The City Government of Baguio is laying the groundwork for a poultry and beekeeping initiative aimed at supporting local food production and livelihood. Full implementation will follow after the completion of all requirements and the signing of a memorandum of agreement with the Department of Agriculture (DA).
On June 9, 2025, Dr. Silardo Bested, head of the City Veterinary and Agriculture Office (CVAO), presented the project to the Baguio City Council. Dubbed the Livestock Economic Enterprise Development (LEED) Program, the initiative includes a series of livelihood undertakings that aim to boost poultry production and beekeeping efforts in the city and its surrounding areas. A total of P9.9 million has been allocated across five projects, with recipients including both the city government and several community-based organizations.
The LEED program is an initiative of the DA designed to help farmers generate income while contributing to local food security.
A chicken farm will be established within the City Slaughterhouse. The DA is funding the project through a P2.1 million grant which will cover the construction of a chicken house, provision of chicks, and initial feed supplies. The Cityβs contribution is limited to labor charged to the cityβs regular funds. Bested said no additional outlay is required from the CVAOβs regular budget.
For the chicken farm initiative, a payback scheme will be implemented where chicks produced in the farm will be distributed free of charge to interested residents who wish to raise chickens instead of repaying the DA.
The bee-related initiative has three components: the stainless bee project which is specialized equipment/material-based; the queen bee project which focuses on producing queen bees; and the honey bee project for honey production. These are set to be implemented in the current locations of the respective farmersβ associations.
The Baguio City Council passed a resolution authorizing Mayor Benjamin Magalong to enter into a MOA with DA for the implementation of the LEED program, with recommendations for stricter monitoring, stakeholder coordination, and responsible project siting.
