My content today is not a rant but a call to the individuals responsible for developing the โExpanded Career Progressionโ for public school teachers. I am requesting a thorough review and revision of the Expanded Career Progression (ECP) guidelines. Specifically, I urge you to consider those Teacher 1 positions held by individuals with a full-fledged Master's degree or a PhD, who have also served as school principals in private institutions for at least three years, allowing them to qualify for reclassification to Master Teacher I positions.
When we discuss the qualification standards for applicants who happen to be school principals in private institutions, it's essential to recognize that they are, indeed, overqualified applicants. Why, you may ask? Because these individuals are the ones responsible for making critical decisions regarding all activities and events within their schools. Hindi tulad sa public schools may MTs, PSDS, EPS, ASDS, at SDS na tutlong sa principal. They manage their schools based on their own plans and decisions. Para silang CPU ng computer, tumatakbo ng maayos ang school dahil sa talino at galling nila.
Thus, itโs unreasonable to question their ability to mentor teachers once they are designated as Master Teachers in public school. As principals in private schools, these educators wear multiple hats: they are the school head, guidance counselor, prefect of students, cashier, canteen manager, academic coordinator, classroom observers, provide technical assistance to teachers, subject coordinators, test paper evaluators, mentors, security personnel, engineers, technicians, and, sometimes, even janitors. They work tirelessly, often around the clock. Sapat na yung Teacher I ang entry level position ng mga Teacher applicants sa public school, pero bigyan naman ng chance after 1 year ang Teacher 1 positions na mga MA/PHD degree holders na at naging principal sa private school to apply for reclass to MTI positions agad sana, nakaka-degrade kasi system natin ngayon.
According to DepEd Order 034, s. 2025โAmendments and Clarifications to DepEd Order No. 024, s. 2025 (Guidelines on the Implementation of the Expanded Career Progression System for Teachers and School Heads in the Department of Education)โit stipulates that even if a Teacher I applicant has experience as a school principal in a private setting, they must still complete five years of teaching experience to qualify for reclassification to Master Teacher I positions. Isa sa dahilan dito ay hangang 3 salary grade lang ang talon ng bawat applicant, at bawat career stage ay may qualification standards and performance requirements. Dadaan ka muna ng dalawang career stage bago ka makapag-apply for MTI.
The current ECP system appears unfair. Why? Because it seems designed exclusively for seasoned teachers in public schools. Recall the statement made by our President: โNo more teachers will resign from the Teacher I position.โ This statement indicates that the priority of the ECP is aimed primarily at those seasoned teachers who remain in Teacher I roles and are nearing retirement.
So paano ngayon yung mga bago palang at nag apply for reclassification? Sabi nila next year daw if hindi mabigyan ngayong taon, kasi taon-taon naman daw may budget ang DepEd? Paano kung hindi pa din lahat ma-reclass next year ang Batch 1 and Batch 2, balita ko 1 year lang ang validity ng points natin.
So kung Teacher I ka at 1 โ 5 years ka palang sa public school kahit naging principal ka pa sa private school na pinanggalingan mo at MA/PHD degree holder ka na at 99.99 ang score mo sa ECP, wala ka pa ding chance ma-reclass for Teacher II to Teacher IV kasi nga uunahin ang mga matatagal na!
Kaya ka nga nag-aral para matuto, mag-improve, mahasa ang talino at galing at lalo sa lahat ma-promote. Hays! Ano sa tingin ninyo mg aka-friendships, UNFAIR diba? Ibalik nalang ang ERF, DepEd!
