Anti- elderly abuse bill seeks to prevent future ‘Cita Rodriguez’ cases

A NEW measure aimed at protecting senior citizens from abuse, neglect, and exploitation has been filed in the House of Representatives, inspired by the harrowing experience of a once prominent Pampanga businesswoman who fell victim to elder abuse.

Laguna 1st District Representative Ann Matibag formally filed the bill today in the 20th Congress, seeking to address what she called a “growing and urgent” problem affecting thousands of Filipino elders.

The proposed legislation intends to standardize legal remedies, strengthen prevention and reporting mechanisms, and institutionalize support services for the elderly. At present, elder abuse cases are prosecuted under general statutes like the Revised Penal Code, or, in some instances involving elder women, under the Anti-Violence Against Women and Children Act (RA 9262).

But these, Matibag said, fall short of addressing the unique vulnerabilities faced by aging Filipinos. “Today, elder abuse cases are squeezed into existing laws –often filed under the Revised Penal Code, or sometimes under RA 9262.But these laws, while important, do not account for the unique vulnerabilities of the elderly.”

Matibag cited the case of Cita N. Rodriguez, an 89-year-old accountant and philanthropist from Pampanga, whose story recently went viral online and in news reports. According to multiple accounts, Rodriguez’s own niece allegedly took advantage of the senior’s declining mental faculties to siphon her finances and misappropriate her properties – before being isolated and made to live on a pauper’s allowance.

“Tita Cita’s case was not an isolated one,” Matibag warned. “It is part of a larger, more disturbing pattern of elder abuse, one that our current legal system is ill-equipped to confront.”

She said the absence of dedicated protocols has led to “doctrinal gaps, inconsistent prosecution, and insufficient prevention and support services.”

The bill is anchored on the 1987 Constitution’s provisions recognizing the dignity of every human person, guaranteeing full respect for human rights, and mandating special protection for vulnerable sectors, including the elderly. It also affirms the State’s role in supplementing the family’s duty to care for its aging members, particularly when those very families become the source of harm.

Matibag appealed for bipartisan support in fast-tracking the measure, as well as the backing of the Commission on Human Rights (CHR), senior citizen federations, and various elder rights advocates.“But I also ask each one of you here to stand with me. Let this bill not just be my measure, but our collective commitment.”

Matibag urges her fellow lawmakers to move beyond cultural gestures of respect and translate reverence into real protection, saying “let us show the nation that our love for our elders does not end with mano po. . . Let us give them not just the honor they are due, but the protection they so deeply deserve.”

The bill is expected to be referred to the appropriate House committee in the coming weeks.

Quezon City — Mayor Joy Belmonte led an on-site inspection of the Litex Market along Commonwealth Avenue to address key issues affecting the area, including traffic congestion, public safety, and the regulation of sidewalk vendors.

The inspection aimed to assess current conditions and identify both immediate and long-term solutions to improve the flow of traffic, enhance pedestrian safety, and streamline vendor operations within and around the market.

“This is part of our continuing efforts to create a safe and efficient public market environment where both vendors and buyers can thrive,” Belmonte said.

The mayor was joined by District 2 Action Officer Atty. B**g Teodoro, Market Development and Administration Department (MDAD) representative Col. Alex Alberto, and Traffic and Transport Management Department (TTMD) official Dexter Cardenas during the walkthrough.

Belmonte reiterated the city government’s commitment to inclusive and sustainable development, emphasizing that any reforms will aim to balance the needs of vendors with the welfare of the general public.

Follow-up actions and improvements are expected to be rolled out in the coming weeks in coordination with concerned departments.

Pinay OFW sa Israel na tinamaan ng missle , pumanaw na- DFA

BINAWIAN na ng buhay ang isang Filipino caregiver na nagtamo ng matinding pinsala sa isang missile attack sa Israel noong Hunyo 15, ayon sa kumpirmasyon ng Department of Foreign Affairs (DFA) noong Linggo.

Natukoy ng embahada ang biktimang si Leah Mosquera, 49, mula sa Negros Occidental, na kasalukuiyang nasa ospital sa Shamir Medical Center, at na tamaan ng Iranian missile ang kanyang apartment sa Rehovot, Israel noong Hunyo 15.

Sumailalim si Mosquera sa matinding operasyon at inilagay sa intensive care unit nang ilang linggo.

Sinabi ng DFA na ang pagpanaw ni Mosquera ay ipinaalam ng kanyang kapatid na babae, na isa ring overseas Filipino worker sa Israel.

“Ipinarating ng Departamento ang taos-pusong pakikiramay sa pamilya at mga mahal sa buhay ni Ms. Mosquera,” sabi ng DFA.

Nakikipag-ugnayan ang Philippine Embassy sa Tel Aviv sa mga awtoridad para sa agarang pagpapauwi ng mga labi ni Mosquera.

Pinasalamatan din ng DFA sa Israeli medical personnel na nag-aalaga kay Mosquera noong siya ay naospital, gayundin ang Filipino community sa Israel na sumuporta sa kanya at sa kanyang pamilya sa panahon ng pagsubok.

Humigit-kumulang 30,000 Pilipino ang naninirahan at nagtatrabaho sa Israel ayon sa DMW .

Quezon City steps up kidney care with new dialysis center in District 2

RESIDENTS of Quezon City battling chronic kidney disease (CKD) now have improved access to life-saving treatment with the opening of the city’s second dialysis facility, located at the Rosario Maclang Bautista General Hospital (RMBGH).

“Chronic kidney disease is a growing public health concern in the country. By opening this dialysis center and bringing healthcare services closer to our people, we aim to ensure that no resident has to choose between their well-being and their livelihood,” said Mayor Joy Belmonte.

According to the Department of Health (DOH) and the Philippine Renal Disease Registry, over 40,000 Filipinos undergo dialysis every year. In Quezon City alone, the Health Department recorded 42 CKD-related deaths in 2024. The new facility aims to help reduce this number by offering accessible and affordable dialysis treatment to those in need.

The RMBGH Dialysis Center was made possible through P8.5 million in funding allocated by District 2 Congressman Ralph Tulfo. The budget was used to purchase medical equipment and upgrade the hospital’s facilities to meet dialysis service standards.

Operating from Monday to Saturday, the center can serve up to nine patients per day, with each session lasting an average of five hours—providing care for as many as 54 patients weekly.

Mayor Belmonte noted, “Instead of enduring long waiting times in state hospitals or spending large amounts in private facilities, QCitizens now have access to quality dialysis treatment that is closer to home.”

The service is free for eligible patients through the expanded PhilHealth Dialysis Package, which significantly eases the financial burden on families.

To qualify for treatment, patients must submit several requirements, including an endorsement from a nephrologist, a Hepa profile valid for at least six months, their last three treatment sheets, and a set of laboratory results. They must also present a list of their medications, a clinical abstract, and a vaccination record, among others. A valid PhilHealth membership ID number is also required.
The RMBGH facility is the city’s second dialysis center.

The first was established at the Quezon City General Hospital and is equipped with five state-of-the-art hemodialysis machines: three for maintenance dialysis, one for emergency use, and another designated for patients with infectious diseases.

With these initiatives, Quezon City continues to strengthen its commitment to public health by expanding access to essential medical services, especially for the most vulnerable.

Matapos makita ang mga biktima na bumagsak sa lupa at duguan, inikot ng suspek ang baril sa sarili saka hinila ang gatilyo.

Isinugod sa ospital ang chairman at ang kanyang dalawang “kagawad”, kung saan idineklara silang dead on arrival.

Habang inoobeserbahan pa sa pagamutan ang SK secretary.

Dinala ang suspek sa St. Paul Medical Center ngunit idineklara ring dead on arrival.

Kinondena naman ni Regional Director ng Police Regional Office 4A (Calabarzon) Brig. Gen. Paul Kenneth T. Lucas ang malagim na krimen at agad niyang iniutos ang malalim na imbestigasyon sa pag-atake ng pamamaril.

“Mahigpit naming kinokondena ang karumal-dumal na insidente ng pamamaril. Agad naming inatasan ang aming mga imbestigador na magsagawa ng masusing imbestigasyon upang matukoy ang tunay na motibo sa likod ng krimeng ito, at upang mabigyan ng hustisya ang mga namatay at nasugatan na mga biktima,” sabi ni Lucas.

Salceda to file ‘No clearance before Job Offer Act’ to eliminate requirement for jobseekers

Ligao City – CONGRESSMAN -elect Adrian Salceda of Albay’s 3rd District announced today his intent to file the “No Clearance Before Job Offer Act” upon assuming office this July. The proposed legislation aims to eliminate the requirement for jobseekers to secure costly government clearances—such as those from the NBI or police—before receiving a formal job offer.

“Requiring NBI or police clearance before any offer is even made forces the poor to pay for suspicion,” Salceda said. “And it wastes everyone’s time—including the NBI and the police. Their limited personnel and logistics are better used solving real crimes, not screening innocent job applicants by the millions.”

The proposed measure will prohibit both public and private employers from requiring police, National Bureau of Investigation (NBI), or other criminal background clearances before issuing a formal job offer. Once hired, an employer may require only one such clearance—not multiple documents like police, NBI, barangay, and court certificates, which are commonly required today.

Salceda emphasized that this reform affirms the constitutional right to be presumed innocent, while also responding to a very real burden on the unemployed. “If you’re jobless and broke, or newly graduated, every peso counts. Requiring ₱100 to ₱500 worth of clearances, repeatedly, before giving you a shot is unjust and inefficient.”

Violations of the measure will be penalized by the Department of Labor and Employment (DOLE), with escalating fines of up to ₱100,000 and possible suspension of hiring licenses or business permits for repeat offenses.

Macroeconomic Impact: Unlocking Labor Flexibility and Efficiency

Salceda also stressed the broader economic benefits of the bill, citing its potential to reduce friction in the labor market and improve overall productivity.

“Every redundant clearance is a delay in filling a job. It’s lost time, lost productivity, and lost income,” he said.

According to projections from Salceda’s office:

Labor force participation: By eliminating upfront financial barriers, the bill could encourage an estimated 185,000 to 220,000 additional jobseekers annually to enter or re-enter the labor market. This includes discouraged workers, first-time job applicants, and rural jobseekers who often forgo opportunities because they cannot afford repeated clearance fees ranging from ₱100 to ₱500.

GDP boost: Even a modest 0.2% gain in labor matching efficiency could yield ₱15 to ₱20 billion annually in added productivity through faster job matching, reduced informal employment, and better utilization of available manpower.

Government efficiency: Over 1 million man-hours per year are spent by the NBI and police processing employment-related clearances—resources that could be reallocated to core criminal investigations and public safety efforts.

“This is pro-worker, pro-growth, and pro-efficiency,” Salceda said. “We want an economy where the poor can apply for a job without having to prove they’re not criminals first.”

WITH the goal of building a safer future on Philippine roads, Metro Pacific Tollways South (MPT South) marked Road Safety Month by unveiling its latest theme for road safety advocacy campaign “Drayberks: Ready 4 Safety,” in a ceremonial launch held at the Golden Phoenix Hotel in Pasay City.

Over 100 stakeholders from both the public and private sectors attended the celebration, in partnership with national agencies including the Department of Transportation (DOTr), Toll Regulatory Board (TRB), Land Transportation Office (LTO), Land Transportation Franchising and Regulatory Board (LTFRB), Metropolitan Manila Development Authority (MMDA), PNP Highway Patrol Group Region IV-A, Philippine Reclamation Authority (PRA), and PEA Tollway Corporation (PEATC). Local government units in Metro Manila and CALABARZON also joined the celebration, including representatives from Taguig, Parañaque, Pasay, Las Piñas, Bacoor, Imus, Kawit, General Trias, Dasmariñas, Silang, Santa Rosa, and Biñan.

With the refreshed Ready 4 Safety campaign, MPT South aims to reach drivers of all classifications—from public utility drivers and logistics operators to private motorists—through updated modules grounded in four key points: Responsible driving, expressway rules, pre-trip vehicle inspection, and practicing discipline on the road.

Joy Belmonte Re-elected for final term with record-breaking mandate

QUEZON City Mayor Joy Belmonte has officially secured her third and final term with an unprecedented 1,030,730 votes—the highest number ever garnered by any elected official in the city’s history.

In a resounding show of public trust, Belmonte vowed to make her final three years in office the most meaningful of her public service journey, promising intensified programs, transformative projects, and strengthened social services for all QCitizens.

3 Nagpanggap na tauhan ng Comelec, tiklo sa Laguna

TATLONG katao ang natimbog ng mga awtoridad matapos magpakilalang mga tauhan ng Commission on Elections o COMELEC Main Office na nagtangkang magsagawa ng inspeksyon sa mga Automated Counting Machines (ACM) sa Silangan Elementary School, Santa Cruz, Laguna.

Kinilala ni Laguna Police Provincial Director PCol. Ricardo I. Dalmacia ang mga suspek na sila alyas Noli, Joel at Jose pawang mga residente ng Quezon, City.

Sa ulat ng Santa Cruz Municipal Police Station sa pamumuno ng Chief of police na si PLtCol Mark Julius Rebanal , nakatanggap ng ulat mula sa isang pulis na nakatalaga sa nasabing eskwelahan na nagbabantay ng mga ACM.

Agad na pinuntahan ni Acting Election Officer ng Santa Cruz, Laguna na si Mr. Patrick H Arbilo ang naturang lugar upang beripikahin ang mga nagpakilalang mga tauhan ng COMELEC at ipinakita ang kanilang Identification Cards (ID).

Katuwang ang Provincial Comelec ng Laguna napag alaman na ang tatlo ay hindi mga empleyado o tauhan ng COMELEC at hindi din mga otorisado na magsagawa ng inspeksyon sa mga ACM.

Dahil dito, agad inaresto ang tatlong indibidwal at inimpormahan ang kanilang mga karapatan at Anti-Torture Law.

Kasalukuyang nasa kustodiya ng Santa Cruz MPS ang mga naarestong indibidwal habang inihahanda ang mga kaukulang dokumento sa pagsasampa ng kasong Usurpation of Authority at Falsification of Public Document laban sa kanila.
