On the 22nd day of May, Class 2025-2026 of Passi City College ROTC Unit (PCCRU) successfully conducted its Joint Basic and Advance ROTC Commencement Exercise. The event was led by ROTC Commandant, COL ROLLY B. FIGUEROA PA (RET), with the support of Assistant Commandant, MAJ NELVERT P MISSION (QMS) PA, and Admin NCO, Sgt Klyvent Jan S Gratuito (Inf) PA, under the guidance of College Administrator/President, Dr. Janice Jennifer P. Palmares.

This yearโ€™s graduating batch is composed of 44 committed and resilient advanced ROTC cadets and 536 basic ROTC cadets. This milestone event reflects the dedication, perseverance, and steadfast commitment shown by the cadets together with their mentors โ€” the Commandant, Training Staff, and Cadet Officers โ€” who continuously guided and supported them through numerous challenges and meaningful learning experiences. Through two (2) semesters of intensive military training and leadership development, the cadets were able to develop discipline, strengthen their character, and build personal resilience.

The Commandant, COL ROLLY B FIGUEROA (RET) PA, shared words of wisdom and encouragement to the cadets, emphasizing that leadership is built not only on trust but also on maintaining good relationships with subordinates. He reminded them that making mistakes is part of learning, but repeating the same mistakes should be avoided. He also encouraged the cadets to continue learning, aim high, do good, and assured them that their seniors will always support and guide them along the way.

After his message, the Guest of Honor and Speaker, LTC JOSELITO S DALIDA Executive Officer, 301st Infantry Brigade, 3ID, PA, delivered an inspiring address to the cadets. He described the completion of their ROTC training as a significant accomplishment and reminded them to always serve with honor and distinction. He further emphasized that their journey as cadets is only the beginning, as they prepare themselves for greater responsibilities and service to the nation.

Rather than celebrating the results of their hard work and intensive training, this activity represents an important milestone in the cadetsโ€™ lives โ€” marking their transformation from ordinary students into disciplined individuals prepared to assume greater responsibilities in serving both the community and the nation as part of the Reserve Force. It also serves as a meaningful occasion to express appreciation to the institution, parents, and instructors whose guidance, encouragement, and support have helped the cadets throughout their journey.

Moreover, the Turnover of Command Ceremony marked a significant change in leadership within the unit. The organization extended its appreciation to the outgoing Battalion Commander, CDT COL JED S. CUBITA - 1CL, for his dedicated and commendable service, while formally welcoming the incoming Battalion Commander, CDT CPT RENE V. PACARDO - 2CL. The ceremony also acknowledged the contributions of the outgoing staff and welcomed the newly appointed members who will continue upholding the unitโ€™s values of discipline, cooperation, and service.

The ceremony also featured the turnover and incorporation of newly enlisted reservists, culminating in their formal oath-taking led by the College Administrator/President, LTC JANICE JENNIFER P PALMARES DPA (RES) PA as members of the Armed Forces of the Philippines reserve force.

Today, March 21, 2026, the Recollection and Career Guidance Program for the 4th Year students was held at the City of Passi Arena, through the effort of the Office of Guidance Counselor, serving as a meaningful break from the fast-paced demands of student life. Centered on the theme, โ€œBecoming Whole: A Journey of Psychosocial and Spiritual Wellness,โ€ the whole-day activity became more than just a gatheringโ€”it became an opportunity for students to reflect on their journey, lessons learned, challenges overcome, achievements reached, and memories created along the way.

The program formally started with warm words of welcome from Sir Edmar T. Labrador, Religous Coordinator. Present also at the event is the College Administrator/College President, Dr. Janice Jennifer P. Palmares, who delivered her message of support and encouragement to the graduating students.

โ€ŽThe program was divided into morning and afternoon sessions that focused on psychosocial and spiritual growth, as well as career readiness and guidance. The morning session highlighted the topic, โ€œNurturing Young Minds and Hearts: A Psychosocial and Spiritual Growth Session,โ€ led by guest speaker Mr. Jerome R. Eslabra. Through his meaningful discussions, collaborative activities, and reflections, students were reminded of the importance of faith, resilience, emotional well-being, and self-discovery in the pursuit of excellence and success.

In the afternoon session, students participated in the Information Dissemination on the Pag-IBIG Program with Ms. Merlfrance Facultad, where they gained valuable knowledge and awareness regarding government programs and future responsibilities. This was followed by the Job Coaching Activity facilitated by guest speaker Maโ€™am Cynthia P. Dario, DM, which equipped students with practical insights and guidance as they prepare for future career opportunities and professional growth.

โ€ŽThroughout the gathering, the experience strengthened not only the studentsโ€™ connection with one another but also their understanding of themselves and the paths they hope to pursue. Every shared story and reflection became a reminder that growth is shaped not only by achievements, but also by the lessons learned through struggles and experiences. PCCnians also extend their heartfelt gratitude to the speakers whose inspiring words brought encouragement, hope, and motivation to everyone present. As graduation draws near, this recollection and career guidance program will remain a cherished memory for students striving to become better and whole versions of themselves.

Demonstrating exceptional military competence, synchronized precision, and remarkable tactical proficiency against participating ROTC units across the region, the PCC ROTC Unit solidified its reputation as one of the regionโ€™s most outstanding and formidable military training contingents. The victory stands not only as a testament to the cadetsโ€™ relentless preparation and sacrifices but also as a proud reflection of Passi City Collegeโ€™s enduring commitment to leadership development, patriotism, excellence, and nation-building.

The Regional Annual Administrative and Tactical Inspection (RAATI) serves as one of the most prestigious and comprehensive evaluations conducted among Reserve Officersโ€™ Training Corps units. More than a mere competition, the annual inspection functions as a platform where ROTC units showcase the accomplishments, competencies, discipline, and operational readiness they have developed throughout the academic year of military instruction and training.

The Regional Annual Administrative and Tactical Inspection (RAATI) serves as one of the highest forms of evaluation for Reserve Officersโ€™ Training Corps units, functioning as a platform where participating schools present and assess the accomplishments, competencies, and overall performance of their cadets throughout the academic year of military instruction and training. The inspection rigorously examines various areas, including Arrival Honors, Ceremonial Parade, Commandantโ€™s Briefing, Theoretical Examination, Map Reading written and practical examinations, M16 Assembly and Disassembly with written examination, Basic Life Support (BLS) written and practical examinations, Small Unit Tactics (SUT), and Administrative Evaluation.

Demonstrating exceptional mastery in both theoretical and practical military competencies, the PCC ROTC Unit exhibited remarkable composure, teamwork, and professionalism throughout the entire inspection. Cadets showcased synchronized movements during ceremonial performances, tactical efficiency during field exercises, and academic competence during written evaluations, earning admiration from evaluators and spectators alike.

At the forefront of the unitโ€™s success is Commandant Col. Rolly B. Figueroa (Ret.) PA, whose leadership, discipline, and dedication have continuously guided the cadets toward excellence. Assisting him is Maj. Nelvert P. Mission (QMS) PA, the Assistant Commandant, whose unwavering support and commitment in training the cadets significantly contributed to the unitโ€™s outstanding performance during the competition.

The journey of the PCC ROTC Unit in the RAATI reflects years of perseverance and continuous improvement. During its first participation in the regional inspection, the unit successfully emerged as Provincial Champion and secured fifth place at the regional level. Although the unit fell short of the championship title during its debut, the experience became a source of motivation for the cadets and officers to strive harder and elevate their standards.

Determined to rise stronger, the PCC ROTC Unit returned during its second participation with intensified preparation, enhanced training programs, and strengthened unity among cadets. Their hard work paid off as the unit captured the coveted Regional Championship title, marking a historic achievement for Passi City College and proving that the institution could stand among the best ROTC units in the region.

This year, carrying the pressure and honor of being the defending champion, the PCC ROTC Unit once again proved its dominance by successfully retaining the championship crown.
