Dela Torre in early 90’s when modulation on community bands have been fragmented and without direction, with most frequencies so occupied with unnecessary modulations by jammers that when the need calls for immediate radio assistance for relay of urgent messages, the responsible communicator when available, could hardly cope with the exigency. To help remedy situation, some responsible communicators banded themselves into a developmental radio group that is truly responsive to the need of the community; The Kabalikat Civicom Association,Incorporated. 30 years of service is no small feat. It was built not just by radios and antennas, but by LOYALTY — loyalty to God, to country, to community, and to each other.
