PRESS RELEASE | NBI ARRESTS 5 CHINESE NATIONALS FOR ALLEGED ILLEGAL DETENTION; RESCUES A CHINESE VICTIM
Pasay City, Philippines – On March 31, 2026, the NBI-National Capital Region (NBI-NCR) agents arrested five (5) Chinese nationals for alleged violation of Article 267 (Illegal Detention) of the Revise Penal Code (RPC).
The operation was initiated based on a complaint filed by a friend of a Chinese national who was being detained. Allegedly, the victim has been held against his will by a certain Chinese national in a residential house in Parañaque City since March 29, 2026. Furthermore, the victim was forced to participate in an online love scam activity by an individual known as "Boss Aping." He was reportedly beaten and threatened with death by the subjects if he attempted to escape.
A surveillance and validation operation was conducted by NBI-NCR agents, which confirmed the accuracy of the information received. Consequently, a rescue operation was planned, and the agents proceeded to the target residence in Paranaque City, leading to the successful rescue of the victim. The operation also resulted in the arrest of the subjects, who were positively identified by the victim as his abductors and tormentors. The arrested individuals were then presented for inquest proceedings at the Paranaque City Prosecutors' Office for the aforementioned violations.

In his remarks, he reaffirmed the agency's steadfast commitment to its mandate, emphasizing that the NBI remains vigilant and proactive in its efforts to uphold the law and ensure the safety and security of all communities. Director Matibag assured the public that the NBI will continue to enhance its operations to effectively combat crime and maintain public trust.
