Heavy Rainfall Outlook

Refer to Weather Advisory No. 9 issued at 5:00 AM today for the heavy rainfall outlook due to TC UWAN.

Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Significant to severe impacts from typhoon-force winds are possible within any of the areas under Wind Signal No. 4.
• Moderate to significant impacts from storm-force winds are possible within any of the areas under Wind Signal No. 3.
• Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The highest Wind Signal that will likely be hoisted throughout its passage is Wind Signal No. 5.

Furthermore, outside the areas under Wind Signals, UWAN will also bring occasionally gusty conditions reaching strong to gale-force strength over the following areas (especially in coastal and upland areas exposed to winds):

• Today (09 November): Palawan, Visayas, and Mindanao.
• Tomorrow (10 November): Most of Luzon and Visayas.
• Tuesday (11 November): Most of Luzon

Coastal Flooding

There is a high risk of life-threatening and damaging storm surge with peak heights exceeding 3.0 m within the next 48 hours over the low-lying or exposed coastal communities of Cagayan, Isabela, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Aurora, Zambales, Bataan, Pampanga, Bulacan, Metro Manila, Cavite, Batangas, Quezon, Camarines Norte, Camarines Sur, Catanduanes, Albay, Sorsogon, Northern Samar, Eastern Samar, Dinagat Islands, and Siargao and Bucas Grande Islands. 24-Hour Sea Condition Outlook

Up to very rough, high, or very high seas over the following coastal waters:
• Up to 14.0 m: The northern and eastern seaboards of Camarines Sur, and Polillo Islands; the northern seaboard of Camarines Norte; the seaboards of Catanduanes, Aurora, and Isabela.
• Up to 12.0 m: The eastern seaboards of mainland Cagayan, Albay, and Sorsogon; the northern and eastern seaboards Northern Samar; the northeastern seaboard of Eastern Samar.
• Up to 10.0 m: The seaboard of La Union; the northern seaboard of Pangasinan.
• Up to 9.0 m: The seaboard of northern mainland Quezon; the remaining eastern seaboard of Eastern Samar; the seaboards of Babuyan Islands, Ilocos Norte, and Ilocos Sur; the remaining seaboard of Pangasinan.
• Up to 8.0 m: The seaboard of Zambales.

• Up to 4.5 m: The seaboards of Marinduque, Romblon, Masbate including Burias and Ticao Islands, Capiz, northern Iloilo, Samar, Biliran, Southern Leyte and Surigao del Sur; the northern and eastern seaboard of Leyte; the northern seaboards of Cebu including Bantayan Islands; the remaining seaboards of Quezon and Eastern Samar; the eastern seaboard of Surigao del Sur and Davao Oriental.
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas over the following coastal waters:
• Up to 4.0 m: The seaboards of Lubang Island and Aklan; the western seaboard of Batangas; the remaining seaboard of Leyte; the western seaboards of Occidental Mindoro; the northern and western seaboard of Calamian Islands; the western seaboard of northern Palawan
• Up to 3.5 m: The seaboards of Pampanga, Bulacan, Metro Manila, and Cavite; the northern seaboards of Occidental Mindoro, Oriental Mindoro, and Negros Occidental; the northwestern seaboards of Cebu and Bohol; the remaining seaboards of Bataan and Batangas.
• Up to 3.0 m: The seaboards of Northern Mindanao, Siquijor, Zamboanga del Norte, and Agusan del Norte; the remaining western seaboard of mainland Palawan; the southern seaboards of Negros Occidental, Negros Oriental, and Bohol;
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.

Up to moderate to rough seas over the following coastal waters:
• Up to 2.5 m: The remaining seaboards of MIMAROPA and Visayas.
• Up to 2.0 m: The remaining seaboard of Mindanao
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK
• Heavy rainfall, severe winds, and storm surge may still be experienced in localities far from the landfall point and outside the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• UWAN is forecast to move west northwestward over the next 24 hours. On the track forecast, the center of the eye of UWAN may pass close to Catanduanes this morning and make landfall over Aurora tonight or tomorrow early morning. Due to its proximity, a direct hit (i.e., eyewall affecting the area without making landfall) or a landfall scenario over Catanduanes is possible.
• After landfall, UWAN will traverse the mountainous terrain of Northern Luzon and emerge over Lingayen Gulf or the coastal waters of Pangasinan or La Union on Monday morning.
• UWAN is forecast to reach super typhoon category and may make landfall at or near its peak lifetime intensity. The interaction with the terrain will cause UWAN to weaken significantly, but it is expected to remain as a typhoon throughout its passage over Northern Luzon.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

TROPICAL DEPRESSION UPDATE: TRACKING WEST SOUTHWESTWARD

As of 11:00 PM, November 4, 2025, Tropical Depression maintains its strength while moving west southwestward at 20 km/h. Here's the latest update [1]:
- Location: 1,690 km East of Northeastern Mindanao (outside PAR) at 8.7°N, 141.7°E
- Intensity: Maximum sustained winds of 55 km/h, gustiness up to 70 km/h, and central pressure of 1004 hPa
- Movement: West southwestward, potentially entering the PAR region on Friday evening or Saturday
- Forecast: May intensify into a typhoon by Thursday and super typhoon by the weekend
- Impact: Not directly affecting the country's weather conditions yet, but rough seas may hit northern and eastern seaboards starting Saturday due to the TC and Northeast Monsoon surge

TROPICAL CYCLONE ADVISORY NR. 3

Tropical Storm KALMAEGI

THE TROPICAL DEPRESSION OUTSIDE THE PHILIPPINE AREA OF RESPONSIBILITY (PAR) INTENSIFIED INTO TROPICAL STORM KALMAEGI.

• Location of Center (10:00 PM)
The center of Tropical Storm KALMAEGI was estimated based on all available data at 1,320 km East of Eastern Visayas (OUTSIDE PAR) (10.2°N, 136.9°E).
• Intensity
Maximum sustained winds of 65 km/h near the center, gustiness of up to 80 km/h, and central pressure of 1000 hPa.
• Present Movement
West northwestward at 20 km/h
• Extent of Tropical Cyclone Winds
Strong winds extend outwards up to 280 km from the center

GENERAL OUTLOOK FOR THE FORECAST PERIOD

• This tropical cyclone (TC) is forecast to move generally west northwestward until it enters the Philippine Area of Responsibility (PAR) tomorrow (02 November) morning. Once inside the PAR, it will be given the domestic name “TINO”. Inside PAR and while over the Philippine Sea, TINO will move more westward beginning tomorrow evening. On the forecast track, this TC may make its initial landfall over Eastern Visayas or Caraga Region between Monday (03 November) evening and Tuesday (04 November) morning. Afterwards, the TC will traverse much of Visayas, the northern portion of Sulu Sea, and the northern portion of Palawan, before emerging over the West Philippine Sea on Wednesday (05 November) morning or afternoon. Close approach over Kalayaan Islands on Wednesday is also not ruled out at this time.
• This TC is forecast to intensify before making landfall on Monday evening or Tuesday morning. It may reach severe tropical storm category within 24 hours and become a typhoon on Monday morning or afternoon. Rapid intensification is not ruled out before the initial landfall which is likely to happen while the TC is at or near its peak intensity (currently forecasted at around 140 km/h, may still change in succeeding bulletins). Furthermore, current scenario shows that the TC will traverse the country and emerge over the West Philippine Sea as a typhoon.
• This TC is less likely to directly affect the weather and sea condition in the next 24 hours.
• Wind Signal No. 1 will be hoisted over Eastern Visayas and Caraga by tomorrow morning or afternoon. Based on the intensity forecast, the highest wind signal that will be hoisted is Wind Signal No. 4.
• Heavy rainfall may begin over Eastern Visayas and Caraga on Monday morning due to TC KALMAEGI. For more information, refer to Weather Advisory No. 2 issued at 11:00 PM today for the heavy rainfall outlook due to Shear Line and TC KALMAEGI (pre-TINO).
• Due to the combined effects of the approaching TC and a possible Northeast Monsoon surge, rough sea condition may be experienced over the northern, western, and eastern seaboards of Luzon and the eastern seaboards of Visayas and Mindanao within the next 3 days. The same conditions will also affect the remaining seaboards of Luzon and Visayas and the northern and western seaboards of Mindanao from Monday evening until Wednesday. Gale Warnings will be issued as early as tomorrow morning in anticipation of very rough seas or worse.
• Storm Surge Warnings will likely be issued tomorrow in anticipation of potential threat of coastal flooding due to storm surge. The highest level of storm surge warning (i.e., red warning level) will likely be issued in view of the expected peak intensity of the approaching TC.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to continue monitoring for updates related to this tropical cyclone.

Unless there is an intermediate issuance, the next tropical cyclone advisory will be issued at 11:00 AM tomorrow.
