RO 9 conducts orientation in Tawi-Tawi, assists subsistence farmers avail free insurance

More than a hundred coconut farmers from the province of Tawi-Tawi participated in an orientation on the free coconut crop insurance under the Coconut Farmers and Industry Development Plan (CFIDP) on June 24-25, 2025.

The farmers came from the barangays of Mongkay, Tampakan, and Bakong in Simunul Island and were assisted in filing their respective insurance applications. Under the CFIDP, subsistence coconut farmers listed in the National Coconut Farmers Registry System are qualified to get free crop insurance.

Insurance Underwriter Napoleon Barad Jr. led the activity. Philippine Coconut Authority Tawi-Tawi Personnel Head Nur-aina Ingkagan also lent valuable assistance to the PCIC personnel.

Philippine Crop Insurance Corporation (PCIC) Region IX conducted a two-day farmer orientation and registration activity under the Coconut Farmers and Industry Development Plan (CFIDP) on June 24-25, 2025, reaching out to subsistence coconut growers from the barangays of Mongkay, Tampakan, and Bakong in Simunul Island. In coordination with Philippine Coconut Authority (PCA) Tawi-Tawi, the activity intents to inform and register the local farmers listed under the National Coconut Farmers Registry System (NCFRS) for free coconut insurance coverage.

Insurance Underwriter Napoleon Barad Jr. led the distribution and assistance for coconut insurance application forms, working closely with PCA Tawi-Tawi personnel headed by Division Chief Nur-aina Ingkagan. A total of 115 farmers participated in the activity, with 45 coming from Barangay Mongkay, 38 from Barangay Tampakan, and 32 from Bakong. Of these, 79 successfully applied for insurance coverage during the event.

The farmers were delighted to learn about CFIDP, as it will be a great help not only by providing compensation for damages but as well as the death benefit attached to it.

Moving forward, PCIC Region IX plans to continue its insurance outreach in the provinces of Basilan, Sulu and Tawi-Tawi, in collaboration with PCA XIV-Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). 🥥

𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲 𝗖𝗿𝗼𝗽 𝗜𝗻𝘀𝘂𝗿𝗮𝗻𝗰𝗲 𝗖𝗼𝗿𝗽𝗼𝗿𝗮𝘁𝗶𝗼𝗻 (PCIC) Region IX convened its 𝑪𝒍𝒂𝒊𝒎𝒔 𝑨𝒅𝒋𝒖𝒔𝒕𝒎𝒆𝒏𝒕 𝑫𝒊𝒗𝒊𝒔𝒊𝒐𝒏 (CAD) personnel for a retooling workshop on June 3, 2025, at Hotel Guillermo Hall in Pagadian City. The activity sought to update CAD personnel on claims settlement approaches, while also reintroducing field protocols needed to the timely settlement of crop insurance claims.

More than sixty (60) claims processors and insurance adjusters attended the activity with the hopes of being re-equipped with updated knowledge to become more effective and efficient in delivering services. PCIC Regional Manager II Virgie Baroy led the session alongside CAD Division Chief III Edilberto Dondoyano and Insurance Adjuster I Jessie Bucol; with the expertise of Science Research Specialist Janeth Balungcas from Regional Crop Protection Center (RCPC) Region IX, who cited prevalent pests and diseases on crops in the region for the adjusters to avoid erroneous claim validations.

Key Topics discussed included:
🖋 Identification of major pests and diseases affecting rice, corn, and high-value crops
🖋 CAD workflow on all insurance claims, including death benefits
🖋 Revised Claims Settlement Approaches and Procedures (RECSAP)
🖋 Proper processing for claims validation, including compliance with Field Area Measurement (FAM) and Post-Planting Inspection (PPI) protocols

CAD Chief Dondoyano commended the personnel’s dedication, noting that performance remained commendable despite limited manpower and resource challenges.

𝐏𝐂𝐈𝐂 𝐑𝐎 𝐈𝐗 𝐏𝐚𝐲𝐬 ₱𝟏.𝟗𝟔 𝐌𝐢𝐥𝐥𝐢𝐨𝐧 𝐢𝐧 𝐈𝐧𝐝𝐞𝐦𝐧𝐢𝐭𝐲 𝐂𝐡𝐞𝐜𝐤𝐬 𝐭𝐨 𝐃𝐮𝐦𝐢𝐧𝐠𝐚𝐠 𝐅𝐚𝐫𝐦𝐞𝐫𝐬 🌾

𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲 𝗖𝗿𝗼𝗽 𝗜𝗻𝘀𝘂𝗿𝗮𝗻𝗰𝗲 𝗖𝗼𝗿𝗽𝗼𝗿𝗮𝘁𝗶𝗼𝗻 (𝗣𝗖𝗜𝗖) 𝗥𝗲𝗴𝗶𝗼𝗻 𝗜𝗫 released over eight hundred (800) indemnity checks amounting to more than ₱1.96 𝑴𝒊𝒍𝒍𝒊𝒐𝒏 to farmer-claimants in Dumingag, Zamboanga del Sur on May 23, 2025, in an effort to help farmers recover from agricultural losses and promote resilience. The beneficiaries, mostly corn farmers, suffered crop damages due to bacterial stalk rot disease and armyworm infestations.

The distribution, held at the Big Hall, DA-Dumingag Compound, was facilitated by Insurance Underwriter Paul Jedy Suaren along with Region IX personnel April Abigail Pelaez, Judelyn Mata, Jila Danica Lopecillo, Mark Pomarin, and Junel Vargas. Staffs from the Municipal Agriculture Office assisted throughout the day to ensure the orderly release of checks.

Insurance Underwriter Suaren also enrolled seventy-seven (77) farmers under PCIC's Credit and Life Term Insurance program, Accident and Dismemberment Security Scheme (ADSS). Meanwhile, Region IX personnel Mata provided on-site assistance to address beneficiary concerns, including requirements for replacing checks of the deceased claimants. 👩‍🌾

𝐏𝐂𝐈𝐂 𝐑𝐞𝐠𝐢𝐨𝐧 𝐈𝐗 𝐒𝐮𝐩𝐩𝐨𝐫𝐭𝐬 𝐄𝐎𝐃𝐁 𝐌𝐨𝐧𝐭𝐡 𝐂𝐞𝐥𝐞𝐛𝐫𝐚𝐭𝐢𝐨𝐧!

The Philippine Crop Insurance Corporation (PCIC) Head Office successfully launched the Ease of Doing Business (EODB) Month Celebration through a virtual Kick-Off Ceremony on May 5, 2025, with the theme "𝑭𝒓𝒐𝒎 𝑹𝒆𝒅 𝑻𝒂𝒑𝒆 𝒕𝒐 𝑹𝒆𝒅 𝑪𝒂𝒓𝒑𝒆𝒕: 𝑩𝒆𝒕𝒕𝒆𝒓 𝑩𝒖𝒔𝒊𝒏𝒆𝒔𝒔 𝑴𝒐𝒗𝒆𝒎𝒆𝒏𝒕 𝒊𝒏 𝒂 𝑩𝒂𝒈𝒐𝒏𝒈 𝑷𝒊𝒍𝒊𝒑𝒊𝒏𝒂𝒔". Attended by PCIC regional and extension offices nationwide, the event served as a platform to present major EODB initiatives and recognize outstanding services. It also featured inspiring messages from PCIC officials, highlighting the agency's renewed commitment to transparent, efficient, and client-focused services.

To promote and enhance better public service, PCIC Region IX proudly participated the National Frontline Service Inspection on May 13, 2025, facilitated by PCIC Region XII Officer-in-Charge Mr. John Adrian M. Cornejo who represented as the Anti-Red Tape Unit (ARTU) of PCIC Head Office. The inspection evaluated critical areas such as service delivery, visibility of the Citizen’s Charter, compliance with standard processing timelines and the effectiveness of the Public Assistance and Complaints Desk (PACD). It also assessed digital service enhancements, accessibility for PWDs, pregnant women, senior citizens, and the use of client feedback for improving frontline services.

These efforts reinforce PCIC’s commitment to providing fast, inclusive, and high-quality services in line with the Anti-Red Tape Authority (ARTA) standards. With continuous improvement and collaboration, PCIC moves forward in building a more responsive government agency—because every farmer deserves excellent service. 🫡

With over P1 Million worth of indemnity, Philippine Crop Insurance Corporation (PCIC) Region IX distributed a total of three hundred thirty-two (332) checks to Mahayag farmers on May 21, 2025, as part of PCIC's efforts to compensate agricultural losses. The beneficiaries had filed claims following damages to their crops due to adverse weather conditions and pest-related incidents earlier this year.

The releasing of checks was held at the Department of Agriculture (DA) Function Hall in Mahayag, Zamboanga del Sur. Regional Office IX personnel Joelyn Escalante and Jila Danica Lopecillo handed over the indemnity checks to the farmers. Local DA staffs also assisted during the distribution.
