PILI, Camarines Sur โ The College of Development Education Student Council (CDE-SC) of Central Bicol State University of AgricultureโPili held its General Assembly on September 30 to October 1, 2025, at the CDE Quadrangle to discuss matters regarding the upcoming Intramurals 2025.
The supposed one-day assembly was originally set to tackle updates on the Intramurals and the Literary, Music, and Dance Festival (LITMUSDA) 2025, announce the official intramurals shirt, and present the budgetary requirements before the college community. However, due to rising student concerns, a second session was conducted.
After the presentation of the Intramurals events and the introduction of focal persons, the discussion shifted to the budget allocations, sparking heated debate.
One of the most questioned items was the โฑ5,000 allocation for faculty food. Notably, a student argued that teachers can afford their own meals and that priority should instead be given to the players. A votation was conducted, and the majority voted against the allocation. The governor, however, encouraged students to reconsider, stressing that it was meant as a gesture of gratitude to the faculty for their support. A second votation was conducted, but students remained firm in rejecting the provision.
Another major concern was the increase in the Intramurals fee to โฑ660 (from โฑ560 last year). The council explained that the hike was due to inflation and increased costs for playersโ food, t-shirts, and equipment.
In an interview, a student participant expressed frustration, saying:

By October 1, 2025, the assembly finalized the issues. After appeals from former SEP Chairperson Prof. Reymark G. Basagre and former governor Shaneleen N. Nuรฑez, students agreed to approve the โฑ660 Intramurals fee, with leaders highlighting the need to invest especially in LITMUSDA to retain the collegeโs championship standing.
On October 2, 2025, the council, through Governor Gian Christopher Peรฑa, responded to the publicationโs inquiries. In the statement, they confirmed that canvassing had been conducted within the municipality of Pili and the City of Naga prior to the assembly to verify the costs of shirts, jerseys, and other requirements. They acknowledged, however, that prices were higher than expected and that they are still seeking suppliers who can better align with the allocated budget.
The council further clarified that the figures presented during the General Assembly were reviewed and agreed upon collectively. Regarding the college population, the estimated enrolled students are around 900 students, though the final master list is yet to be confirmed.
The council emphasized that financial matters were thoroughly discussed during the assembly and that the final decisions reflected the consensus of participants. They assured the student body of their commitment to transparency and accountability.
