Magnitude 3.2 earthquake jolts Leyte, felt in Ormoc

A magnitude 3.2 earthquake struck parts of Leyte on Sunday evening, Aug. 30, with the tremor felt in Ormoc City, according to the Philippine Institute of Volcanology and Seismology (PHIVOLCS).

The earthquake occurred at 8:39 p.m., with a depth of 6 kilometers. Its epicenter was located at 11.03°N, 124.72°E, or 13 kilometers north-northeast of Albuera, Leyte.

PHIVOLCS recorded an Instrumental Intensity II in the City of Ormoc, indicating that the earthquake was weakly felt in the city.

Water-based recreational activities at Lake Danao Natural Park have officially resumed following the lifting of a temporary suspension by the City Environment and Natural Resources Office (CENRO) effective Aug. 29, according to an advisory shared by the Ormoc City Tourism Office and the city government.

Four hundred seventy-seven (477) freshmen of the City College of Ormoc (CCO) received free academic tablets from the city government during a distribution ceremony at the Ormoc City Hall Lobby on Friday, Aug. 28.

The initiative seeks to equip students with digital tools that can support their studies, provide wider access to learning resources and help them adapt to technology-driven education.

The tablets were funded by the Local Government Unit of Ormoc through the CCO as part of its continuing efforts to make education more accessible to students. The city college is a locally established higher education institution that offers affordable degree programs and aims to reduce financial and geographic barriers to tertiary education.

The distribution was led by Mayor Lucy Torres-Gomez and Rep. Richard Gomez, with members of the Sangguniang Panlungsod Tomas Serafica, Caren Torres Rama, Jasper Lucero and Kia Mercadal in attendance.

Also present were CCO faculty members headed by Officer-in-Charge President Atty. Nolito Quilang.

The tablet distribution forms part of the city’s continuing investment in digital learning, providing CCO students with technology intended to complement classroom instruction and help them meet the demands of modern higher education.

Moderate to heavy rainshowers accompanied by lightning and strong winds are expected to affect parts of Eastern Visayas within the next one to two hours, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

In its Thunderstorm Advisory No. 15 issued at 9:35 p.m. Friday, Aug. 28, PAGASA said the conditions are expected over several areas in Eastern Samar and Samar, including Catbalogan City, Calbayog City and Borongan City.

The weather disturbance is already affecting several areas in Leyte, including Ormoc City, Tacloban City, Palo, Alangalang, Baybay City, Albuera, Carigara, Dagami, Jaro, Kananga, Merida and other municipalities. Parts of Samar, Biliran and Eastern Samar are also experiencing the thunderstorms.

PAGASA warned that the thunderstorms may persist for one to two hours and could affect nearby areas.

Residents are advised to take precautionary measures against possible flash floods and landslides, particularly in vulnerable areas, and to continue monitoring succeeding weather advisories.

A man was arrested after he was allegedly caught selling and trading protected wildlife species during an entrapment operation in Barangay South here on Aug. 19.

The operation, conducted at about 2:30 p.m., targeted a suspect from Barangay Caridad, Baybay City, who allegedly offered for sale several wildlife specimens, including Rufous Hornbills, Samar Hornbills and Yellow-breasted Fruit Doves.

The operation was carried out by the Criminal Investigation and Detection Group (CIDG) Northern Leyte Provincial Field Unit in coordination with the City Environment and Natural Resources Office (CENRO) of Ormoc, CENRO Ormoc, the Wildlife Conservation Unit of Energy Development Corp. (EDC), and Station 1 of the Ormoc City Police Office.

Barangay South officials, including Barangay Captain Bremelgida R. Yoo and Barangay Kagawad Bobby Restauro, witnessed the operation.

Authorities said the suspect was caught in the act of selling or trading the wildlife and was found in possession and control of the specimens without the permits or supporting documents required under wildlife regulations.

Recovered during the operation were three live Rufous Hornbills, two live Samar Hornbills and two live Yellow-breasted Fruit Doves. Authorities also recovered a genuine P500 bill used as buy-bust money and four P1,000 bills marked as boodle money.

The wildlife specimens were placed under government custody for identification, documentation, examination and safekeeping. They were subsequently brought to the Ormoc City Veterinary Office for physical examination and assessment and are set to be transferred, subject to documentation and clearance, to the Ormoc City Terrestrial Wildlife Rescue and Rehabilitation Center in Barangay Dolores.

A case for alleged violation of Republic Act No. 9147, or the Wildlife Resources Conservation and Protection Act of 2001, is being prepared for filing before the Office of the City Prosecutor in Ormoc City.

The law prohibits, among others, the trading, collecting, hunting, possessing and transporting of wildlife unless otherwise authorized under the law.

Authorities said the suspect was informed of his constitutional rights and brought to the CIDG Northern Leyte PFU office for documentation and further investigation.

Thunderstorms, heavy rains threaten parts of Eastern Visayas

Moderate to heavy rainshowers accompanied by lightning and strong winds were expected to affect several areas in Eastern Visayas on Thursday night, according to Thunderstorm Advisory No. 21 issued by PAGASA Visayas PRSD at 8:34 p.m.

The advisory covered parts of Samar, Leyte and Biliran, including areas in and around Ormoc City, Albuera, Kananga, Matag-ob, Villaba, Tabango, Merida, Isabel, Palompon and other nearby municipalities. PAGASA said the conditions could persist for one to two hours and may affect neighboring areas.

Residents were advised to take precautionary measures against possible flash floods and landslides, particularly those in low-lying and mountainous areas, and to continue monitoring official weather updates.

The Visayas power grid was placed under red alert anew on Thursday, Aug. 27, as available electricity fell short of projected peak demand, raising the risk of rotational blackouts in several areas. The National Grid Corp. of the Philippines (NGCP) said the red alert was in effect from 3 p.m. to 9 p.m., following a yellow alert from 1 p.m. to 3 p.m. and another yellow alert from 9 p.m. to 11 p.m.

The latest declaration marked the 22nd red alert in the Visayas this year, amid the continued unavailability of power plants and limited electricity imports from Mindanao. NGCP reported that 938.9 megawatts of capacity were unavailable due to the simultaneous forced outage of 32 plants, while 15 others were operating at reduced capacity. Peak demand reached 2,530 MW against only 2,237 MW of available capacity. The Department of Energy is looking to deploy battery energy storage systems to help ease the recurring supply shortage.

Sara Duterte: Impeachment case must be proven with evidence, not insults

Vice President Sara Duterte on Wednesday challenged prosecutors and members of Congress to prove the allegations against her through evidence, saying an impeachment case should not rely on insults, speculation or political theatrics.

In a statement dated Aug. 26, Duterte said those seeking to legitimize the two impeachment complaints against her should be confident in the strength of their case and should not resort to “fishing for evidence” during the trial.

“A strong case does not need the adornment of theatrics,” Duterte said, citing instances in which a senator allegedly called a witness “stupid” and a lawyer referred to her as the “mastermind of a scam.”

She said such remarks do not establish an impeachable offense or constitute evidence, but instead reflect what she described as an attempt to project confidence despite a weak presentation.

Duterte also appealed to the public to remain patient amid the impeachment proceedings, the discussions on the 2027 national budget and preparations over how the Constitution would be defended to preserve the administration’s priorities.

The Senate has been conducting the impeachment trial over allegations involving, among others, the alleged misuse of confidential funds. Prosecution witnesses, including Commission on Audit officials, have testified on issues surrounding the disbursement and liquidation of confidential funds.

Duterte has consistently maintained that the impeachment case lacks sufficient evidence and has asked that the charges against her be dismissed.

She ended her statement with “Shukran,” thanking Filipinos for their patience and support.
