Barangay captain, 2 kagawad patay ng pagbabarilin ng tanod habang nasa flag raising ceremony sa Cavite

PATAY ang isang punong barangay at dalawang barangay kagawad nitong Lunes habang isa ang malubhang nasugatan ng pagbabarilin sa isinagawang flag-raising ceremony sa harap ng barangay hall sa Dasmariñas City, Cavite.

Nagpakamatay din ang suspek na dating barangay tanod matapos ang pamamaril.

Habang malubhang nasugatan ang isang Sangguniang Kabataan secretary nang tamaan ng ligaw na bala.

Kinilala ang mga biktima na sina Raul Atarde Ballos, 56; at mga “kagawad” na sina Jose Lagones, 65; at Marvin Canete, 54, pawang ng Bgy. Salitran 3, Dasmariñas City, Cavite, ayon kay Dasmariñas City acting police chief Lt. Col. Oñate Region.

Nasa kritikal na kondisyon sa pagamutan naman si Sangguniang Kabataan secretary Christine Joseph Bonus.

Lumalabas sa inisyal na imbestigasyon na nangyari ang pag-atake ng pamamaril alas-8 ng umaga noong Lunes sa isang flag-raising ceremony sa harap ng barangay hall ng suspek na si alyas “Ariel,” 50-anyos na dating barangay tanod ng Bgy. ng Salitran 3, Dasmariñas City.

Ang suspek na armado ng baril ay biglang pinagbabaril nang malapitan ang barangay chairman at ang dalawang “kagawad”.

Matapos makita ang mga biktima na bumagsak sa lupa at duguan, inikot ng suspek ang baril sa sarili saka hinila ang gatilyo.

Isinugod sa ospital ang chairman at ang kanyang dalawang “kagawad”, kung saan idineklara silang dead on arrival.

Habang inoobeserbahan pa sa pagamutan ang SK secretary.

Dinala ang suspek sa St. Paul Medical Center ngunit idineklara ring dead on arrival.

Kinondena naman ni Regional Director ng Police Regional Office 4A (Calabarzon) Brig. Gen. Paul Kenneth T. Lucas ang malagim na krimen at agad niyang iniutos ang malalim na imbestigasyon sa pag-atake ng pamamaril.

“Mahigpit naming kinokondena ang karumal-dumal na insidente ng pamamaril. Agad naming inatasan ang aming mga imbestigador na magsagawa ng masusing imbestigasyon upang matukoy ang tunay na motibo sa likod ng krimeng ito, at upang mabigyan ng hustisya ang mga namatay at nasugatan na mga biktima,” sabi ni Lucas.

Salceda to file ‘No clearance before Job Offer Act’ to eliminate requirement for jobseekers

Ligao City – CONGRESSMAN -elect Adrian Salceda of Albay’s 3rd District announced today his intent to file the “No Clearance Before Job Offer Act” upon assuming office this July. The proposed legislation aims to eliminate the requirement for jobseekers to secure costly government clearances—such as those from the NBI or police—before receiving a formal job offer.

“Requiring NBI or police clearance before any offer is even made forces the poor to pay for suspicion,” Salceda said. “And it wastes everyone’s time—including the NBI and the police. Their limited personnel and logistics are better used solving real crimes, not screening innocent job applicants by the millions.”

The proposed measure will prohibit both public and private employers from requiring police, National Bureau of Investigation (NBI), or other criminal background clearances before issuing a formal job offer. Once hired, an employer may require only one such clearance—not multiple documents like police, NBI, barangay, and court certificates, which are commonly required today.

Salceda emphasized that this reform affirms the constitutional right to be presumed innocent, while also responding to a very real burden on the unemployed. “If you’re jobless and broke, or newly graduated, every peso counts. Requiring ₱100 to ₱500 worth of clearances, repeatedly, before giving you a shot is unjust and inefficient.”

Violations of the measure will be penalized by the Department of Labor and Employment (DOLE), with escalating fines of up to ₱100,000 and possible suspension of hiring licenses or business permits for repeat offenses.

Macroeconomic Impact: Unlocking Labor Flexibility and Efficiency

Salceda also stressed the broader economic benefits of the bill, citing its potential to reduce friction in the labor market and improve overall productivity.

“Every redundant clearance is a delay in filling a job. It’s lost time, lost productivity, and lost income,” he said.

According to projections from Salceda’s office:

Labor force participation: By eliminating upfront financial barriers, the bill could encourage an estimated 185,000 to 220,000 additional jobseekers annually to enter or re-enter the labor market. This includes discouraged workers, first-time job applicants, and rural jobseekers who often forgo opportunities because they cannot afford repeated clearance fees ranging from ₱100 to ₱500.

GDP boost: Even a modest 0.2% gain in labor matching efficiency could yield ₱15 to ₱20 billion annually in added productivity through faster job matching, reduced informal employment, and better utilization of available manpower.

Government efficiency: Over 1 million man-hours per year are spent by the NBI and police processing employment-related clearances—resources that could be reallocated to core criminal investigations and public safety efforts.

“This is pro-worker, pro-growth, and pro-efficiency,” Salceda said. “We want an economy where the poor can apply for a job without having to prove they’re not criminals first.”

WITH the goal of building a safer future on Philippine roads, Metro Pacific Tollways South (MPT South) marked Road Safety Month by unveiling its latest theme for road safety advocacy campaign “Drayberks: Ready 4 Safety,” in a ceremonial launch held at the Golden Phoenix Hotel in Pasay City.

Over 100 stakeholders from both the public and private sectors attended the celebration, in partnership with national agencies including the Department of Transportation (DOTr), Toll Regulatory Board (TRB), Land Transportation Office (LTO), Land Transportation Franchising and Regulatory Board (LTFRB), Metropolitan Manila Development Authority (MMDA), PNP Highway Patrol Group Region IV-A, Philippine Reclamation Authority (PRA), and PEA Tollway Corporation (PEATC). Local government units in Metro Manila and CALABARZON also joined the celebration, including representatives from Taguig, Parañaque, Pasay, Las Piñas, Bacoor, Imus, Kawit, General Trias, Dasmariñas, Silang, Santa Rosa, and Biñan.

The following major transport and terminal partners also attended the event: Parañaque Integrated Terminal Exchange (PITX), One Ayala Terminal, and advocacy organizations like ACTO; bus companies such as TAS Trans Corp., Erjohn & Almark Transit Corp. In a resounding show of public trust, Belmonte vowed to make her final three years in office the most meaningful of her public service journey, promising intensified programs, transformative projects, and strengthened social services for all QCitizens.

Toxic watchdog warns public on buying, using plastic swimming toys with harmful chemicals

SWIMMING activities at beaches and pools have become a popular and enjoyable way for kids to cope with the scorching heat. However, toxics watchdog BAN Toxics reminds the public to exercise extra caution when buying and using unnotified Toys and Child Care Articles (TCCA) that may contain restricted harmful chemicals, such as phthalates, in kiddie plastic swimming toys.

In a recent market monitoring, the group found numerous stores in Metro Manila selling kiddie swimming toys and floaters priced between P50 and P200, some of which were improperly labeled.

In 2011, the Department of Health (DOH) issued Administrative Order No. 2009-0005-A to regulate the use of phthalates in children’s toys in the country. The order prohibits any person from manufacturing for sale, offering for sale, distributing in commerce, or importing into the country any children’s toy that contains a concentration of more than 0.1 percent of di-(2-ethylhexyl) phthalates (DEHP), dibutyl phthalate (DBP), or benzyl butyl phthalate (BBP).

The AO further prohibits diisononyl phthalates (DINP), diisodecyl phthalate (DIDP), and di-n-octyl phthalate (DnOP). Phthalates are primarily used in plastic products as plasticizers and are the most commonly used chemical additive in toys. They serve as softeners, stabilizers, and colorants; improve elasticity; and enhance durability. Phthalates are chemical compounds primarily used to increase the flexibility and durability of plastics like plasticized Polyvinyl Chloride (PVC).

Citing information from the Environmental Working Group, phthalates are a class of chemicals with endocrine-disrupting properties. These chemicals are associated with health harms, including increased risk of cancer, asthma and allergies, and learning, attention, and behavioral difficulties in children.

“Our monitoring shows that manufacturers and distributors of swimming toys and floaters are not fully aware of the existing regulations in the country, thus compromising children’s health and safety due to exposure to toxic chemicals,” said Thony Dizon, Toxics Campaigner of BAN Toxics.

“The entry of restricted toys with toxic additives must be prevented, especially if we already have laws in place to protect against the use of toxic chemicals in children’s products,” the group explained.

Last year, the group published a study highlighting the public health and environmental risks posed by toxic plastic toys. Of the 257 samples, 161 toys (62.64%) showed chemical levels exceeding safety standards and failed to meet basic regulatory requirements, such as proper ingredient labeling and warning labels. All the toys had incomplete labeling, despite the existing law (Toy and Game Safety Labeling Act).

BAN Toxics urges the national government to prioritize the enactment of the “Safe and Non-Hazardous Children’s Products Act” to ensure the safety of children against toxic chemical additives in plastic toy products.

BAN Toxics also urges regulatory agencies such as the Food and Drug Administration (FDA) and the Department of Trade and Industry (DTI) to conduct post-market surveillance and confiscate unlabeled and unnotified toys and child care articles (TCCA) from the market.

Salceda bats for VAT on imported digital services to protect local creators

ALBAY 2nd District Representative Joey Salceda has defended the move to impose value-added tax (VAT) on imported digital services, saying it is a matter of fairness and essential to level the playing field for Filipino digital content creators.

According to Salceda, all major ASEAN economies already treat imported digital services like imported goods by subjecting them to VAT.

The Philippines, he noted, had lagged behind in this regard, resulting in unfair advantages for foreign digital companies operating tax-free in the country.

“For the longest time, a lot of our digital content producers suffered from unfair competition,” Salceda said. “Local producers paid taxes while their foreign competitors did not. There’s no way they can catch up fairly unless we clarified the law.”

He emphasized that aligning the country’s tax policies with international practices is necessary to ensure parity and protect local industries.

The lawmaker also underscored his efforts to increase earmarked funding for the local creatives sector, which continues to grapple with low government support and private investment.

In addition to supporting the local digital economy, Salceda advocated for tax exemptions on books and educational materials, saying these are consistent with international law and vital to improving access to knowledge and learning resources.

The proposed taxation measure is part of a broader push to modernize the country’s tax system in the digital age, while also strengthening the domestic creative and education sectors.

Motorcycle vlogger inisyuhan ng show cause order ng LTO dahil sa inisdente ng road rage sa Zambales

INISYUHAN na ng show cause order ang Land Transportation Office (LTO) laban sa ang isang motorcycle vlogger dahil sa isang road rage incident sa Zambales na naging viral sa social media .

Sinabi ni LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II na hihilingin sa Yanna Moto Vlog na ipaliwanag kung bakit hindi dapat suspindihin o bawiin ang kanyang lisensya sa pagmamaneho dahil sa pagiging hindi tamang tao para magpatakbo ng sasakyan dahil sa umano’y pag-uudyok ng galit sa kalsada.

“Matagal na tayong nagpapaliwanag sa milyon-milyong nating mga kababayang motorista na walang mabuting idinudulot ang init ng ulo sa kalsada—at napakarami na ang naparusahan natin dito,” ayon kay Mendoza.

“Nararapat lang na a ng vlogger na ito, dapat ay ginamit niya ang kanyang impluwensya sa social media upang itaguyod ang responsableng pagmamaneho at kaligtasan sa kalsada,” dagdag niya.

Batay sa viral video na sinusubaybayan ng LTO Social Media Team, ipinakita ni Yanna Vlog ang middle finger gesture sa driver ng isang pick-up truck dahil sa sinabi nitong walang ingat sa pagmamaneho .

Habang kinompronta pa ang pick-up driver at tinanong siya kung bakit kailangan niyang gumawa ng ganoon habang ipinaliwanag din nito na ang normal na pagmamaneho ay hindi posible sa mga rough roads.

Gayunpaman, patuloy na nakipagtalo si Yanna Vlog sa pick-up driver at gumawa pa ng mga nakakainsultong komento nang umalis ito.

Nauna nang nangako si Department of Transportation Secretary Vince Dizon na lalabanan ng gobyerno ang mga walang ingat at iresponsableng driver para matiyak ang kaligtasan ng lahat ng gumagamit ng kalsada sa gitna ng dumaraming kaso ng aksidente at road rage.

Habang si Yanna Vlog ay humingi na ng tawad matapos ma-bash sa social media at sinabi naman ni Mendoza na itutuloy ang imbestigasyon hinggil sa insidente.
