“SOBRA NA. TAMA NA. IKULONG NA!”

The manifesto lay like a banner of accusation — bold type, plain demands, no-nonsense language: expedite prosecutions, confiscate ill-gotten wealth, and force full transparency of public projects and officials’ assets. What began on paper as the Manifesto of the Trillion Peso March Movement quickly became a movement in the streets, a coalition of church leaders, educators, civic groups and ordinary Filipinos who said, in one thunderous voice, “Enough.”

What the October 1, 2025 dated manifesto demanded is surgical and explicit. It calls for a judiciary that treats corruption like the national emergency it is: investigations, prosecutions and sentencing done on an expedited timeline; a legal mechanism to freeze and forfeit assets gained through graft; and a digital, public ledger of Statements of Assets, Liabilities and Net Worth (SALNs), project proponents and independent audits made available to every citizen. The language is stripped of rhetorical flourishes because its authors wanted one thing to be clear — this is about returning public resources and rebuilding civic trust. At ngayon, muling binabalot ng eskandalo ang bansa matapos umalingasaw ang mga ulat hinggil sa flood control projects sa Bulacan at iba pang lalawigan—mga proyektong pinondohan ng bilyon-bilyong piso, ngunit mistulang multo lamang ang ebidensya.

Isa sa sentrong karakter sa kontrobersyang ito ay ang pamilyang Discaya, may-ari ng Elite General Contractor, na nasangkot sa kuwestiyonableng flood control projects. Isang partikular na proyekto sa Naujan, Oriental Mindoro, na bahagi ng programang AGILA flood control, ay nabigyan ng ₱19.29 milyon na performance bond mula sa Milestone Guaranty & Assurance Corporation. Ang nakapagtataka: ang bond na ito ay nagmula sa kumpanyang konektado sa pamilya ni Deputy Speaker Rodante Marcoleta—dahil ang kanyang asawa, si Edna Marcoleta, ay nakaupo bilang Independent Director at Chair ng Audit Committee ng Stronghold Insurance, at non-executive director din ng Milestone mismo.

When history finally untangles the knots of corruption, there are moments that shake a nation to its core. This is one of them.

The Anti-Money Laundering Council (AMLC) has confirmed what Filipinos have whispered for years: the flood-control projects under the Duterte administration were never really about protecting the people. Instead, they became a raging torrent of public money—₱180 billion—flowing straight into the pockets of a select few, masked behind construction firms and political influence.

And in a cruel twist of irony, as disinformation about Rodrigo Duterte’s alleged collapse in the International Criminal Court spread like wildfire—peddled even by Sara Duterte herself—the real collapse was happening elsewhere: the collapse of their fortress of lies.
