FROM THE ARCHIVES | Throughout July 2022 and May 2025, the Marcos administration funded over 9,855 flood-control projects worth over P545 billion. A year before Marcos Jr. was elected and started his term, SINAG reported that May became the hottest month of the decade so far with Dagupan, Pangasinan reaching an immense heat index of 51 degrees Celsius last May 12 despite initially forecasted to be a rainy season.

โ€œMahiya naman kayo,โ€ President Marcos slammed contractors and officials involved in kickbacks linked to failed flood-control projects in his State-of-the-Nation address in July. Recently, the Philippine Center for Investigative Journalism (PCIJ) released records of different flood-control contractors involved in ghost infrastructure projects and pork barrel anomalies.

Early Thursday this week, protesters hurled mud at the property of St. Gerrard Construction, symbolizing the burden carried by flood victims due to failed flood-control projects. Spray-painted on the office walls and gates of the premises were the words โ€œMagnanakawโ€ and โ€œKorapโ€ to express anger over alleged corruption in flood-control contracts awarded to the Discaya familyโ€™s companies.

However, Pasig City local police said that the people who staged and were involved in the protest may face charges of "malicious mischief." According to Pasig City Police Station Chief Hendrix Mangaldan in a media interview, those with or without a permit, authorities will exercise maximum tolerance, but incidents like mud-throwing and vandalism should not be allowed.

As the world braces for the 1.5ยฐC goal set by the Paris Agreement in 2015, it is seemingly impossible to reach this goal in 2030. Moreover, environmental defenders and indigenous peoples (IPs) remain targeted by state-enforced assaults. Dexter Capuyan and Bazoo de Jesus, remain desaparecidos until today after years of fact-finding search by advocates.

JUST IN | Sectoral regents from the University of the Philippines released a statement today, expressing concern on different Department of Public Works and Highways (DPWH)-led infrastructure within the system that are now showing substandard conditions during the past decade.

Amidst the wake of the recent heavy flooding inside the UP Diliman campus following torrential rains in Quezon City last weekend and revelations in both the Senate and House of Representatives on the substandard, overpriced, and even ghost flood control projects carried out by private contractors along with DPWH across the country, the sectoral regents stated that the UP system itself is not exempted from these issues of corruption.

Massive flooding in recent months even those under 'yellow rainfall advisories' have put the said flood-control projects in public trial and scrutiny. โ€œMahiya naman kayo,โ€ President Marcos said in his 4th State-of-the-Nation address in July, shaming contractors and officials involved in kickbacks linked to failed flood-control projects.

"The Student Union Building (SUB), which houses several student institutions as well as the Office of the Sectoral Regents, was constructed by Devex Incorporated and N.B. Abila Construction," the statement read.

Barely three years since its inauguration, the SUB in the Diliman campus, which houses several UP administration offices, the University Food Service, and spaces for students to hold events, is already showing signs of substandard construction. Faculty, staff, and students who use the building have witnessed leaking ceilings on almost all floors, causing heavy flooding in several levels of the structure during heavy rains.

It is also noticeable how elevators within the building are often malfunctioning or out of service. In effect, the operations of student institutions and offices housed in the building end up being disrupted, and their everyday safety is compromised.

In a recent Senate privilege speech, Senator Panfilo Lacson said as much as 60% of infrastructure funds could go to โ€œcommissionsโ€ and off-the-books payments to legislators, public works officials, auditors and others. โ€œThe pie-sharing varies depending on the level of greed,โ€ he said.

The sectoral regents also confirmed that these contractors figured in at least eight flood control projects in Cavite, where many areas, including Trece Martires, experienced severe flooding in recent months. Devex Incorporated was tapped to construct the recently groundbreaked SM City General Trias last 2024 while N.B. Avila Construction alone, either independently or in joint ventures, carried out no less than 19 flood control projects in Cavite.

Moreover, they urged the UP administration to review its current Memorandum of Understanding (MOU) with the DPWH, and to "hold a public presentation on the status of all ongoing and completed infrastructure projects within UP so that these may be scrutinized openly." The Filipino people demand nothing less than systemic changes to end rampant corruption and the practice of bureaucrat capitalism in government.

๐—ก๐—˜๐—ช๐—ฆ ๐—จ๐—ฃ๐——๐—”๐—ง๐—˜ | The University of the Philippines Diliman University Student Council (USC) formally appointed incumbent USC councilor Moira Alfonso as its vice chairperson for Academic Year 2025-2026 after four (4) hours of deliberation in its 1st General Assembly held today at the Student Union Building.

It is mandated in the USC's constitution cited in Article VI, Section 4(a), that the position shall be filled by a councilor elected by the USC in case of permanent vacancy. Incumbent USC chairperson Joaquin Buenaflor was not part of the deliberation process, and only the incumbent councilors shortlisted councilors Moira Alfonso, Amanda Echanis, Vherwyn Nuรฑez, and Ynigo Panghulan who were then asked to give short presentations, followed by a question-and-answer portion on their plans if elected to the position. Echanis conceded, and Nuรฑez filed a motion, which was adopted, to select Alfonso as vice chair.

Alfonso, who was also one of the Overall Heads of the University Freshie Month, vowed to strengthen the University Freshie Council and the League of College Councils, address issues related to student welfare and mental health, and push for the formation of a Diliman Student Agenda.

The position of the USC vice chairperson has been vacant since Chloe Antonio declined to take the position in the recent May university elections, despite being declared vice chairperson-elect due to technicality concerns on abstention.

Alfonso also previously served as a councilor in the College of Social Sciences and Philosophy (CSSP) Student Council, hailing from the Department of Philosophy and later on ran for the USC under the Laban Kabataan Coalition.

The National Press Freedom Day arrives this year under the shadow of deepening injustice and impunity. Far from being a celebration, it serves as a reminder of the mounting attacks against the press in a society where corruption runs unchecked, human rights abuses are rising and the education system is in turmoil.

In such conditions, the role of journalists as watchdogs and catalysts for social change in service of the people is more vital than ever.

But three years after this day was declared, press freedom remains under siege. As of May 1, the National Union of Journalists of the Philippines has recorded 177 cases of attacks against journalists under President Ferdinand Marcos Jr.โ€™s watch. As killings, harassment and red-tagging of journalists persist, the Marcos Jr. administration stands in complicit silence while shielding its own machinery of plunder and repression.

Student journalists and publications are not spared from these attacks. From 2023 to 2024, the College Editors Guild of the Philippines documented 206 campus press freedom violations in colleges and universities, including surveillance, censorship, administrative intervention and the withholding or looting of funds.

Within the Philippinesโ€™ national university, these challenges for student publications take concrete form: scarce funding, dwindling manpower, online harassment, lack of permanent press offices and inadequate equipment. Others are caught in recurring cycles of dormancy and revival, struggling to keep their publications alive in the face of institutional neglect.

This National Press Freedom Day, the Union of Journalists of the Philippines - UP turns the spotlight on the conditions of student publications in the University of the Philippines Diliman. We feature their struggles and aspirations moving forward as they wield their pens with courage in the fight to truly serve the people.

Ngayong Pambansang Araw ng Malayang Pamamahayag, mariing kinikilala ng UP Solidaridad, ang pinakamalawak na alyansa ng mga publikasyon sa buong UP System, ang walang-tinag na tapang at paninindigan ng mga mamamahayag na patuloy na naglalantad ng mga kwentong pilit ikinukubli sa dilim.

Malaon nang tradisyon ng estado ang busalan ang mga mamamahayag na humahamon at nagbubunyag ng katiwalian. Hanggang sa kasalukuyan, sala-salabat na panunupil ang patuloy na humahadlang sa malaya, kritikal, at militanteng pamamahayag. Subalit, paulit-ulit na ring pinatunayan ng mga peryodista ang kanilang puwersa: ang pagsasamang-lakas at mahigpit na pagtangan sa mandatong mag-ulat at manindigan, anuman ang kapalit.

Nitong buwan lamang, hinarap ng Himati, ang opisyal na publikasyon ng UP Mindanao, ang hayagang interbensyon at paninindak ng administrasyon matapos nitong ilantad ang banta sa Computerized Student Records System ng unibersidad. Hindi naiiba ang kasong ito sa mapait na danas ng iba pang publikasyon sa UP, kabilang ang UP Vista at Ang Mangingisda, na patuloy na isinasailalim sa garapalan at malalang panghihimasok ng mga nasa kapangyarihan.

Sa gitna ng mga pag-atake, higit na umiigting ang kahalagahan ng panawagan para sa opisyal na pagkilala at sapat na pagpopondo sa mga publikasyon ng pamantasan. Kung may tunguhin man ito, iyon ay hindi pagsusumasamo ng pagkilala sa nakatataas kundi pagtitiyak na may sapat na puwang at lakas ang midyang pangkampus upang higit pang mahasa ang mga kampanyang nakatuon sa pagbubunyag ng katiwalian at sa paglaban sa mga naghaharing-uri.

Kaakibat ng pagkilalang ito ang kagyat na pangangailangan na patatagin at buhayin muli ang mga publikasyon bilang haligi ng pagpapaunlad ng kritikal at militanteng peryodismo. Tungkulin, kung gayon, ang kolektibong paggaod upang itaguyod ang mga publikasyon tulad ng Scientia, KALASAG, at Impulse ng UP Diliman, at Visayan Current ng UP Visayas. Hamon din na maisakatuparan ang pagtatatag ng mga publikasyon sa UP Manila School of Health Sciencesโ€“Koronadal at College of Arts and Sciences at College of Agriculture and Food Science ng UP Los Baรฑos, upang higit pang mapalawak ang tinig ng mga estudyante sa bawat sulok ng pamantasan.

Kasabay ng mga hamong ito, araw-araw na hinaharap ng mga mamamahayag ang lantad na red-tagging na walang ibang layunin kundi pilayin at tapakan ang malayang pamamahayag. Minamaniobra ng estado ang kanilang huwad na propaganda upang pagtakpan ang katiwalian at bigyang-matwid ang mararahas na atake laban sa mga nagsusulong ng katotohanan. Nagdidiwang-anyo ang ganitong panunupil sa pamamagitan ng Anti-Terror Law at NTF-ELCAC, na ang tanging tunguhin ay manindak at kitilin ang buhay ng mga naglalakas-loob na tumindig.

Matingkad na halimbawa nito ang pagsampa ng gawa-gawang kaso sa mga progresibong aktibista at mamamahayag tulad ng Tacloban 5 na kinabibilangan ni Frenchie Mae Cumpio, dating punong patnugot ng UP Vista at kasapi ng College Editors Guild of the Philippinesโ€“Greater Leyte.

Pinatutunayan ng mga kasong ito na ngayon, higit kailanman, napapanahon at kinakailangan ang pagpasa ng batas na kikilala at magtitiyak ng proteksyon sa mga pahayagang pangkampus.

Noong Agosto 28, sa pangunguna ng College Editors Guild of the Philippines at Kabataan Partylist, muling inihain sa Kongreso ang Campus Press Freedom Bill. Layunin nitong ipagtanggol ang mga publikasyon laban sa lahat ng anyo ng atake, kabilang ang harassment, libel, at red-tagging. Sa harap ng walang humpay na pandarahas ng estado, higit na kailangang igiit ang awtonomiya, seguridad, at suporta para sa mga publikasyong pangkampus upang higit pang mapanday ang malaya at kritikal na pamamahayag ng kabataan.

Hinihimok ng UP Solidaridad ngayong Pambansang Araw ng Malayang Pamamahayag ang lahat ng publikasyon at manunulat na tumindig at lumaban laban sa anumang anyo ng pambubusal at karahasan.
