📢 “Scrap 4Ps and just give livelihood capital?”
As a Social Worker, I hear this often. Allow me to share, from the ground where poverty is real and complex: 4Ps is more than just ayuda.
The Pantawid Pamilyang Pilipino Program (4Ps) is not a dole-out. It is a conditional cash transfer program, designed to help families meet their basic needs while building their capacity to rise out of poverty. Hindi lang ito tungkol sa pera — may kasamang responsibilidad.
Families must:
✅ Send their children to school
✅ Bring kids and pregnant moms to health centers
✅ Attend Family Development Sessions (FDS) to learn about parenting, values, and rights
These conditionalities are not punishment — they are INVESTMENTS in HUMAN CAPITAL: education, health, and behavior.
But here’s what many miss: 4Ps is part of a larger strategy called TATSULO — Tatlong Sulo sa Pag-unlad — DSWD’s convergence approach to poverty reduction:
1️⃣ 4Ps – focuses on education, health, and psychosocial development
2️⃣ Sustainable Livelihood Program (SLP) – provides skills training, micro-enterprise support, and job facilitation for beneficiaries ready to transition economically
3️⃣ KALAHI-CIDSS – empowers communities to plan and implement projects that address local poverty issues
This three-pronged strategy recognizes that POVERTY is MULTIDIMENSIONAL. Some families are not yet ready to manage capital — they need food on the table first, their children need to be nourished, and their health restored. Give capital without support, and the risk of failure is high.
Yes, we want people to work and be independent. But we also know—because we are on the ground—that the journey out of poverty takes more than just one-time capital. It takes support, education, skills, and a whole-of-community approach.
Let’s not throw away a program that has helped millions of children stay in school and thousands of families build stepping stones to a better life. Instead of scrapping it, let’s strengthen it. Let's fix the gaps, improve implementation, and keep pushing forward.
