METRO MANILA, 9 OTHER AREAS REMAIN UNDER GCQ UNTIL JANUARY 31, 2021

MANILA – President Rodrigo Duterte on Monday night announced that Metro Manila and nine other areas in the country will remain under general community quarantine (GCQ) status until January 31, 2021.

In a taped public address, Duterte said the provinces of Batangas, Isabela, Lanao del Sur, Davao del Norte, and cities of Santiago, Iloilo, Tacloban, Iligan, and Davao will also remain under GCQ until the end of January.

The rest of the country will also remain under the least restrictive modified general community quarantine (MGCQ), he added.

Duterte, however, said these community quarantine classifications are subject to appeal from their respective local government units (LGUs).

Duterte also reminded the public not to leave their homes unless absolutely necessary.

“Stay home if it’s really possible. It’s for your own good,” he said.

He earlier urged the public to skip Christmas festivities, especially large gatherings to avoid catching or spreading the disease.

As of Monday, health authorities logged a total of 470,650 confirmed Covid-19 cases, of which 22,746 or 4.8 percent are active cases.

A total of 104 patients recovered from the illness, raising the recoveries to 438,780 while 15 new fatalities brought the country’s death toll up to 9,124.

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) is presently discussing efforts to prevent the entry of a new strain of coronavirus that emerged in the United Kingdom (UK).

PARTS OF LUZON REMAIN UNDER SIGNAL NO. 1 AS ULYSSES WEAKENS

MANILA – Some areas in Luzon remain under tropical cyclone wind signal (TCWS) no. 1 as Typhoon Ulysses slightly weakened, the weather bureau said Thursday afternoon.

In its 5 p.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said “Ulysses” now packs a maximum sustained winds of 120 kph near the center and gustiness of up to 150 kph.

The typhoon was last seen 200 km. west of Iba, Zambales.

TCWS no. 1 is still hoisted over the western portion of Pangasinan (Bautista, Alcala, Malasiqui, Santo Tomas, Santa Barbara, Mapandan, Mangaldan, Dagupan City, Calasiao, San Carlos City, Basista, Bayambang, Urbiztondo, Mangatarem, Aguilar, Binmaley, Lingayen, Bugallon, Labrador, Infanta, Mabini, Dasol, Sual, Alaminos City, Burgos, Agno, Bani, Bolinao, Anda), Tarlac, the western portion of Pampanga (Magalang, Mabalacat, Angeles City, Porac, Floridablanca, Arayat, Mexico, Santa Ana, San Fernando City, Bacolor, Santa Rita, Guagua, Lubao, Sasmuan), Zambales, Bataan, and Lubang Island.

Strong breeze to near gale conditions may prevail in these areas. Strong breeze to gale force winds will also be experienced over northern Luzon due to the surge of the northeast monsoon.

Meanwhile, moderate to heavy rains will continue over the Cordillera Administrative Region, the eastern portions of Cagayan and Isabela, Zambales, Bataan, Aurora, Cavite, the western portion of Batangas, and Occidental Mindoro including Lubang Island until Thursday night.

Light to moderate, with at times heavy rains are also forecast over Western Visayas, Samar provinces, Metro Manila, and the rest of Luzon.

Rough to very rough seas still prevail over the seaboards of areas under TCWS, northern Luzon, Occidental Mindoro, and the western seaboards of Batangas and Palawan including Calamian and Kalayaan Islands.

Sea travel is risky for all types of vessels over these waters.

ULYSSES WEAKENS: SIGNAL NO. 3 STILL UP IN SOME AREAS

MANILA – Typhoon Ulysses has weakened and about to leave the Luzon landmass but still battering many areas with strong winds and rains, the weather bureau said on Thursday.

Heavy to intense, with at times torrential rains, however, continue over Metro Manila, Calabarzon, and Central Luzon and will likely persist until Thursday afternoon.

Moderate to heavy, with at times intense rains will be experienced over the Cordillera Administrative Region (CAR), mainland Cagayan Valley, Babuyan Islands, Pangasinan, Marinduque, and the northern portion of Mindoro provinces including Lubang Island.

Light to moderate with at times heavy rains will also be experienced over the Visayas and the rest of Luzon.

In its 8 a.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said "Ulysses" was last spotted in the vicinity of Cabangan, Zambales, moving west-northwestward at 30 kph.

The typhoon now packs maximum sustained winds of 130 kph near the center and gustiness of up to 215 kph.

Tropical cyclone wind signal (TCWS) no. 3 was hoisted over the northern portion of Cavite (Naic, Tanza, Ternate, Maragondon, Rosario, Noveleta, Cavite City, Kawit, Bacoor, Imus, General Trias, Trece Martires City, Dasmariñas), Metro Manila, the western portion of Bulacan (San Miguel, San Ildefonso, San Rafael, Angat, Santa Maria, Marilao, Meycauayan City, Obando, Bulacan, Bocaue, Pandi, Bustos, Baliuag, Plaridel, Balagtas, Guiguinto, Malolos City, Paombong, Hagonoy, Calumpit, Pulilan), the western portion of Nueva Ecija (Gapan City, Peñaranda, Santa Rosa, Cabanatuan City, General Mamerto Natividad, Llanera, San Jose City, Lupao, Cabiao, San Isidro, San Leonardo, Jaen, San Antonio, Zaragoza, Aliaga, Talavera, Licab, Quezon, Santo Domingo, Guimba, Muñoz City, Talugtug, Cuyapo, Nampicuan), Pampanga, Tarlac, Bataan, Zambales, and Pangasinan. TCWS no. 1 was hoisted over the rest of Isabela, Kalinga, Abra, the rest of Ilocos Sur, the rest of Occidental Mindoro, the rest of Oriental Mindoro, Marinduque, the northern portion of Romblon (Corcuera, Banton, Concepcion), the rest of Quezon, Camarines Norte, and the western portion of Camarines Sur (Siruma, Tinambac, Calabanga, Bombon, Magarao, Canaman, Camaligan, Gainza, Pamplona, Pasacao, Libmanan, Cabusao, Sipocot, Lupi, Ragay, Del Gallego). These areas will experience strong breeze to near gale conditions.

Meanwhile, rough to very high seas will prevail over the seaboards of areas under TCWS and the northern seaboard of northern Samar.

Rough to high seas will continue over the remaining seaboards of northern Luzon, and rough to very rough seas over the western seaboard of Palawan including Calamian and Kalayaan Islands and the seaboards of Romblon and Bicol Region not under TCWS.

Sea travel is risky for all types of vessels over these waters.

PRESIDENT DUTERTE CONDUCTS AERIAL INSPECTION OF TYPHOON-BATTERED AREAS

MANILA – President Rodrigo Duterte, accompanied by Senator Christopher “Bong” Go, on Monday conducted an aerial inspection of areas hard-hit by Typhoon Rolly, particularly in Catanduanes and Albay in Bicol Region.

Duterte also visited Guinobatan, Albay to meet with residents severely affected by the super typhoon.

Go said Duterte instructed concerned agencies to conduct an investigation on alleged quarrying operations in the area that residents complained about.

During an interview, Go said Duterte has been working and monitoring round-the-clock developments regarding the recent devastation of Super Typhoon Rolly in the country, particularly in Bicol Region where the typhoon made its first landfall.

“Hindi ibig sabihin nasa Mindanao po ang Pangulo ay hindi po siya nagtatrabaho, 24/7 po nagtatrabaho ang ating Pangulo at sinisigurado ng Pangulo na laging handa ang mga ahensya ng gobyerno na magbigay kaagad ng immediate assistance sa mga lugar na maaapektuhan ng bagyo. Gusto ng Pangulo na parati tayong handa (If the President is in Mindanao, it does not mean he is not working. Our President is working 24/7 and he always makes sure that our government agencies are ready to give immediate assistance in the affected areas. The President wants us to be ready always),” Go said.

Go said the primary focus of the government must be on providing immediate aid to affected communities and in restoring normalcy in those areas.

“Lahat po ng ahensya ay dapat laging handa to restore normalcy ng lahat ng apektadong lugar. Ipinatawag po niya ang lahat ng ahensya ng gobyerno para tumulong kaagad dito sa recovery efforts (All agencies must always be ready to restore normalcy in all affected areas. He directed all government agencies to immediately help in recovery efforts),” he added.

Go urged concerned agencies to work double time to ensure that critical services are restored, and immediate aid are delivered to communities needing support from the government.

“Especially po dito sa DICT (Department of Information and Communications Technology), restoration ng communications natin. Sa Department of Energy, restoration ng electricity. Napaka-importante po nito, lalong-lalo na walang komunikasyon sa kanila (Especially the DICT, restoration of our communication. To Department of Energy, restoration of electricity. This is very important, especially that they have no communication),” he stressed.

He said the Department of Public Works and Highways (DPWH), Department of Transportation (DOTr), Department of Social Welfare and Development (DSWD) and Department of Health (DOH) are also doing their respective functions to help the affected areas.

Meanwhile, Go also reminded local government units to enforce strict social distancing and other health protocols in evacuation centers to prevent the possible spread of Covid-19 and other diseases.

Go also shared that he will continue to push for his proposed measure providing for the creation of the mandatory evacuation centers in every province, city and municipality nationwide that will serve as a temporary shelter for those who are displaced by natural and man-made disasters.

“As of now, we have evacuation centers by region. That’s why I’m pushing Mandatory Evacuation Center Act of 2019. It seeks the establishment of evacuation centers in every city, province and municipality,” Go said.

He said it is important that sanitation in the evacuation centers will be maintained.

“Kawawa po ‘yung mga bata kung saan meron man lang silang komportableng higaan pansamantalaga habang hindi pa sila nakakabalik sa tirahan po (The children should have comfortable place while they are still in evacuation centers),” he added.

Go also mentioned that he is pushing for the creation of the Department of Disaster Resilience (DDR) to ensure quick response and proactive and holistic approach in preparing for calamities and other natural disasters.

He also urged Filipinos to remain vigilant as the new tropical cyclone “Siony” is moving towards extreme northern Luzon. He also asked the public to continue to cooperate and help each other amid the ongoing crises.

“Mag-ingat po tayo sa mga kapatid nating Pilipino meron na namang parating na bagyo... Paigtingin natin ang pagdadasal, meron pang Covid-19, meron pang bagyo. RAINS, GUSTY WINDS IN PARTS OF PH AS ROLLY BARRELS THRU LUZON

MANILA – Typhoon Rolly continues to move towards Luzon from 540 km. east-northeast of Virac, Catanduanes, pouring rains and bringing gusty winds over parts of the country.

In a severe weather bulletin on Saturday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said "Rolly" will continue to move west-southwestward towards the sea off the coast of the Bicol region at 20 kph before turning west-northwestward early Sunday.

It has maximum sustained winds of 215 kph near the center and gustiness of up to 265 kph.

“The center of the eye of the typhoon is forecast to pass very close to Catanduanes tomorrow early morning, over the Calaguas Islands and very close to mainland Camarines provinces tomorrow morning, and over the Polillo Islands and mainland Quezon tomorrow afternoon or early evening,” PAGASA said.

It did not rule out the possibility of “Rolly” making landfall over Catanduanes and the Camarines provinces.

The bureau said “Rolly” could reach the Super Typhoon category over the next 12 hours, most likely to be near Super Typhoon strength (185 kph to 215 kph) by the time it grazes Bicol and makes landfall over Quezon.

“During its traverse over Luzon, 'Rolly' is forecast to weaken considerably and emerge as a severe tropical storm or minimal typhoon over the West Philippine Sea,” it said.

From late evening Saturday though Sunday, “Rolly’s” passage will bring heavy to intense rains over Catanduanes, Camarines Norte, Camarines Sur, Albay, Burias Island, Calabarzon, Metro Manila, Bulacan, Pampanga, Bataan, Zambales, and Tarlac.

Moderate to heavy rains will be experienced over Marinduque, Romblon, Occidental Mindoro, Oriental Mindoro, Northern Samar, mainland Cagayan Valley, and the rest of Bicol and Central Luzon.

From early morning to afternoon on Sunday, PAGASA said there will be violent winds and intense rainfall over Catanduanes, Camarines Norte, and the northern portion of Camarines Sur associated with “Rolly’s” inner rainband-eyewall region.

From Sunday afternoon to evening, it will be over Quezon and the southern portion of Aurora.

“After crossing Central Luzon, the center of ‘Rolly’ is forecast to exit the mainland Luzon landmass on Monday morning,” it added.

Meanwhile, Tropical Depression Atsani (international name) is also moving towards the Philippine landmass but is still outside the Philippine area of responsibility (PAR) at 1,600 km. east of the Visayas.

It has maximum sustained winds of 55 kph near the center and gustiness of up to 70 kph, and is moving west-northwest at 25 kph.

It is expected to enter PAR by Sunday afternoon.

“However, it remains less likely to affect any portion of the country over the next two to three days. It is likely to re-intensify into a tropical storm in the next 24 hours,” PAGASA said. Source via - (PNA)

NOTHING WRONG WITH ANTI-NPA TARPULINS: DILG

MANILA – The Department of the Interior and Local Government (DILG) said it sees nothing wrong with the posting and display of tarpaulins or messages denouncing communist rebels or terrorist groups all over the country because speech or expression is protected under the Constitution.

“The expressions of sentiment against CPP/NPA/NDF [Communist Party of the Philippines-New People’s Army-National Democratic Front] atrocities are free speech and are legally protected under the Constitution. Remember, these are the terrorists' groups driven by an archaic ideology who have been killing our police and soldiers and extorting from innocent civilians for the past 50 years. It is just right that people denounce them for their crimes against the people,” said Secretary Eduardo Año.

“If you are not a member of the CPP/NPA/NDF, then you have nothing to worry about. How can these be ‘red-tagging’ when they are Communists or Reds by their own admission,” he said.

He added that it was CPP founder Joma Sison, who is comfortably in-exile in The Netherlands, who red-tagged the groups in the first place so they should complain to their leader and not to the government.

“In Belgium, Sison clearly named their open sectoral front organizations as part of their United Front building. Unmasking these groups controlled and directed by the Communist Party of the Philippines through party branches embedded in them is the solemn duty of government. Otherwise, we will not be doing our duty,” he said.

Previously, tarpaulins and banners declaring CPP-NPA-NDF as persona non grata sprouted along Roxas Boulevard and other areas in Metro Manila.

“I believe these tarpaulins are mere expressions of citizens or certain groups that they are fed up with abuses and atrocities perpetrated by the CPP/NPA/NDF. I welcome such kind of expression to send the message to the CPP/NPA/NDF that they are not welcome in the national capital region, just like what other provinces, cities, and municipalities all over the country,” Año said.

“We encourage all LGUs and other organizations fed up with the lies, deceitfulness, and atrocities of the CPP/NPA/NDF to place their own tarpaulins and billboards to send a strong message that their terrorism and criminal acts are not tolerated by the people,” he added.

DILG Undersecretary and spokesperson Jonathan Malaya said 20,085 local government units nationwide --60 provinces, 96 cities, 1,204 municipalities, and 18,698 barangays-- have issued resolutions declaring the CPP/NPA/NDF as persona-non-grata or unwelcome in their respective LGUs.

In the National Capital Region, the cities of Mandaluyong and Muntinlupa have passed resolutions against the CPP/NPA/NDF as well.

Malaya said the CPP/NPA/NDF has been declared in the country as a terrorist group through Proclamation 374 s. 2017 while other countries like the US, New Zealand, UK, Australia, the European Union have also declared them as terrorist organizations.

He said the communist movement in the country has lost a lot of support.

In fact, some 297 NPA rebels, militia ng bayan, and members of CPP underground mass organizations recently surrendered in Eastern Mindanao after intensified police and military operations in the area.

The surrenders yielded various fi****ms and subversive documents.

“All the surrenderers will receive financial and other assistance from the government through the Enhanced Comprehensive Integration Program (ECLIP) of the DILG. This will allow them to go back to mainstream society and live productive and peaceful lives,” Malaya said. Source via - (PR)

CLARK AIRPORT NEW TERMINAL BUILDING OPEN IN JANUARY

MANILA – The new passenger terminal building (PTB) of Clark International Airport (CRK) in Pampanga is now finished, with only interior fittings left to be installed before its doors open to the public in January next year.

In a Facebook post on Tuesday, the Department of Transportation (DOTr) said the airport expansion project for the CRK was completed on September 30, ahead of its original completion date in October.

“The new PTB is slated to commence operations by January next year, as directed by DOTr Secretary Arthur Tugade,” the DOTr said.

In a message, DOTr Assistant Secretary Goddes Libiran said the operationalization of the PTB was slated for next year to ensure “operational readiness and transfer.”

“The PTB fit-outs/interiors will still have to be completed. Likewise, there is a need to ensure operational readiness and transfer, to ensure a smooth transition,” Libiran said.

While the CRK is soon ready to accommodate more flights and passengers, she said flight frequency in CRK would largely depend on airlines and whether they can utilize its increased capacity.

“Nevertheless, the government already provided and made available improved infrastructure for increase operational capacity,” Libiran said.

Listed as among priority projects under the “Build, Build, Build” infrastructure program of the Duterte administration, the PTB was completed under the “accelerated construction” order of the DOTr, the Bases Conversion and Development Authority (BCDA), and GMR Megawide, while workers observed “strict health and safety protocols” due to the ongoing pandemic.

Once operational, the new PTB will almost triple CRK’s operational capacity from the present 4.2 million passengers to 12.2 million passengers per year.

Aside from its potential to decongest air and passenger traffic at the Ninoy Aquino International Airport (NAIA), the development of CRK is also seen to encourage economic progress in Central Luzon and its neighboring areas. Source via - (PNA)

PULSE ASIA CHIEF STAND BY INTEGRITY OF SURVEY

MANILA – Pulse Asia research Inc. President Ronald Holmes is standing by the integrity of a recent survey which showed that nine of 10 Filipinos approved the performance of President Rodrigo Duterte amid the prevailing coronavirus disease 2019 (Covid-19) pandemic.

Holmes said he respected how some Filipinos may not agree with the results of the non-commissioned Pulse Asia survey conducted from Sept. 14 to 20 this year.

“Sa pagsasagawa ng aming pananaliksik, naniniwala kami na ang bawat isa ay may karapatang maghayag ng kaniyang opinyon maging ito’y naniniwala o hindi sa survey, bahagi iyan ng opinyon na aming kinakailangang galangin (In conducting our research, we believe that everyone has the right to express their opinion whether they believe in the survey or not, that is part of the opinion that we need to respect),” he said in an interview over DZMM on Saturday.

He assured critics that the Pulse Asia researchers have secured the integrity of the survey from any external influence.

“Sa aming panig, sa loob nang higit sa dalawampung taon, kung kami’y naniniwala na ang pagsasagawa ng survey ay naaayon sa nararapat na pamamaraan at may integridad iyong proseso at ito’y hindi naapektuhan ng sinuman (For our part, for over 20 years, we believe that the survey was conducted in the proper manner and that it was done with integrity and that it has not been influenced by anyone),” he added.

Holmes said it was the mandate of Pulse Asia to release the survey results even if they did not always agree with them.

According to Holmes, Duterte’s rating was similar to the rating the President received when the former mayor of Davao City started his presidency in July 2016.

He said the survey results could be attributed to how the respondents believe that Duterte and his administration has met their expectations.

Para sa mga kritiko ng pamahalaan, sinasabi na ang ekspektasyon na iyan ay maaring mababa lamang, ito’y ang pagpapasaayos lamang ng ating bansa (There are many reasons for that, we can say that he meets the expectations of the people. For government critics, it is said that that their expectation may be low, it’s simply how our country is being managed),” he said.

Holmes said the survey results also showed that the respondents have different bases for measuring their trust in Duterte and his administration.

Meanwhile, he also defended the integrity of the survey which showed that 84 percent of Filipinos have a “positive opinion” about the work done by the Duterte administration to control the spread of Covid-19.

“Sa palagay ko dahil sa krisis na nagaganap, ito’y hindi lamang sa ating bansa kundi sa buong daigdig ay alam ng mamamayan na ang pandemya ay mahirap talagang mapigilan at itong Covid-19 ay malawakan ang maaaring maging paglaganap (I think because of the ongoing crisis, it is not only in our country but worldwide, the people knew that the pandemic is really difficult to contain and this Covid-19 could have massive effect),” Holmes said.

He said the people may have also appreciated the government’s efforts to control the infections amid predictions that the Covid-19 cases would hit more than 500,000 by September. As of Oct. 11, health authorities have recorded 339,341 cases and 293,075 of them have recovered already.

The Pulse Asia survey also showed that Duterte received a 91 percent trust rating in the middle of the Covid-19 pandemic.

The pollster said only 5 percent of Filipinos disapproved of Duterte’s performance while 5 percent were undecided. Likewise, only 3 percent did not trust the President while 6 percent were undecided.

The same Sept. 14-20 survey also revealed that 84 percent of Filipinos approve of the Duterte administration’s Covid-19 response. Only 6 percent disapproved of the administration’s response while 10 percent were undecided.
