Filipino households, medical facilities, and small enterprises can now install own-use solar systems through a simpler process with fewer regulatory requirements under a new Department of Energy (DOE) policy. Department Circular No. DC2026-08-0017 streamlines the rules for Self-Generating Facility Zero-Export Solar Systems (SGF ZESS) and Micro-Solar Systems (MSS), allowing consumers to generate clean electricity for their own use and reduce their dependence on electricity from the grid.
Under the streamlined rules, qualified installations will benefit from fewer permit and compliance requirements, while distribution utilities are directed to remove unnecessary pre-installation clearances, technical permits, and inspection charges. The DOE will work with the Energy Regulatory Commission, distribution utilities, and local government units to support consistent implementation nationwide and expand access to more affordable and accessible clean energy for Filipino consumers.
