MARINA warns seafarers against "non -appearance"
Due to persistent reports of marine officers still resorting to the so-called non-appearance in taking the Management Level Course for Deck and Engine (MLC), MARINA is giving officers a heads up about the dire consequences of opting not to attend the revised mandatory course.
When MARINA started introducing the revised MLC, MARINA STCW Office Executive Director Samuel Batalla was asked in an interview whether the significantly shortened course would make "non-appearance" a thing of the past.
ED Batalla's reply was quick. “Actually, nung tiningnan namin, dine-deny sila ng training center. Hindi naman sila sa training center kumuha (ng training). Kumuha sila sa mga fly-by-night na consultancy na ganito ganyan.”
“Kasi every time we verify it sa training center, dine-deny nila: ‘Wala hong ganyan dito sa amin.’ So kawawa ang seafarer, wala sa record ng training center (na kumuha sila ng training),” he said, adding that “wala rin sa record ng MARINA.”
What's worse, he warned, is that MARINA would file a case against seafarers who persist in merely enrolling but not attending the course.
“So, once na mag-verify kami, tinanong namin si training center ng ganito ganyan at nag-deny si training center, kinakasuhan namin si seafarer. Eh sino’ng kakasuhan namin, training center? Wala nga silang record,” the top official of the STCW Office insisted.
He did not specify what case would be filed against the seafarers; nonetheless, he urged them not to engage in such malpractice. “Dapat ang mga seafarers natin, ayusin na nila, huwag na silang papasok sa ganyan. Mag-training sila,” he said.
One crewing executive, however, commented that seafarers could not be totally blamed for not attending the course since “alam na nila ang ituturo.” Besides, he said, there were times some trainees were more knowledgeable than their instructors.
He further attested that, aside from MLC, seafarers are also enrolling but not attending other courses, notably Refresher Courses.
