Bustos town ignites cultural pride with the kick-off of the 16th Minasa Festival

CITY OF MALOLOS – The Municipality of Bustos officially commenced the 16th iteration of the Minasa Festival earlier today at the BMA Park in Bustos, Bulacan, transforming the local landmark into a vibrant stage for culture, unity, and economic prosperity with the theme “Minasa ng pagkakaisa, Tagumpay ng bawat isa!”

Serving as a powerful tribute to the town’s storied heritage and its signature local delicacy, the festival features an expansive lineup of activities designed to bridge tradition with modern progress. Highlighting the town's economic drive are the Agri-Trade Fair, the Kadiwa ng Pangulo, and the Trabaho ni Juan Job Fair, while the culinary arts take center stage through the Kalutong Bustos showcase. Youth and creativity are also at the forefront with the Art is Cool! initiative, the Little Mr. and Ms. ECCD Coronation Night, and the highly anticipated DepEd Night.

In his keynote address, Vice Governor Alexis C. Castro emphasized that the Minasa Festival is a vital pillar of the province’s identity, acting as a reminder of the rich history that defines the people of Bulacan.

“Patuloy nating pinapanday ang diwa ng pagkakaisa, pagmamalaki sa sariling atin, at malasakit sa pamana ng ating mga ninuno. Wala pong magmamahal sa Minasa Festival kundi tayong mga Bulakenyo,” Castro remarked, urging citizens to safeguard their cultural legacy.

Community spirit remains high throughout the week with the Zumbasaya Dance Competition, the Tanod Drill and RescueJuan Olympics, and a dedicated Senior Citizen’s Night. The festivities are set to reach a fever pitch during the Minasa Street Dance and Dance Showdown, the Bakbakan sa Himpapawid, and the One Big Surprise Concert.

The celebration will conclude on January 18 with the solemn yet festive Tugtog at Sayaw Alay kay Sto. Niño, marking another successful chapter in the town's history of resilience and pride.

DOST, Cagayan Province Strengthen Partnership for STI Development

The Department of Science and Technology (DOST), under the leadership of Secretary Renato U. Solidum Jr., welcomed Cagayan Provincial Governor Edgar Aglipay for a courtesy visit, reaffirming a shared commitment to harness science, technology, and innovation (STI) as key drivers of inclusive, resilient, and sustainable growth in the province.

The meeting also brought together DOST Undersecretary for Regional Operations Engr. Sancho A. Mabborang, Cagayan Provincial Board Member Atty. Engelbert “Jojo” Caronan, and DOST Region II Regional Director Virginia G. Bilgera, reflecting strong collaboration between national and local leaders in shaping Cagayan’s development agenda.

A highlight of the discussion was the presentation of DOST’s Three-Horizon STI Economic Strategy (2025–2028), which provides a clear roadmap for transforming the country’s economy. The strategy envisions a surge in productivity, the creation of a vibrant knowledge-based economy, and the preparation of Cagayan for the industries of the future, including artificial intelligence, smart agriculture, biotechnology, renewable energy, and climate-resilient technologies.

Secretary Solidum emphasized that agriculture should be treated as a business ecosystem, rather than traditional planting. Programs such as Smart Agriculture and SARAI (Smarter Approaches to Reinvigorate Agriculture as an Industry in the Philippines) will empower farmers, cooperatives, and agripreneurs to increase productivity, enhance product quality, and sustainably scale operations, turning local resources into high-value economic opportunities.

Another key focus of the meeting was data-driven governance. Tools like GATES (Geospatial Analytics and Technology Solutions) enable local governments across the country to make informed decisions, optimize resources, improve disaster response, and harness regional strengths. These initiatives transform long-standing challenges into strategic drivers of development and resilience.

Governor Aglipay expressed strong support for DOST programs, highlighting the province’s commitment to generate high-quality jobs, support returning overseas Filipino workers (OFWs) in establishing enterprises, strengthen partnerships with educational institutions, and develop high-value products through innovation, processing, and efficient logistics.

DOST boosts capacity to turn research and data into bankable projects and national policies

The Department of Science and Technology (DOST) is taking significant strides toward strengthening its capacity to transform technical data and research insights into bankable project proposals and evidence-informed policies that drive national development.

The initiative was led by the Office of the Assistant Secretary for Development Cooperation and the Geospatial Analytics and Technology Solutions (GATES) Program, in collaboration with the United Nations Development Programme (UNDP) Philippines, experts from the University of the Philippines - National College of Public Administration and Governance (UP NCPAG), and the National Research Council of the Philippines (NRCP).

A Vision for Data-Driven Governance

In his speech, DOST Secretary Renato U. Solidum, Jr. emphasized that the department's goal is to evolve into an agile, data-driven, and future-ready organization that transforms information into national value. He underscored that decisions must be firmly grounded in evidence to ensure they align with global cooperation priorities and national development goals.

"Data must be connected. It must speak a common language. It must move from information to insight to action," Secretary Solidum stated. "As the Department that leads innovation, we must also lead in harmonization, integration, and translation".

Strengthening Proposal Development for Global Competitiveness

In collaboration with the UNDP Philippines, the first two days of the series focused on developing high-impact project proposals.

Experts guided participants through problem framing and stakeholder mapping to create a pipeline of project concept notes addressing three strategic areas: human capital development, innovation and economic development, and climate change and disaster risk reduction.

UNDP Resident Representative Knut Ostby noted that improving the ability to leverage Official Development Assistance (ODA) and external financing positions science and technology initiatives as catalysts for private-sector engagement and domestic investment.

“This is about scaling innovations where they are needed most,” Otsby said.

DOST Assistant Secretary for Development Mr. Rodolfo J. Calzado, Jr. also encouraged participants to further develop their group outputs into full draft concept notes, as these will serve as a preparatory step for the proposed one-on-one coaching sessions with the UNDP team scheduled to begin in the early months of 2026, refining the outputs into investment-ready project concept notes.

Bridging Research to Policy and Open Data

The final day of the series, conducted with experts from the UP-NCPAG, focused on the research-to-policy landscape.

Participants explored pathways to translate technical findings into actionable insights for national and sectoral policies while discussing the institutionalization of open data to advance good governance and transparency

Asec. Calzado, Jr. concluded that while the DOST system generates a wealth of geospatial data and technical knowledge annually, impact only occurs when that data is translated into strategic, people-centered action.

By maximizing the use of its organizational data through the GATES Program, DOST continues to reinforce its commitment to a data-driven government that provides solutions and opportunities for all Filipinos.

Through the "Collaborate, Translate, Transform: Seminar and Writeshop Series on Partnership and Proposal Development, Research Translation, and Policy Development," held from December 2 to 4, 2025, the Department gathered representatives from its Central Office and attached agencies to bridge the gap between information generation and actionable results.

Ending 2025 Stronger as DOSTOneSCIGLAT Family: DOST Ilocos Region’s Year-End program with a Purpose

The Department of Science and Technology Ilocos Region (DOST Ilocos Region) meaningfully closed the year 2025 through its Year-End Program held on December 18–19, 2025, at EM Royalle Hotel and Beach Resort in Taboc, San Juan, La Union. The two-day activity brought together employees not only to celebrate the year’s accomplishments but also to reflect, give back, and prepare for the year ahead.

Through the guidance and leadership of Regional Director Teresita A. Tabaog, the Year-End Program emphasized unity, appreciation, and shared purpose. Director Tabaog encouraged everyone to take time to reflect on both individual and collective efforts that contributed to the successful implementation of DOST programs and services across the region.

One of the key activities was the 2025 Individual Performance Accomplishment Review for Contract of Service (COS) employees. This activity provided a platform for employees to reflect on their accomplishments, strengthen accountability to their assigned tasks, and share innovative ideas, actions, and initiatives implemented throughout the year.

The spirit of the holidays was also shared with the community through a Corporate Social Responsibility (CSR) Gift-Giving Activity held at San Fernando South Central Integrated School. The activity brought joy and meaningful support to learners under the Learners with Special Educational Needs (LSEN) Program, highlighting the DOST Ilocos Region’s commitment to inclusive and people-centered service.

Adding excitement to the celebration was the Search for Mr. and Ms. SCIGLAT 2025, where six candidates confidently represented their respective teams. The event showcased confidence, creativity, and teamwork, with strong support from colleagues. Dr. Ismael D. Gurtiza, former Assistant Regional Director for Field Operations and current member of the Regional Technical Evaluation Committee (RTEC), served as one of the board of judges together with Director Tabaog and Ms. Carla Joyce B. Cajala, SRS II of DOST Ilocos Region.
Team spirit continued with indoor and outdoor team-building activities, where participants took part in physical and mental challenges designed to promote collaboration, trust, and camaraderie. The friendly competitions fostered stronger connections among team members and reinforced the value of working together toward common goals.

Beyond celebration and reflection, the Year-End Program also focused on future planning. A review meeting was conducted under the leadership of Director Tabaog in preparation for the 2026 Regional Science, Technology, and Innovation Week (RSTW). The meeting served as an important first step to ensure smooth planning, effective coordination, and informed decision-making, drawing insights from the successful conduct of the 2025 National Science, Technology, and Innovation Week (NSTW).
As DOST Ilocos Region closes 2025, the Year-End Program stands as a strong reminder that its greatest strength lies in its people. United as DOSTOneSCIGLAT family, the region moves into 2026 with renewed purpose, strengthened partnerships, and a clear focus on bringing science, technology, and innovation closer to communities, creating meaningful impact and lasting change for the region 1.

Kalinga Foundation Renews Lives and Hope Through Christmas Outreach

The Arnold Janssen Kalinga (Kain-Aral-Ligo-NG-Ayos) Foundation continues to live out its mission of restoring dignity and hope among homeless persons, the poor, and other marginalized sectors through a special Christmas outreach activity organized this year by Ms. Anna Donita S. Tapay, a long-time advocate and active partner of the foundation.
A non-profit, faith-based organization in the Philippines, the Arnold Janssen Kalinga Foundation provides holistic and dignified care aimed not only at survival but at rebuilding lives. Its integrated programs focus on three core phases: food and hygiene, education through the Alternative Learning System (ALS), and livelihood and employment. Anchored on the belief that poverty is a matter of justice and human dignity, the foundation empowers individuals through nourishment, education, hygiene, and livelihood, helping restore their self-image, self-respect, and self-worth.
In line with this mission, Ms. Tapay spearheaded a Christmas event specially designed for the poor, reaching 450 beneficiaries as the holiday season approached. She shared that for her, the true meaning of Christmas is the “unconditional love of Christ,” a love that must be shown through action rather than words alone. She emphasized that while expressions of love are easily spoken, they often fall short when it comes to concrete action, underscoring the need for genuine and selfless service.
One of the most meaningful highlights of the activity was the presence of former Kalinga beneficiaries who have since graduated from the program and returned to serve the foundation. These individuals shared their personal stories of transformation on how Kalinga helped them rebuild their lives and regain dignity. Their return served as a living testament to the foundation’s impact, inspiring current beneficiaries who are now experiencing Kalinga’s support through food, shelter, education, and livelihood opportunities, including ALS classes.
The Christmas outreach also reflected how Ms. Tapay extends kalinga,care and compassion not only to the foundation’s beneficiaries but also to her own employees. As an employer, she nurtures a culture of service that naturally flows outward. Together with her team, the activity was carried out not for recognition or publicity, but as an expression of faith and responsibility. According to Tapay, service becomes contagious when it is rooted in sincerity: “If you truly have the heart to serve, the people around you will do the same.”
Believing that Christmas is truly for the poor, Ms. Tapay chose not to wait for others to initiate similar efforts. Instead, she led the activity herself, reflecting the foundation’s commitment to making God’s love visible through concrete actions not merely through spoken words.
Beyond the Christmas event, Ms. Tapay actively organizes year-round initiatives that cater to various sectors. Among these is the recently conducted Hospital on Wheels, a mobile medical mission that brought much-needed healthcare services to individuals requiring medical attention. These sustained efforts reinforce her commitment to the Arnold Janssen Kalinga Foundation’s vision of holistic care and long-term transformation.
Through initiatives like this Christmas outreach, the Arnold Janssen Kalinga Foundation and Ms. Anna Donita S. Tapay continue to demonstrate that faith, when translated into action, can restore dignity, rebuild lives, and bring hope especially to those who need it most.

LUNGSOD NG MALOLOS — Bilang paggunita sa ika-80 anibersaryo ng paglaya ng Pilipinas mula sa pananakop ng mga Hapones, itinampok noong Disyembre 9 sa Ermita, Maynila ang mga dokumentaryong pelikula mula sa SINEliksik Bulacan Docu Fest sa “Kasaysayan sa MET” ng National Historical Commission of the Philippines (NHCP) at National Commission for Culture and the Arts (NCCA), isang programa na may layuning itanghal ang iba’t ibang anyo ng sining sa Manila Metropolitan Theater.
Nagbigay-diin ang mga dokumentaryong pelikulang nagawa noong 2023 para sa ika-5 SINEliksik Bulacan DocuFest sa mga kuwento ng pakikibaka, sakripisyo, at kabayanihan ng mga beterano ng Ikalawang Digmaang Pandaigdig sa ilalim ng temang “Pagsubok at Pagtindig Noong Ikalawang Digmaang Pandaigdig.”
Sa kaniyang mensahe, hinikayat ni May Arlene DG. Torres, nanunungkulang puno ng Provincial History, Arts, Culture and Tourism Office (PHACTO), ang mga manonood na manatiling matatag sa pagharap sa mga hamong kinakaharap ng mga Pilipino sa kasalukuyan.
“Tapos na po ang Ikalawang Digmaang Pandaigdig at wala na ang mga dayuhang mananakop, ngunit may bago tayong kinakaharap na mga hamon at pakikibaka sa ating lipunan. Sa gitna ng mga pagsubok na ito, ang panawagan ay malinaw: tumindig tayo bilang mga makabagong bayani ng ating panahon,” ani Torres.
Samantala, sinabi ni NCCA Chairman Victorino Mapa Manalo na ang mga pelikulang itinanghal sa MET ay hindi lamang anyo ng sining, kundi mahalagang piraso ng ambag sa paghubog ng kinabukasan ng bansa.
“Ang bawat pelikulang inyong napanood ay hindi lamang obra; ito ay ambag sa patuloy na paghubog ng isang bansang may malalim na pagpapahalaga sa katotohanan at kasaysayan,” aniya.
Itinampok sa programa ang lahat ng 21 lahok mula sa ikalimang edisyon ng paligsahang pampelikula sa buong lalawigan mula sa junior at senior categories, kabilang dito ang Bahawin: Lunas sa Gitna ng Giyera, Ciento Dos, Dapit Hapon: PISARA, Doyen, Impiong, Pionio: Beteranong Sundalong Doktor, Manong (Hen. DOST Region 02 Upskills S&T Pen Videography to Boost Scicomm

The Department of Science and Technology (DOST) Region 02 strengthened its science communication initiatives as it conducted Science That Sees: A Workshop on Videography for SciTech Storytelling.
The workshop was held from December 11-12, 2025, at NGN Hotel focused on elevating the quality and consistency of visual outputs used in field documentation, project reporting, and public information materials, emphasizing the growing role of videography in evidence-based science communication.
Participants took part in the session facilitated by videography resource speaker Sir John Lewie Reyes, an Information Officer from the Cagayan State University (CSU) who discussed the fundamental elements of videography, including framing, camera angles, shot types, camera movement, and visual continuity.
Reyes emphasized that videography plays a critical role in science communication by effectively capturing processes, transformations, and sequences that static images alone cannot fully convey, particularly in documenting scientific interventions and community-based projects.
He also highlighted ethical considerations in filming activities and community beneficiaries, stressing the importance of accuracy, consent, and proper representation in science, technology, and innovation (STI) documentation.
A storyboarding session guided participants in structuring their visual narratives prior to filming. Participants identified key messages, organized sequences, selected appropriate angles, and developed shot lists for their planned videos.
This was followed by an editing workshop where participants assembled video clips, refined pacing, and incorporated narration and graphics to enhance clarity and narrative cohesion.
As the culminating activity, participants were grouped into four teams, each tasked to produce a two- to three-minute video in different genres, incorporating the videography fundamentals discussed during the workshop. The final outputs demonstrated improved application of framing, sequencing, storytelling, and ethical documentation.
The groups presented their videos, showcasing enhanced competencies in visual sequencing, explanation, and narrative flow.
The workshop forms part of DOST Region 02’s ongoing efforts to standardize documentation practices and strengthen visual storytelling for programs such as SETUP, CEST, Smart and Sustainable Communities, and other STI initiatives.

Moving the region closer to a truly VAW-free community, the Department of Science and Technology Ilocos Region (DOST Ilocos Region) once again showed its strong and continued support for the nationwide advocacy to End Violence Against Women (VAW) as it joined the Department of Tourism Region 1 for this year’s “Orange Your Icon” activity under the 18-Day Campaign to End VAW. Held at the Tomb of the Unknown Soldier in Barangay Madayegdeg, City of San Fernando, La Union, the gathering brought together regional agencies and community leaders united by one message ‘every woman deserves safety, respect, and a life free from violence.’
Under the leadership of Regional Director Teresita A. Tabaog, who also serves as Chairperson of the Regional Gender and Development Committee (RGADC) Region 1, DOST Ilocos Region continues to push forward programs and initiatives that empower and protect women and children. Her guidance reflects the Department’s belief that building safer communities goes hand in hand with promoting science, technology, and innovation.
During the activity, DOST Ilocos Region participated in the Bougainvillea Planting—a simple yet powerful symbol of resilience, hope, and the shared vision for a violence-free community. The event also featured the lighting of orange icons around the monument, serving as a reminder that awareness and collective action are essential in ending gender-based violence.
Assistant Regional Director Raquel M. Espiritu, who represented Dr. Tabaog, delivered the Department’s message of support. She emphasized that the 18-Day Campaign is not just a yearly observance but a year-round, day-to-day commitment that everyone must take part in. She shared that DOST Ilocos Region remains dedicated to promoting safety, equality, and empowerment—values that continue to guide the Department in its community engagements and advocacy efforts.
Through consistent action, strong partnerships, and genuine compassion, DOST Ilocos Region stands firm in helping build a Region 1 where women and children are empowered.
