On the Reported Stoning Incident Along NLEX

The Police Regional Office 3 acknowledges the incident reported by Mr. Z Ace Valenzuela on April 13, 2026, involving a foreign object that struck a moving vehicle along the North Luzon Expressway (NLEX) southbound near the San Simon exit—an incident that posed a serious risk to life and safety.

Initial information indicates that the object, described as a welded steel bar, may have come from an overpass. While the investigation is still ongoing to determine the exact circumstances, PRO3 is treating this case with urgency due to its potential threat to the public.

Concerned territorial units have already been directed, in coordination with NLEX/SCTEX Traffic Operations, to verify the incident, review available CCTV footage, identify possible suspects, and assess whether similar reports point to a pattern of deliberate acts targeting motorists.

At the same time, PRO3 has strengthened coordination with NLEX/SCTEX Management and other key stakeholders to ensure a swift and unified response.

Police units on the ground have been instructed to increase visibility and presence along identified overpasses, particularly during peak hours and at night; enhance joint patrol and monitoring efforts with expressway authorities; coordinate with local government units to secure overpass areas within their jurisdictions; and work closely with barangay officials and community watch groups to support early reporting and prevention.

Let us be clear: any act that endangers lives on our roads will be dealt with swiftly and in accordance with the law.

Parallel investigative efforts are underway to identify those responsible and determine any connection to similar incidents.

PRO3 assures the public that all necessary measures are actively being enforced to prevent any recurrence and to safeguard motorists at all times.

We urge everyone to remain vigilant and immediately report any suspicious activity to the nearest police station or through available hotlines.

4 NA SUSPEK SA KASONG R**E WITH HOMICIDE, ARESTADO NG BUSTOS PULIS SA LOOB NG 48 HRS

Camp General Alejo S Santos, Malolos City, Bulacan — Apat (4) na suspek ang naaresto sa isinagawang hot pursuit operation ng Bustos Municipal Police Station (MPS) sa Brgy. Poblacion, Bustos, Bulacan noong Abril 21, 2026, kaugnay ng pagkakadiskubre sa wala nang buhay na babae na naiulat na nawawala.

Batay sa ulat ni PCPT HEHERSON M ZAMBALE, Officer-in-Charge ng Bustos MPS, ang biktima ay isang babae na estudyante at residente ng nasabing lugar na iniulat na nawawala noong Abril 11, 2026.

Sa isinagawang follow-up investigation at batay sa pahayag ng saksi, unang naaresto ang isang 27 taong gulang na suspek na residente ng Brgy. Poblacion, Bustos, Bulacan. Kalaunan, itinuro nito ang tatlo pang indibidwal na umano’y sangkot sa krimen. Agad namang nagsagawa ng hot pursuit operation ang pulisya na nagresulta sa pagkakaaresto ng tatlo pang suspek na may edad 29, 31, at 40 taong gulang, na pawang mga residente rin ng nasabing barangay, sa loob ng 48 oras mula nang magsimula ang imbestigasyon.

Ang apat na suspek ay kasalukuyang nasa kustodiya ng Bustos MPS habang inihahanda ang pagsasampa ng kasong R**e with Homicide laban sa kanila sa Office of the Provincial Prosecutor sa Malolos City, Bulacan. Ang isa sa mga suspek ay isinailalim din sa kaukulang legal na proseso.

Patuloy ang masusing imbestigasyon upang matukoy ang kabuuang detalye ng insidente at matiyak ang agarang paghahatid ng hustisya para sa biktima.

Ayon kay PCOL JAY B BAYBAYAN, Officer-In-Charge ng Bulacan Police Provincial Office, walang puwang ang ganitong uri ng krimen at patuloy ang mahigpit na aksyon ng kapulisan laban sa mga lumalabag sa batas upang mapanagot ang lahat ng sangkot at mapanatili ang kapayapaan at kaayusan sa lalawigan. Sa kabila ng mga sensitibong insidente, naaresto ang mga suspek sa loob ng wala pang 48 oras, patunay ng mabilis at epektibong aksyon ng kapulisan.

KIDNAPPING CASE SUSPECT ARRESTED IN MANILA WARRANT OPERATION

A high-value wanted person tagged as the Top 6 Regional Level Most Wanted Person of the National Capital Region Police Office (NCRPO) was arrested during a coordinated law enforcement operation in Tondo, Manila on April 19, 2026.

The suspect, identified by the alias “Jaycee,” 39 years old, male, and a resident of Quezon City, was arrested at Baseco Port Area by personnel of the Northern National Capital Region (NCR) Maritime Police Station together with other police units by virtue of a warrant of arrest issued by the Regional Trial Court, Branch 297 in Pasay City for Kidnapping and Serious Illegal Detention under Article 267 of the Revised Penal Code, as amended, with no bail recommended.

The case stems from a June 13, 2024 incident in Pasay City where the complainant was allegedly taken against his will by individuals posing as law enforcement officers. The victim and his driver were later moved to several locations and allegedly subjected to threats and coercion to disclose financial account information, resulting in the unauthorized transfer of assets. The victims were later released after several hours.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., commended the operating units for the successful arrest, emphasizing the organization’s continued commitment to accountability and operational efficiency.

“Patuloy po ang ating pinaigting na operasyon laban sa mga wanted persons. This is part of our sustained effort to ensure that those facing serious charges are brought before the courts. Hindi po tayo titigil—ipinapakita natin na ang batas ay pantay para sa lahat,” PGen Nartatez said.

He further underscored that the accomplishment aligns with the PNP Focused Agenda, particularly under Enhanced Managing Police Operations, in support of the administration’s peace and order thrust under President Ferdinand R. Marcos Jr., reflecting stronger coordination and faster response in law enforcement actions nationwide.

“This arrest shows that our police force is proactive and committed. We assure the public that we will continue strengthening our operations to uphold justice and public safety,” he added.

This accomplishment reflects the continuing efforts of the organization under the guiding principle of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman,” as the PNP sustains its drive for a safer and more secure nation.

FOUR FOREIGN NATIONALS IN CUSTODY FOLLOWING RESCUE OF FILIPINA IN PASAY CITY

The Philippine National Police (PNP) rescued a Filipina and arrested four foreign nationals during a police operation conducted in Pasay City on Monday afternoon.

At around 12:15 PM, police personnel responded to a request for assistance at a residential unit along F.B. Harrison Street, Barangay 13, Pasay City. Responding officers confirmed the situation upon arrival and found the complainant inside the unit together with the suspects.

The complainant, a 43-year-old Filipina, was immediately assisted and brought to safety after she was allegedly prevented from leaving the premises for an extended period. She was later able to seek help through a visiting driver, which prompted the quick response of authorities.

The suspects were placed under police custody and were informed of their constitutional rights with the assistance of a translator. They opted to remain silent.

According to initial information, the complainant had been working for the group since 2023 and was later brought to the Pasay residence, where she allegedly experienced restricted movement and other forms of mistreatment. Authorities said all details are still subject to validation as part of the ongoing investigation.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., said the swift action underscores the organization’s commitment to immediate response in similar incidents.

“Kapag may ganitong uri ng insidente, kumikilos agad tayo. We do not tolerate any act that threatens the freedom and dignity of any individual, and we will continue to act swiftly and decisively whenever needed,” PGen Nartatez said.

He added that the operation is in line with the PNP Focused Agenda, under Enhanced Managing Police Operations, which strengthens rapid coordination and decisive action in responding to critical situations. It also supports the directive of President Ferdinand R. Marcos Jr. toward safer and more secure communities.

“Patuloy nating pinaiigting ang ating operasyon upang mapanatili ang kaayusan at proteksyon ng publiko,” PGen Nartatez further added.

The suspects are currently under police custody and will be subjected to inquest proceedings before the Office of the City Prosecutor in Pasay City. The case has been referred for further investigation.

APAT NA KABATAANG HIKERS, NASAGIP NG PNP MATAPOS MA-STRANDED SA KABUNDUKAN NG CAGAYAN

Ligtas na nasagip ang apat na kabataang hikers na na-stranded sa kabundukan ng Brgy. Taggat Sur, Claveria, Cagayan matapos ang mabilis na aksyon ng pulisya at iba pang ahensya noong tanghali ng Abril 18, 2026.

Batay sa ulat, bandang alas-12:00 ng tanghali ay humingi ng tulong ang isang menor de edad na kasama ng grupo matapos maiwan ang apat niyang kasamahan sa kabundukan dahil sa matinding pagkapagod at hindi na makabalik, kaya agad na kumilos ang Claveria Police Station katuwang ang MDRRMO at Philippine Coast Guard.

Sa loob lamang ng wala pang isang oras, natunton ang mga biktima na kapwa pagod at dehydrated. Agad silang binigyan ng paunang lunas at dinala sa pinakamalapit na pagamutan para masigurong maayos ang kanilang kalagayan.

Pinuri ni Chief, PNP, Police General Jose Melencio C. Nartatez Jr., ang naging koordinasyon ng mga rumespondeng yunit.

“Hindi natin pinapalampas ang oras kapag may nangangailangan ng tulong. Ang bawat minuto ay mahalaga sa pagliligtas ng buhay,” ani PGen Nartatez.

Dagdag pa niya, “Patuloy ang paalala ng PNP: maging responsable sa paglalakbay, lalo na sa mga kabundukan at delikadong lugar, mag-ingat po tayo. Siguraduhing handa ang katawan, may sapat na tubig at gamit, at ipaalam sa pamilya o awtoridad ang inyong pupuntahan.”

Muling pinatunayan ng insidenteng ito ang kahandaan at dedikasyon ng kapulisan at mga katuwang na ahensya sa pagresponde sa oras ng pangangailangan—isang malinaw na halimbawa ng Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.
