𝐓𝐎𝐏 𝟑 𝐑𝐄𝐆𝐈𝐎𝐍𝐀𝐋 𝐌𝐎𝐒𝐓 𝐖𝐀𝐍𝐓𝐄𝐃 𝐏𝐄𝐑𝐒𝐎𝐍 𝐍𝐀𝐁𝐁𝐄𝐃 𝐈𝐍 𝐁𝐔𝐊𝐈𝐃𝐍𝐎𝐍 𝐅𝐎𝐑 𝐑𝐀𝐏𝐈𝐍𝐆 𝐏𝐖𝐃

CAMP ALAGAR, Cagayan de Oro City – Tracker team of San Fernando MPS, Bukidnon Police Provincial Office, successfully arrested a Top 3 Regional Level Most Wanted Person (MWP) for the crime of Statutory R**e on Friday morning, July 11, 2025 in San Fernando, Bukidnon.

The accused, identified as alias “Fred”, a 73-year-old farmer, married, and a resident of San Fernando, Bukidnon, was apprehended by virtue of a warrant of arrested for the crime of Statutory R**e docketed under Criminal Case No. 45831-25, dated July 2, 2025, with no bail bond recommended.

Accordingly, the victim is a 59-year-old person with disability (PWD) who reportedly has a developmental delay. Although able to speak, the victim has noticeable speech delay. The incident allegedly occurred in August 2024, when the suspect reportedly went to the victim’s residence and committed sexual abuse.

The crime came to light when the victim’s niece saw the accused and the victim together in a suspicious situation. Questioning the suspect, the niece was told that he had merely asked the victim to buy medicine. The niece immediately reported the incident to her father, the victim’s brother. It was only three days later that the incident was formally reported to the police.

The accused is now under the custody of San Fernando MPS for proper disposition.

PBGEN ROLINDO M SUGUILON, Regional Director, PRO10, lauded the dedication and swift action of the operating personnel.

“This arrest is a testament to our unwavering commitment to bring justice to victims and ensure that those who commit heinous crimes are held accountable. I commend the tracker team of San Fernando MPS for their relentless pursuit of justice,” he said.

He also assured the public that PRO10 will continue its intensified campaign against wanted persons, especially those involved in serious offenses such as r**e and other crimes against women and children. # # #

Police Regional Office 10 successfully convened the 2nd Quarterly Meeting of the Regional Law Enforcement Coordinating Committee (RLECC) on July 14, 2025, at the Chali Resort and Conference Center, Zone 3 Old Road, Cugman, Cagayan de Oro City.

The activity was presided over by PBGEN ROLINDO M SUGUILON, Regional Director of PRO 10 and as Chairman of RLECC 10. It was participated in by partner agencies from various government institutions with law enforcement functions operating within Northern Mindanao.

Discussions focused on enhancing interoperability among law enforcement agencies, harmonizing operational thrusts, and strengthening inter-agency coordination mechanisms. Key security and public safety concerns were tackled, including emerging threats, law enforcement challenges, and peace and order issues affecting the region.

CAMP ALAGAR, Cagayan de Oro City - Police Regional Office 10 (PRO10) recovered suspected improvised explosive device (IED) components believed to be remnants of terrorist activities once linked to the late DI Maute Group member, alias “Esmael,” in Kauswagan, Lanao del Norte, on the evening of July 11, 2025.
At around 5:50 PM, joint elements of the 1005th Maneuver Company, Regional Mobile Force Battalion 10 (RMFB 10), in coordination with the Kauswagan Municipal Police Station, 1002nd MC RMFB 10, 11th Special Action Company (1st SAB), and DI-MAPIO, conducted an intelligence-driven internal security operation under 08-2025 “OPLAN EKRIKTIKA” in Purok 3, Brgy. Tugar, Kauswagan.

During the operation, the troops located an abandoned hut that matched the description of a site believed to have been used by the late “Esmael” as a storage location for explosive components. Upon inspection, they discovered PVC pipes and bottles containing suspected ANFO; several Samsung keypad mobile phones with attached wires; commercial blasting caps and detonating cords; assorted solid wires, packaging materials, and electrical tapes; two upper garment Battle Dress Attires (BDAs); an estimated 4 to 5 kilograms of suspected ANFO stored in a black plastic

The information regarding the presence of IED components in the area was revealed by a captured member of the DI-Maute Group, alias “Kurtobi,” who was arrested on June 29, 2025, during the service of a warrant of arrest against “Esmael.” During the operation, “Esmael” opened fire on the authorities, prompting them to return fire, which resulted in his death.

“Kurtobi,” an associate of the deceased, disclosed that “Esmael” had prepared and buried the IED components near the abandoned hut as part of a plot to bomb an NGCP tower. This information was later confirmed by a confidential informant, who also verified the presence of the buried explosive materials in the area.

The recovered items are now under the custody of the Lanao del Norte Provincial Explosive and Canine Unit (LDN PECU) for proper disposition.

PBGEN ROLINDO M SUGUILON, Regional Director, PRO10, commended the collaborative effort of the operating units in ensuring the safety of communities in Northern Mindanao.

“The recovery of these explosive components has once again disrupted the operational capability of local terror remnants in the region. This is a result of our relentless campaign to protect our people from any form of threat. I commend our men on the ground for their dedication and bravery,” he said.

He further urged the public to continue cooperating with authorities and report any suspicious individuals or activities that may compromise peace and security in the region. # # #

CAMP ALAGAR, Cagayan de Oro City - The Tagoloan Municipal Police Station of Misamis Oriental Police Provincial Office arrested two individuals and seized approximately 130 grams of suspected shabu valued at PhP884,000.00 during a buy-bust operation conducted at around 1:04 AM on July 14, 2025, in Sta. Ana, Tagoloan, Misamis Oriental.

The arrested suspects were identified as alias “Aiza”, 46, a utility worker, and alias “JJ”, 37, jobless—both residents of the said area. Meanwhile, a third suspect, identified as alias “Jose”, 48, remains at large.

Accordingly, the primary target of the operation was the at-large suspect “Jose.” He is reportedly the husband of “Aiza,” while “JJ” is in a relationship with “Jose’s” daughter. All three individuals are believed to be first-time offenders.

The operation resulted in the confiscation of 14 sachets of suspected shabu, weighing more or less 130 grams, with a Standard Drug Price of PhP884,000.00, various drug paraphernalia, and a PhP500.00 bill used as buy-bust money.

The arrested individuals are now under the custody of Tagoloan MPS. “Aiza” and the at-large suspect “Jose” will be facing charges for violation of violation of Sec. 5 and 11, Article II of R.A. No. 9165, or the Comprehensive Dangerous Drugs Act of 2002. Meanwhile, “JJ” will be charged for violation of Sections 5, 11, and 12 of the same law.

PBGEN ROLINDO M. SUGUILON, Regional Director of Police Regional Office 10, made his official Command Visit to the Camiguin Police Provincial Office Police Office on July 11, 2025. He was warmly welcomed by PCOL BENBO P JUMALON, Provincial Director, together with the officers and personnel of the command.

A Foyer Honor was accorded to him upon his arrival.

During the visit, PBGEN SUGUILON, laid down his command guidance, emphasizing alignment with the directive of the C, PNP, PGEN NICOLAS D. TORRE III. He underscored the importance of upholding the three core pillars of the Chief PNP’s leadership: Swift and Responsive Public Service, Unity and Morale within the Ranks, and Accountability and Modernization.

He reminded all personnel of their critical role in maintaining peace and order, and emphasized the need to sustain the five-minute response time during emergencies and high-risk situations. He urged the full utilization of available resources and technology to meet this target. Furthermore, he called for proactive policing, stronger community engagement, enhanced internal discipline, and continued inter-agency collaboration.

The Command Visit reaffirms PBGEN SUGUILON’S strong commitment to enhancing operational capabilities, promoting good governance, and uplifting the morale and welfare of all PRO 10 personnel on the ground.
