ORMOCC COUNCIL APPROVES LAND PURCHASE FOR GOV’T SITE

In a strategic move to accommodate Ormoc City’s growing infrastructure demands, the 17th Sangguniang Panlungsod has approved a resolution authorizing the City Mayor or Acting City Mayor to enter into and sign contracts for the acquisition of land in Barangay Sumangga. The site is intended for the development of a new government site.

The resolution, classified as “extremely urgent” in a July 4, 2025 endorsement by the Office of the City Mayor, aims to ensure that the local government keeps pace with the city’s expanding needs. The initiative aligns with the Local Government Code, which entrusts LGUs with the responsibility of providing essential infrastructure and services to their constituents.

Adding legal weight to the measure, the City Legal Office issued a favorable opinion dated April 25, 2025, affirming the legality and propriety of the proposed contracts.

The resolution was introduced through a joint motion by SP Member Burt J. Pades, Chairperson of the Committee on Laws and Ordinances, and SP Member Jasper M. Lucero, Chairperson of the Committee on Public Properties and Economic Enterprises. It gained unanimous support from the Council.

DILG Secretary Jonvic Remulla vowed that there will be no sacred cows in the ongoing investigation into the disappearance of several sabungeros (cockfighting enthusiasts), believed to be linked to the controversial “Alpha” group.

In a firm statement, Remulla said, “Kahit mayor, kahit governor, kahit senator, basta kasama sila doon sa ‘Alpha’ group na ’yan, anyone involved… will be charged kung tama ang case build-up.”

The “Alpha” group has been allegedly tied to illegal online e-sabong operations, which authorities suspect may be connected to the series of mysterious abductions of sabungeros over recent years.

Remulla assured the public that the government is committed to seeking justice, regardless of the rank or position of those involved. The Department of Justice and the Philippine National Police are actively working to complete case build-ups against suspects.

The families of the missing sabungeros continue to demand accountability and answers as the case gains renewed national attention.

Rustan’s Heir Paolo Tantoco Dies from Accidental Co***ne Overdose in Los Angeles

Los Angeles, California — Filipino businessman Juan Paolo Tantoco, a prominent figure from the Rustan’s retail empire, has died from an accidental drug overdose, according to the Los Angeles County Medical Examiner.

Tantoco, 44, was found unresponsive in his hotel room at the Beverly Hilton on March 8, 2025. Emergency responders declared him dead at 12:05 p.m. that same day. His death had remained under investigation until recent findings from the coroner’s office confirmed the cause.

The official autopsy report lists “cocaine effects” as the primary cause of death, with “probable atherosclerotic cardiovascular disease”—a heart condition—as a contributing factor. The case, filed under number 2025-04377, has been officially ruled an accident.

Tantoco, a scion of the influential Tantoco family behind Rustan’s Commercial Corporation, was known for his involvement in both business and philanthropic circles in the Philippines. His unexpected passing has left the country’s business community in mourning.

As of this writing, the Tantoco family and Rustan’s have not released any official statement in response to the coroner’s findings. Paolo’s remains have since been repatriated to the Philippines, where family and friends are expected to pay tribute in a private memorial.

Authorities confirmed that no foul play was suspected in the incident.

COA Issues Unmodified Opinion on OVP’s 2024 Financial Statements

The Commission on Audit (COA) has issued an unmodified opinion on the financial statements of the Office of the Vice President (OVP) for the calendar year 2024, indicating that the agency’s financial records are presented fairly and in accordance with government accounting standards.

In a transmittal letter dated June 19, 2025, addressed to Vice President Sara Z. Duterte, COA stated that the annual audit was conducted in accordance with the International Standards of Supreme Audit Institutions (ISSAIs). The audit aimed to evaluate the accuracy and integrity of the OVP’s financial statements, the propriety of its transactions, compliance with laws and regulations, and the implementation of prior audit recommendations.

According to the Independent Auditor’s Report, the financial statements of the OVP “present fairly, in all material respects” the financial position of the office as of December 31, 2024. This includes the agency’s assets, liabilities, revenues, expenses, and changes in equity.

COA clarified that the unmodified opinion means the audit did not find any material misstatements or irregularities that would require modification of the report. This is the highest audit rating that can be given to a government agency.

The report reflects the OVP’s continued adherence to financial transparency and accountability, and serves as a formal recognition of its sound fiscal management for the year 2024.
