In consideration of economic efficiency and work-life balance, a work-from-home arrangement is implemented on March 31, 2025 (Monday) in view of the Eid'l Fit holiday on April 1, 2025 (Tuesday).

This arrangement allows faculty and staff to continue fulfilling their duties remotely while providing an opportunity to spend time with family and manage personal responsibilities effectively. It also minimizes operational costs while ensuring institutional productivity. Departments must ensure that essential tasks remain on track during this period.

Meanwhile, Job Order personnel are required to report on-site to facilitate sanitation, disinfection, and fumigation of classrooms and common areas.
Supervising offices must oversee and coordinate these activities accordingly.

𝗥𝗘𝗔𝗗: 𝗔𝗗𝗩𝗜𝗦𝗢𝗥𝗬 𝗢𝗡 𝗧𝗛𝗘 𝗖𝗜𝗥𝗖𝗨𝗟𝗔𝗧𝗜𝗡𝗚 𝗖𝗛𝗘𝗗 𝗖𝗔𝗦𝗛 𝗔𝗦𝗦𝗜𝗦𝗧𝗔𝗡𝗖𝗘 𝗣𝗢𝗦𝗧

It has come to the attention of the RSU administration that a Facebook post is circulating, claiming that all graduating students from all learning levels will soon receive cash assistance from the Commission on Higher Education (CHED). The post further urges students to register for a payout scheduled for April 15, 2025.

𝗧𝗵𝗶𝘀 𝗶𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗶𝘀 𝗙𝗔𝗟𝗦𝗘 𝗮𝗻𝗱 𝗠𝗜𝗦𝗟𝗘𝗔𝗗𝗜𝗡𝗚.

The Commission on Higher Education (CHED) has not announced any cash assistance program as described in the aforementioned Facebook post. Any links associated with this post could potentially lead to phishing attempts or other malicious activities that may compromise personal information and online security.

The administration urges all students, faculty, staff, and the public to be extremely cautious and vigilant when encountering such posts on social media. They are advised to refrain from sharing this fake information and, if they have already shared it, they are advised to retract their post immediately.

RSU understands the financial challenges many students face, and is committed to providing accurate and reliable information regarding legitimate financial aid and scholarship opportunities. This shall be disseminated as official updates through the university's official channels.

The administration appreciates the cooperation of the community in helping to prevent the spread of misinformation and protect the community.

ICYMI: The Romblon State University community came together for a Thanksgiving Mass and Pilgrimage Visit of Nuestra Señora Dela Paz y Buen Viaje (Birhen ng Antipolo) on March 24.

The Eucharistic Mass, presided over by Diocesan Shrine and Parish of St. Vincent Ferrer Parish Priest Rev. Fr. Ranulfo F. Fabul, Diocese’s Parochial Vicar Rev. Fr. Bon Jovi M. Divino, and San Lorenzo Ruiz Seminary’s Spiritual Director Rev. Fr. Errol F. Fonte, was a thanksgiving celebration for the continuous success of the university’s projects and milestone events.

The visit of the revered image from the Diocese of Antipolo was attended by University President Dr. Merian P. Catajay-Mani, top management officials, Hon. Leo M. Machon, Senior Adviser of the RSU Alumni Association Canada Chapter, as well as employees and students.

The Holy Mass and the visit of the Birhen ng Antipolo serve as a testament to the university's commitment not only to serving with excellence but also to fostering opportunities for reflection, faith, self-discovery, and renewal.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒: RSU Welcomes Senior Alumni Adviser and Former Mayor Leo M. Machon

Romblon State University (RSU) officially welcomed Hon. Leo M. Machon, former mayor of Sta. Fe, Romblon, and Senior Alumni Adviser of the RSU Alumni Association, Canada Chapter, during today’s flag-raising ceremony. University officials, led by Dr. Merian P. Catajay-Mani, along with faculty, staff, and students, gathered to honor his invaluable role in strengthening alumni relations and fostering collaboration between RSU and its global alumni network.

A highlight of the hero’s welcome was the awarding of a certificate of appreciation and a token, symbolizing the university’s deep gratitude for his unwavering support of the RSU community.

Following the ceremony, the NROTC Officers and President Mani led a momentous arrival honor for Hon. Machon in front of the University Administration Building, a symbol of profound respect and recognition for his contributions to the institution.

Hon. Leo M. Machon’s distinguished career in public service spans various leadership roles, from serving as a Sangguniang Bayan member to becoming the Mayor of Sta. Fe, Romblon. His commitment to governance extended beyond the local office, having also served as an Executive Assistant to former Governor Totoy Ylagan and later as a Political Officer in the Congress of the Philippines under the leadership of Congressman Totoy Ylagan.

Now residing in Milton, Ontario, Canada, Machon remains deeply connected to his roots as the Senior Adviser of the RSU Alumni Association, Canada Chapter. His steadfast support for RSU and its alumni is evident in his active involvement in alumni initiatives, including hosting the RSU delegation during their visit to Canada last year.

Today's ceremony highlighted RSU’s commitment to recognizing outstanding alumni who continue to uplift and support the institution, inspiring future generations of RSUvians.

March 24, 2025 – Romblon State University (RSU) extended a hero’s welcome to Hon. Leo M. Machon, a former mayor of Sta. Fe, Romblon, and a key figure in the RSU Alumni Association, Canada Chapter.

RSU President Merian Catajay-Mani led the university community in honoring Machon, acknowledging his significant contributions to both RSU and the Filipino community in Canada.

Hon. Leo M. Machon’s career in public service includes serving as a Sangguniang Bayan member and later as mayor of Sta. Fe. He also served as an Executive Assistant to former Governor Totoy Ylagan and as a Political Officer in the Congress of the Philippines under the leadership of Congressman Totoy Ylagan.

Currently residing in Milton, Ontario, Canada, Machon serves as a Senior Adviser of the RSU Alumni Association, Canada Chapter and became a gracious host to Philippine delegates during their visits to Canada.

President Mani and the entire RSU community expressed gratitude for Machon’s ongoing support of the university.

In line with the University Memorandum No. 029-01, s. 2025 released by the Office of the University President, 𝐌𝐚𝐫𝐜𝐡 𝟏𝟕, 𝟐𝟎𝟐𝟓 (𝐌𝐨𝐧𝐝𝐚𝐲) has been declared a 𝐇𝐞𝐚𝐥𝐭𝐡 𝐚𝐧𝐝 𝐖𝐞𝐥𝐥𝐧𝐞𝐬𝐬 𝐁𝐫𝐞𝐚𝐤 𝐟𝐨𝐫 𝐚𝐥𝐥 𝐑𝐒𝐔 𝐜𝐚𝐦𝐩𝐮𝐬𝐞𝐬.

This initiative from the University President, Dr. Merian P. Catajay-Mani, aims to promote the well-being and morale of University officials and employees.

Furthermore, there will be no office operations on March 16 (Sunday) and March 18 (Tuesday), 2025, as these dates have been declared special non-working public holidays in Romblon in observance of Romblon Foundation Day and the Liberation Anniversary in Romblon, Panay, and Guimaras Islands following the Memorandum Order No. 071, s. 2025 released by the Office of the Governor.

During these dates, all offices will be closed, and maximum security measures will be enforced on campuses. Regular office and class schedules at all RSU campuses will resume on Wednesday, March 19, 2025.

The RSU International Relations Office invites students from Romblon Campus, San Fernando Campus, and Cajidiocan Campus to participate in the screening for the 7th AUAP Students English Speech Competition (SESC). This prestigious opportunity allows participants to showcase their public speaking skills, engage in intellectual discourse, and represent RSU on an international stage.

Two students (one from Sibuyan campuses and one from the Romblon campus) will represent RSU at the 7th AUAP Students English Speech Competition (SESC) on June 3-4, 2025, in Bangkok, Thailand. This prestigious event is hosted by Siam University and the Master's Institute Development Academic and Seminary (MIDAS).

SELECTION PROCESS

🔹 Round 1: Video Submission (Deadline: March 21, 2025) – Participants are required to submit a 5-minute speech video on any of the given topics. Submissions will be evaluated based on Content & Relevance (40%), Delivery & Expression (30%), Language & Grammar (20%), Audience Engagement (10%) - (All videos will be uploaded for a social media campaign, where engagement (likes, shares, and comments) will be part of the competition criteria.)

🔹 Round 2: Final Screening (Face-to-Face Presentation) – Shortlisted participants will receive an official email notification with details regarding the final round, which will involve a live competition in their respective campuses.

ELIGIBILITY CRITERIA
1. Must be officially enrolled at RSU from Romblon
Campus, San Fernando Campus, or Cajidiocan Campus.
2. Must be willing to participate in training and development sessions.
3. Must have parental consent to travel internationally as part of the mobility program.
4. A passport is not required for the first and second rounds of the selection process. However, selected participants must be willing and able to apply for one if needed.

𝗟𝗢𝗢𝗞: Romblon State University participates in the First Quarter Nationwide Simultaneous Earthquake Drill (NSED) on March 13, 2025, joining the National Disaster Risk Reduction and Management Council (NDRRMC) and the Office of Civil Defense (OCD) in this nationwide initiative.

Led by the RSU Disaster Risk Reduction and Management Office, under the leadership of Mr. Edgar V. Andalecio with the Incident Commanders, the University simultaneously conducted earthquake drills across all RSU campuses. These drills align with the nationwide preparedness efforts spearheaded by the NDRRMC and OCD.

The schedules for the upcoming Nationwide Simultaneous Earthquake Drills (NSED) are as follows:
📍 2nd Quarter - June 19, 2025 (9:00 AM)
📍 3rd Quarter - September 11, 2025 (2:00 PM)
📍 4th Quarter - November 6, 2025 (9:00 AM)

We encourage all units, offices, and departments across all RSU campuses to actively participate in these drills to strengthen our collective disaster preparedness.

𝗟𝗢𝗢𝗞 | 𝗥𝗦𝗨 𝗲𝘅𝗽𝗹𝗼𝗿𝗲𝘀 𝗰𝘆𝗯𝗲𝗿𝘀𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗰𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗚𝗲𝗿𝗺𝗮𝗻-𝗠𝗮𝗹𝗮𝘆𝘀𝗶𝗮𝗻 𝗜𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗲

The Romblon State University, led by University President Dr. Merian P. Catajay-Mani, visited the German-Malaysian Institute (GMI) last February 26, 2025 to explore potential collaborations in cybersecurity education and training as part of RSU’s ongoing Smart Campus Project.

The visit included high-level discussions on cybersecurity innovations, digital infrastructure protection, and capacity-building initiatives for faculty and students. As universities worldwide continue to digitize campus operations, cybersecurity remains a top priority in ensuring the security of sensitive data, research outputs, and digital learning platforms.

During the visit, the RSU delegation toured GMI’s advanced cybersecurity laboratories, which house state-of-the-art training facilities for ethical hacking, network security, and digital forensics. Faculty experts from GMI also shared best practices on building a cybersecurity-aware academic culture, emphasizing the importance of early detection systems, risk management protocols, and incident response training in higher education institutions.

RSU and GMI are expected to formalize their partnership in the coming months, with faculty training sessions set to begin by late 2025. This initiative aligns with RSU’s commitment to global collaboration, technological advancement, and building a secure and innovative learning environment for its students and stakeholders.

The opening program commenced last March 10, 2025, at the RSU Audio-visual Room, officially marking the start of its 𝐒𝐭𝐚𝐠𝐞 𝟐 𝐚𝐮𝐝𝐢𝐭 where University President Prof. Merian P. Catajay-Mani, along with Top Management Officials, Unit Directors and Heads, Deans, Program Chairs, ODIMOS, and TUV Auditors, gathered for a brief discussion and introduction of the process owners.

During the opening program, the University president emphasized the importance of the University's efforts in leveraging process systems in its pursuit of providing quality education to our stakeholders and that through collaboration and shared efforts, we can turn our unified vision into reality.

Meanwhile, TUV Lead Auditor Ms. Mary Grace Balobalo provided a brief overview and orientation on Stage 2 of the Certification Audit to ensure that all units, offices, and personnel involved were kept abreast of the process.

Joining Ms. Balobalo for the weeklong audit at the RSU Main Campus, Romblon Campus, San Fernando Campus, and Cajidiocan Campus are auditors Mr. Abdul Manan Aruli and Mr. Mukhammad Toriq.

Spearheaded by the Quality Assurance Office, under the leadership of Director Ms. Sarah F. Fallaria, the audit commenced on the same day as the opening at the Main Campus. It continued at RSU Romblon Campus on March 11, followed by Cajidiocan Campus and San Fernando Campus on March 12 and 13.

This proactive effort of the university is a testament to its commitment to quality and dedication to making excellence a habit in the name of public service in the province of Romblon and beyond.
