As part of the celebration of the 80th anniversary of U.S.-Philippines diplomatic ties and the Freedom 250 commemoration of the 250th anniversary of U.S. independence, the U.S. Embassy in the Philippines, through its Regional English Language Office, launched a specialized professional development program to help college instructors teach technical subjects more effectively in English. This initiative highlights American excellence in teaching innovation, bringing world-class instructional standards to Philippine classrooms.

The two-day workshop, held in Baguio City on April 28 and 29 and facilitated by Saint Louis University, trained 50 college instructors specializing in science, technology, engineering and mathematics (STEM) and social sciences. Led by American English Language Fellows, the workshop used experiential learning methodsโ€”including mini laboratories and solving complex math problems in Englishโ€”to help participants experience firsthand the challenges students face when learning technical subjects in English.

โ€œBy empowering Filipino faculty with tools to strengthen their English instruction, we are also helping them shape the next generation of subject matter experts who can effectively communicate complex ideas in English. This collaboration bridges a future where the United States and the Philippines can work more easily toward shared goals, making both our nations safer, stronger, and more prosperous,โ€ said U.S. Embassy Regional English Language Officer Jeff McIlvenna.

โ€œThis training has benefited the whole region through these professors and instructors to learn more ways of using English as a power and a tool in facilitating content courses. From here, we will always share and pay it forward,โ€ said Dr. Stephanie Busbus, Director of Global Relations at Saint Louis University.

Participants also relied on the American English Toolkitโ€”a collection of resources provided by the U.S. Department of State in collaboration with American educators and professionals. The Toolkit includes interactive games, songs, recorded virtual workshops, and other teaching tools that highlight American values, culture, history, and the arts, offering instructors valuable materials to incorporate into their classrooms.

The Regional English Language Office (RELO) in Manila advances U.S. interests in the Philippines and the region by promoting English language teaching and learning programs that strengthen people-to-people ties between the United States and the Philippines. Through teacher training, curriculum development, and educational resources, RELO empowers educators and institutions to enhance English language instruction, creating opportunities for Filipinos to engage with American culture, values, and innovation.

To reduce congestion to the power grid and improve power availability to the communities it serves, SM Prime Holdings Inc. (SM Prime) has implemented the use of rooftop solar power systems across its properties and nationwide network of SM Supermalls.

Since its pioneering installation of solar panels over SM North EDSA in 2014, clean solar energy generated through SM is now large enough to power a city as large as Mabalacat, Pampanga or Mandaue, Cebu.

Maximizing space makes room for energy efficiency

SM currently utilizes 65 hectares of space for its rooftop solar panelsโ€”which is almost as big as the entire SM Mall of Asia complex, but has also applied innovative ways to maximize mall space for energy efficiency.

Across the SM Mall of Asia's MOA Sky, solar panels have been seamlessly integrated into the walkway that wraps around the propertyโ€”doubling as overhead covering for mallgoers strolling and enjoying leisurely walks.

By utilizing this space, SM generates enough power to run 1,000 escalators a day or power 1,800 homes for a month.

Another innovative application of means to harness solar power can be found in SM City Bicutan's solar-powered parasols decorating its Sky Garden. The understated use of the solar-powered parasols not only add to the Sky Garden's ambience but also provides functional use as nighttime lighting for customers of surrounding establishments.

The parasols efficiently provide five hours of nighttime lighting for only three hours of daytime charge, effectively reducing the need to use electricity throughout the evening until the mall's closing time.

Subic Bay Freeport โ€“ To ease the burden on Freeport companies and stakeholders as they cope with the ongoing crisis in the Middle East, the Subic Bay Metropolitan Authority (SBMA) further reduced port tariff rates, temporarily suspended the collection of Environmental and Tourism Administrative Fees (ETAF), and maintained the full fare subsidy for e-buses here.

SBMA Board Resolution No. 26-04-1768, which was approved and ratified during the 79th Meeting of the Board of Directors on April 21, 2026, at the Corporate Boardroom of the Administration Building, further reduces port tariff rates in support of Executive Order No. 110.

Executive Order No. 110, signed in March 2026, declares a State of National Energy Emergency due to Middle East conflicts and adopts the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) Program. This whole-of-government approach aims to stabilize energy supply, control prices, and support vulnerable sectors through financial aid.

SBMA Chairman and Administrator Eduardo Jose L. Aliรฑo explained that the said resolution states that the SBMA will further reduce port tariff rates by 30%, on top of the 5% reduction provided by B.R. No. 26-04-1766, for a total reduction of 35%. This includes Charges on Vessels, Harbor Fee, Berthing Fee/ Anchorage Fee, Harbor Cleaning Fee, Charges on Cargoes, and Wharfage Fees.

Aliรฑo also announced that the SBMA will implement the reduction in transport costs and the continuation of the e-bus full fare subsidy, citing that these will be immediate and transparent as part of the agencyโ€™s relief measures to address the effects of the emergency energy crisis.

He added that these include reducing the Road-Userโ€™s Fee by 50%, deferring the implementation of its programmed increase, and also continuing the implementation of free e-bus transport services for the Freeport community and visitors.

Meanwhile, ETAF collection has also been suspended pending the lifting of EO110, which placed the entire country under a State of National Energy Emergency.

Chairman Aliรฑo clarified that these measures are temporary interventions that will be terminated upon recommendation by the SBMA when geopolitical tensions ease and supply chain conditions normalize.

โ€œThe SBMAโ€™s move to reduce port tariff rates and continue the full fare subsidy for e-buses is in support of President Ferdinand R. Marcos Jr.โ€™s thrust to ensure stability in the country during this State of National Energy Emergency in the Philippines due to global oil supply disruptions and rising prices,โ€ Aliรฑo further said.

These strategic measures shall apply to all stakeholders and industry participants whose operations are affected by the prevailing geopolitical tensions in the Middle East. The implementation of these interventions was designed to generate a beneficial cascading effect throughout the maritime supply chain.

These include primary beneficiaries such as importers, suppliers, consignees, vessel owners, and end-consumers, as well as operational intermediaries such as terminal operators, cargo handlers, customs brokers, consolidators, processors, shipping agents, and shipping lines.

โ€œThese interventions are strategically implemented to ensure that economic relief and enhanced efficiencies are achieved throughout the entire supply chain, thereby securing the uninterrupted flow of goods from initial port arrival to final destination,โ€ he said.

More than 200 residents of Sta. Cruz and Candelaria, Zambales gained easier access to government services and community support initiatives as the Department of Environment and Natural Resources (DENR) brought a mobile permitting drive and environmental assistance directly to their barangays in line with the Earth Day celebration.
CENRO Masinloc Officer Donaver Guevarra reported that the two-day activity enabled residents of Barangays Guisguis, Guinabon, and Uacon to receive on-site assistance for chainsaw registration, land titling, tree-cutting permits, and tenurial instrument applications.
He added that the office also distributed 50,000 forestry and fruit-bearing seedlings to support reforestation, biodiversity conservation, climate change mitigation, and sustainable livelihood opportunities in local communities.
Marife Castillo, provincial head of the DENR office in Zambales, said the activity demonstrated how bringing services closer to communities can improve public access to government assistance while strengthening local participation in environmental protection efforts.
โ€œBy bringing both services and environmental support directly to the barangays, we are helping communities access government assistance more easily while encouraging shared responsibility in protecting and restoring our natural resources,โ€ Castillo said.
DENR Regional Executive Director Ralph Pablo said delivering DENR services at the barangay level helps make government assistance more accessible while encouraging stronger public participation in environmental protection.
โ€œTaking DENR services to the barangay level removes barriers for ordinary citizens and shows that protecting our forests goes hand in hand with serving the public. When communities, government and industry work together, we plant not only trees but also long-term resilience,โ€ Pablo said.
The activity was conducted in partnership with Eramen Minerals Inc., Zambales Diversified Metals Corp., and Zambales Chromite Mining Inc., in support of their environmental protection, rehabilitation, and reforestation commitments.
Guevarra said CENRO Masinloc will continue to strengthen community-based programs and partnerships that promote better public service access, sustainable development, and responsible stewardship of natural resources.

The Securities and Exchange Commission (SEC) has extended the deadline for the submission of annual financial statements (AFS) and other annual reports that require AFS as an attachment.

In a notice dated April 14, the SEC revised the filing deadlines provided under SEC Memorandum Circular (MC) No. 9, Series of 2026, after the Bureau of Internal Revenue (BIR) extended the submission of 2025 Annual Income Tax Returns (ITR) and its required attachments to May 15.

Under MC 9, financial statements submitted to the Commission must first be stamped โ€œreceivedโ€ or duly received by the BIR.

In line with this, the deadline for the submission of AFS by domestic and foreign corporations with fiscal year ending on December 31, 2025 has been moved to June 15 from May 29.

The deadline is applicable to all corporations, including branch offices, representative offices, regional headquarters and regional operating headquarters of foreign corporations, whose fiscal years ended on December 31. Corporations under the jurisdiction of the SEC Extension Offices follow the same schedule.

For brokers and dealers, the deadline for the submission of SEC Form 52-AR, with AFS as attachment, has been moved to May 15 from April 30.

Issuers with securities listed on the Philippine Stock Exchange (PSE), issuers with securities not listed on the PSE, public companies and other companies covered under Section 17.2 of Republic Act No. 8799, or the Securities Regulation Code, may submit their annual reports (SEC Form 17-A), with AFS as an attachment, until May 15.

โ€œThe SEC is giving corporations more time to submit their AFS with the SEC so that they may take advantage of the extension provided by the BIR,โ€ SEC Chairperson Francis Lim said.

โ€œBeyond the alignment, we want to provide corporations ample time to finalize their reports and ensure the accuracy and completeness of information provided in their financial statements,โ€ he added.

The AFS shall be filed through the Commissionโ€™s Electronic Filing and Submission Tool, or eFAST. Companies who filed their AFS through the online system of BIR shall attach the system-generated transaction reference number/confirmation receipt which contains a document issued by the Bureau, confirming the successful upload of the file.
