Baby Vince Enorio Montalban, a two-year-old diagnosed with Tetralogy of Fallot, a severe congenital heart defect, was born at the MHARS Medical Center. The condition, which results in cyanotic or “blue” skin due to a lack of oxygen, deeply worried his mother, Ms. Juvy Ann Bitay Enorio. Early on, doctors had advised Vince’s family that surgery was the only way to save his life, but due to financial constraints, they were unable to proceed.
The family’s turning point came when a former barangay captain, John Docdor, guided them toward the Asenso Free Hospitalization Program — a brainchild of the Oaminal administration. Congressman Ando Oaminal swiftly took action, covering all the medical expenses for the open-heart surgery at the Philippine Heart Center. He also extended financial assistance for transportation to and from Manila, as well as their living expenses during the family’s stay in the capital.
This medical intervention not only saved Baby Vince’s life but also underscored the powerful collaboration between Congressman Ando Oaminal, Mayor Atty. Indy Oaminal, and Governor Henry Oaminal.
