PULILAN โ€” The Polytechnic University of the Philippines (PUP) Pulilan Campus conducted its freshmen orientation to welcome a new batch of Iskolars ng Bayan today, September 9, 2026, at the PUP Pulilan Gymnasium.

The event featured various activities and discussions detailing the campus' history, programs, and administrative processes. The new students were also informed about their rights and responsibilities as Iskolars ng Bayan.

Special messages were given by Mayor Rolando S. Peralta Jr. through Hon. Rollie Payumo, as well as Vice Mayor Imelda Cruz represented by Mx. Dulce Cruz.

The event showcased the strong support of the PUP Pulilan administration and the municipal local government for the incoming students.

Today, we honor the valor and sacrifices of our heroes who fought bravely for our country's freedom. May their stories inspire us to stand up against corruption, injustice, and inequalities.

As we recognize the dedication of our heroes from the past, we also applaud our modern heroes: the farmers, teachers, health workers, volunteers, and everyone fighting relentlessly for our nation's democracy.

Dapat bang ibaba ang edad ng criminal liability upang agad makasuhan ang kabataan na nagkasala?

Para sa ilan, ito ang hustisya. Naniniwala silang kung kaya nang gumawa ng mabigat na krimen, marapat lamang din na sila ay panagutin sa batas. Sa kanilang pananaw, ang pagbaba ng edad ay magsisilbing babala sa kabataan at proteksiyon sa lipunan laban sa mga nagiging biktima ng kanilang maling gawain.

Ngunit sa masusing pagtingin, isa itong hungkag na panukala. Ang pagbibigay ng hustisya ay hindi nakasalalay sa edad, kundi sa kung paano ipinatutupad ang batas. Kung ang sistema mismo ay sablay, walang saysay ang pagbabago ng numero.

Tulad ng binigyang-diin ni Senator Kiko Pangilinan, hindi edad ang problema kundi ang implementasyon. Ang RA 9344 o Juvenile Justice and Welfare Act of 2006 ay hindi ginawa para palusutin ang kabataan, kundi para bigyan sila ng pagkakataong magbago. Sa oras na umabot sila sa legal age, haharap pa rin sila sa kaukulang parusa.

Ang batas ay naglatag ng mekanismo para sa rehabilitasyon at suporta, ngunit ang tanong ito ba'y naipapatupad nang maayos? Lumilitaw lamang na ang suliranin ay hinggil sa kakulangan ng pasilidad, sablay na pagpapatupad, at walang sapat na programang nakatuon sa pagbabago ng kabataan. Malinaw lamang na ang kapalpakan ng sistema sa pagpapatupad ng batas ang tunay na ugat ng problema at hindi ang edad ng pananagutan.

Kung agad na ibababa ang edad, mas lalo lamang malulugmok ang kabataan sa maling impluwensiya. Ang utak ng bata ay madaling manipulahin; kung sa kulungan pa sila matuto ng karahasan, mas lalong magiging banta sa lipunan. Ang sinasabing agarang hustisya ay dekorasyon ng kasinungalingan, maganda sa salita ngunit salat sa gawa.

Ang panawagang ibaba ang edad ng criminal liability ay hindi solusyon kundi isang mapanlinlang na ilusyon. Ang tunay na hakbang ay ayusin ang pagpapatupad ng batas, palakasin ang rehabilitasyon, at tiyakin ang gabay ng magulang at komunidad. Kung ipagpapatuloy ang ganitong panukala nang walang reporma, mananatili itong huwad na solusyon na naglalagay sa panganib ang kinabukasan ng kabataan at ang tiwala ng lipunan.
