers yan. Sa simula.

At kapag taimtim na at tapat ang iyong debosyon … saka ka naman susubukan. Teka, tama ba yung narinig nyo? May balik? Ganern?

Pasensya na po, pero ganun po talaga. Pagkatapos ng sagana, may mga pagsubok na darating sa iyong buhay. Pero, hindi mo dapat ito ikabahala dahil napatatag ka na ng iyong debosyon at pananampalataya. Dapat pa nga matuwa ka. Matuwa ka dahil ito ang pagkakataon mo para damayan mo si Senyor. Ika nga ng San Miguel Beer, “Iba ang may pinagsamahan.” So nararapat lang na samahan natin si Senyor sa kanyang pagpasan ng krus at pagkaka-pako sa krus.

PALITAN NA ANG OBSOLETE NA BATAS

Tama nga naman ang hiling ng MOBILITY COALITION na rebisahin na ang Republic Act 4136, ang legal na balangkas para sa transportasyong pampubliko.

Ayon kay QUIN CRUZ, aming Secretary General sa Inclusive Mobility Network ng Ateneo School of Government, obsolete na raw ito at hindi na angkop sa tawag ng ating panahon. Paano ba naman, 1964 pa itong makalumang batas na ito! Biro mo, pati ang auto-calesas ay nakalista pa bilang mode of transportation?! Ayon sa batas na ito, bawal daw ang mag-share o mag angkas ng hindi kadugo o kamaganak. Bawal din na paupahan ang pribadong sasakyan para sa mga cargo o freight. Panahon pa nga naman ito ni Kopong-kopong!

Tignan mo ang iyong paligid. Kahit saan mang sulok ng Pilipinas … mula Batanes hanggang Tawi-Tawi … ang ride-sharing at ang paggamit ng motor sa delivery ng mga gamit o produkto ay pangkaraniwan. Kahit tanungin nyo pa si Mayor Ann Viola ng Basco at si Aileen Gencianos at Dodge Manubay ng Gensan!

Sa isang pahayag, sinabi ng MOBILITY COALITION na sila ay nadismaya sa desisyon ng Korte Suprema na ipinatigil at ipinagbawal ang operasyon ng ANGKAS o motorsiklong taxi. Partikular na dismayado din sila sa pananaw ng Land Transportation Franchising and Regulatory Board (LTFRB) na lalo pang paigtingin ang panghuhuli ng mga Angkas na motor dahil lalo pa itong naging pabigat at parusa sa ating mga mananakay lalo na sa panahon na ang trapiko ay kahindik-hindik at damakmak ang mga nag-aabang ng may masakyan papasok o pauwi.

Sangayon ako sa pananaw ng koalisyon na ang mga motorsiklo ay praktikal na solusyon sa trapiko at sa kakulangan ng masasakyan, hindi lang sa Maynila kundi pati sa mga probinsya. Ano pa bang pruweba ang kailangan mo? Hindi pa ba sapat ang higit 100,000 tao araw araw na gumagamit ng Angkas o habal-habal kahit pa ito ay ipinagbabawal? Kulang talaga ang pampublikong sasakyan.

Ako nga mismo mangiyak-ngiyak dahil walang masakyan pagkatapos ko magsimba sa kumbento ng Carmelites o sa Katedral ng Saint Joseph sa Cebu. Araw araw yan. Rush hour naman kasi at kulang talaga ang mga taxi, atbp. To the rescue talaga ang ANGKAS sa halagang bente pesos lang. Buti na lang napansin ko na yung mga kasama kong nag aabang sa wala ay isa-isang inaangkas ng mga rider na may dalang extra helmet.

Tutuo na delikado rin ang kaligtasan ng mga gumagamit ng motorsiklo. Pero, hindi ba mas delikado kung basta na lang itong ipagbawal? Mas ligtas pa rin kung protektahan natin ang riding public sa pamamagitan ng tamang regulasyon para sa mga motorcycle taxis.

Hinikayat ng koalisyon ang LTFRB at DOTr na gamitin ang kaparehong polisiya, na ginamit nila sa bagong kategorya na Transport Network Vehicle Service (TNVS) nung inamendahan nila ang prohibisyon ng pribadong kotse bilang pampublikong sasakyan, para sa kaso ng mga habal habal at Angkas dahil ito ay mga TNVS, ngunit motorsiklo lang ang gamit.

Sabi ni Cruz, ang kailangan natin ay solusyon sa problema. At kaya naman daw ng DOTr at LTFRB na paginhawain ang biyahe ng ordinaryong Filipino kung gugustuhin lang nila kasi di naman sila nagkukulang sa mga opisyal na may vision at imahinasyon. Ang MOBILITY COALITION naman ay handa na tumulong at suportahan ang gobyerno sa layuning mapabuti at mapaginhawa ang pagbibiyahe ng bawat Filipino.

Quin, baka naman matulungan ka ng kaibigan nating si Director Goddes Hope Libiran ng Department of Transportation (DOTr)?
