PNP DEG ARRESTS HIGH-VALUE DRUG SUSPECT IN CARCAR CITY, CEBU; ₱442K WORTH OF SHABU SEIZED
PNP DRUG ENFORCEMENT GROUP, CAMP BGEN RAFAEL T CRAME, QUEZON CITY – On June 2, 2026, at 11:50 PM, operatives of Special Operations Unit 7, PNP DEG, under command of PBGEN ELMER E RAGAY, Director, PNP DEG, together with Carcar City Police Station,-Philippine Drug Enforcement Agency (PDEA)-Regional Office 7, Integrity Monitoring and Enforcement Group 7, Cebu Police Provincial Office-Provincial Intelligence Team (PIT), and Regional Intelligence Unit 7, conducted buy-bust operation in Sitio Dungoan, Barangay Perrelos, Carcar City, Cebu that resulted in the successful arrest of a.k.a. “Exequel”, male, 42-year-old, and identified as High-Value Individual (HVI).
The operating units seized approximately 65 grams of suspected shabu with an estimated standard drug price of PhP442,000.00, along with other non-drug items.
The arrested wanted person was brought to Carcar City Police Station, for documentation and proper disposition, while the confiscated drug evidence was turned over to Regional Forensic Unit 7, Carcar City, for laboratory examination.

PBGEN ESGUERRA SETS TONE OF DISCIPLINE, ACCOUNTABILITY, AND RESULTS-ORIENTED POLICING IN FIRST FLAG-RAISING CEREMONY

Setting a clear tone of discipline, accountability, and results-oriented policing, Police Brigadier General Dennis A Esguerra, Officer-in-Charge of Police Regional Office (PRO) 9, outlined his leadership priorities during his first Flag-Raising Ceremony at Camp Col Romeo A Abendan, Mercedes, Zamboanga City.

Addressing PRO 9 personnel for the first time as Regional Director, PBGen Esguerra emphasized that his leadership will be anchored on discipline, integrity, operational excellence, and the faithful implementation of the Eight Focus Agenda of the Chief, PNP, Police General Jose Melencio C Nartatez Jr.

Assuming command with humility and a clear sense of purpose, PBGen Esguerra acknowledged the responsibility entrusted to him and challenged every police officer to uphold the highest standards of professionalism in delivering quality police service.
“I am confident that together, we can further strengthen PRO 9 as a disciplined, responsive, and mission-driven organization committed to protecting our communities and earning the trust and confidence of the people,” he said.

Among his key directives is the intensified campaign against criminality. He ordered all commanders and unit heads to strengthen police visibility, enhance intelligence operations, improve investigative capabilities, and ensure the swift resolution of criminal cases.

“Crime prevention is important, but crime solution is equally critical. Our duty does not end when an incident is reported. We must pursue every case, identify every offender, and ensure that justice is served,” PBGen Esguerra stressed.

He likewise directed all concerned offices to expedite the resolution of backlogged cases, emphasizing that every unresolved investigation represents a victim waiting for justice and a community seeking answers.

PBGen Esguerra also issued a firm warning against misconduct and corruption, stressing that there will be no tolerance for personnel who violate the law, abuse their authority, or compromise the integrity of the Philippine National Police.

“Accountability begins within our ranks. We cannot demand respect for the law if we fail to uphold it ourselves. Discipline, integrity, and professionalism must define every member of PRO 9,” he emphasized.

In support of the government's campaign against smuggling, economic crimes, illegal drugs, and illegal gambling, he directed all units to intensify intelligence-driven operations, strengthen inter-agency coordination, and sustain aggressive law enforcement efforts throughout the region.

The Regional Director likewise reminded personnel that public trust remains the foundation of effective policing and urged every police officer to conduct themselves professionally both on and off duty, particularly in the age of social media where a single irresponsible act can undermine the reputation of the entire organization.

He also called on personnel to maintain self-discipline and avoid activities that may compromise their integrity, professionalism, and effectiveness as public servants.

In closing, PBGen Esguerra rallied the entire PRO 9 family to remain united in advancing the organization's mission and strengthening public trust through exemplary service.

“Together, let us build a stronger, more disciplined, more accountable, and more professional PRO 9—an organization worthy of the trust and confidence of every Filipino,” he said.

The ceremony marked the beginning of a renewed drive toward operational excellence, organizational discipline, and people-centered policing in Region 9, in line with the vision of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman”.

PNP DRUG ENFORCEMENT GROUP, CAMP BGEN RAFAEL T CRAME, QUEZON CITY – On May 26, 2026, at 9:12 AM, operatives of Special Operations Unit 11, PNP DEG, under command of PBGEN ELMER E RAGAY, Director, PNP DEG, together with Davao City Police Office (DCPO), conducted buy-bust operation at Purok 8, Pagkakaisa, Barangay Lubogan, Toril, Davao City that resulted in the successful arrest of a.k.a. “Tots”, male, 64-year-old, identified as High Value-Individual (HVI).
The operating units seized approximately 55 grams of suspected Shabu with an estimated standard drug price of PhP374,000.00. and other non-drug items.
The arrested suspect was brought to Police Station 8, Toril, Davao City Police Office, for documentation and proper disposition, while the confiscated drug evidence was turned over to Forensic Unit 11, Davao City, for laboratory examination.

Romualdez camp urges fairness, evidence in flood control claims

ACCOUNTABILITY in the flood control controversy should be anchored on evidence rather than assumptions tied to office or title, especially when the national budget passes through a long, multi-layered process involving the Executive, the House, the Senate and the President.

Atty. Elaine A. Atienza, spokesperson for Leyte Rep. Ferdinand Martin G. Romualdez, stressed this as she rejected claims that Romualdez controlled the national budget process as former Speaker of the House.

“Accountability must be based on evidence, not theory or opinion. It must be based on what a person actually did, not what people assume his title allowed him to do,” Atienza stated.

Atienza issued the statement after a public pronouncement by the Ombudsman suggested that Romualdez was the supposed “mastermind” of the flood control scheme because he allegedly had “functional control” over the budget process when he was Speaker.

“We take exception to the recent public pronouncement suggesting that Rep. Ferdinand Martin G. Romualdez was the mastermind of the flood control scheme because he, as Speaker of the House at the time, supposedly had ‘functional control’ over the budget process. Linawin po natin: there is no such thing as ‘functional control’ over the budget process,” Atienza emphasized.

The national budget process, as described by the Department of Budget and Management, passes through preparation, authorization, ex*****on and accountability, with the National Expenditure Program (NEP) prepared by the Executive and submitted to Congress for deliberation before enactment, implementation and audit.

“Hindi po ginagawa ng iisang tao ang national budget. Hindi ito hawak ng iisang opisina lamang, at lalong hindi ito kayang diktahan o kontrolin ng House Speaker,” Atienza explained.

The spokesperson stressed that the budget is a layered, institutional process involving the Executive, the House, the Senate, bicameral deliberations and presidential action.

“Sa madaling sabi, ang national budget ay hindi ginagawa ng iisang tao, iisang opisina, o iisang institusyon lamang. Dumadaan po ito sa isang mahaba, masusi, at multi-layered na proseso,” Atienza stated.

Atienza said this is why the claim that Romualdez had “functional control” over the process does not match how the government actually prepares, deliberates and approves the national budget.

“Kaya po ang paratang na si Rep. Romualdez ay may ‘functional control,’ o mas malala, na siya ang ‘mastermind’ ng buong flood control scheme, ay hindi suportado at hindi tugma sa mismong istruktura ng ating pamahalaan at sa aktwal na proseso ng national budget. ‘Wag po nating baluktutin ang katotohanan,” Atienza emphasized.

She added that the role of a Speaker does not include directing senators, the President or other actors in the budget process.

“Wala pong kakayahan ang Speaker na diktahan ang mga Senador, ang Pangulo, o ang sinuman sa proseso ng pagpasa ng budget. Having said that, nais din po naming ulitin: hindi ang mga mambabatas ang nagre-release ng pondo,” Atienza added.

Atienza said the public should understand the basic architecture of the budget process before accepting claims that one official could singlehandedly control a national spending program.

“Para sa kaalaman po ng publiko, ang ating national budget ay nagsisimula sa mga ahensya ng Ehekutibo na nagsusumite ng kanilang budget proposals. Ang mga proposals po na ito ay kino-consolidate ng Ehekutibo sa National Expenditure Program o NEP, at ang NEP ang isinusumite sa Kongreso,” Atienza noted.

Once the NEP reaches Congress, Atienza explained that it is subjected to committee hearings, plenary deliberations and separate review by both chambers before a final version can be sent to the President.

“Pagkatapos isumite, saka pa lamang ito nire-review ng House of Representatives. Ang pagre-review ay dumadaan sa maraming pagdinig at deliberasyon, maging sa Appropriations Committee man o sa malakihang plenaryo na may daan-daang miyembro,” Atienza pointed out.

Atienza said the Senate also prepares its own version of the budget and that differences between the two chambers are later reconciled through bicameral proceedings before the President acts on the final measure.

“Ang Senado ay gumagawa rin ng sarili nitong review at sariling bersyon. At kung may pagkakaiba ang bersyon ng House at ng Senado, ito po ay dinadala sa Bicameral Conference Committee, at sa ilang pagkakataon, sa Small Bicam group, bago ang final version ay ipadala sa Pangulo para sa approval, o line-item veto,” Atienza said.

Atienza also underscored that lawmakers do not implement projects, inspect completed works or certify whether a project is real, completed or defective.

“Hindi rin sila ang nag-i-implement ng proyekto. At mas lalong hindi mambabatas o ang mismong Speaker of the House ang nag-i-inspect at nagce-certify na tapos na ang isang proyektong ghost naman pala,” Atienza stated.

For Atienza, the proper path is to follow the evidence and let the legal process determine responsibility rather than allow public narratives to harden before facts are established.

“We therefore call for sobriety, fairness, and fidelity to the rules. Sweeping public pronouncements that point to Rep. Romualdez as the grand architect of a collegial and multi-faceted process involving the Executive, the House and the Senate do not help the search for truth,” Atienza said.

She said unsupported narratives risk overtaking the facts and making the public conversation less fair to those being accused.

“They only reinforce our concern that public narratives are being allowed to run ahead of evidence. Rep. Romualdez remains ready to answer all allegations through the proper legal process,” Atienza added.

PNP DEG ARRESTS SIX HIGH-VALUE DRUG PERSONALITIES IN DINALUPIHAN, BATAAN; MORE THAN ₱1.5M WORTH OF SHABU SEIZED

The arrested suspect was brought to Lingayen City Police Station, for documentation and proper disposition, while confiscated drug evidence was turned over to Provincial Forensic Unit, Lingayen, Pangasinan, for laboratory examination.

𝐓𝐈𝐍𝐆𝐍𝐀𝐍: Ininspeksyon ni DPWH Secretary Vince B. Dizon ang kasalukuyang konstruksyon ng Punta-Open Canal Diversion Road sa General Trias, Cavite kasama sina General Trias City Mayor Luis Alandy Ferrer IV at Cavite 6th District Representative Antonio Alandy Ferrer.

Ayon sa Kalihim, alinsunod ito sa direktiba ng Pangulo na unahing tapusin ang mga nakatenggang proyekto bago magsimula ng mga bagong imprastraktura. Kaugnay nito, ipinag-utos ni Secretary Dizon na pabilisin ang konstruksyon ng anim na lane ng nasabing diversion road na nakatakdang makumpleto sa taong 2027, kabilang na ang agarang pagtugon sa mga usapin patungkol sa road right-of-way.

Inaasahang magbibigay ng malaking ginhawa sa mga motorista ang nasabing proyekto dahil makatutulong ito sa pagpapababa ng matinding trapiko at pag-iwas sa mga aksidente sa lugar.
