SARAI Ilocos Transforms Local Planning Through Stakeholder Engagement

The Department of Science & Technology Ilocos Region (DOST Ilocos Region), through its Smart Agriculture for Resilient Agriculture-based Innovations (SARAI) unit, continues to strengthen the foundation for data-driven agricultural development through a series of Technology Needs Assessment (TNA) and planning workshops conducted with partner local government units (LGUs) across the region.

The workshops were held in three key cities, each attended by local farmers and representatives from the City Agriculture Office headed by their respective City Agriculturists along with their Agriculture Extension Workers:

• City of San Fernando – October 29, 2025
• City of Batac – November 5, 2025
• City of Candon – November 6, 2025

The activity served as a platform for gathering and validating on-the-ground agricultural data, including cropping calendars, yield patterns, challenges, and ongoing programs and projects of the LGUs. By examining this information directly with the stakeholders who manage and experience local agricultural conditions daily, SARAI ensures that the next steps of its implementation reflect real needs and localized realities.

Participants openly discussed climate concerns, market pressures, crop performance issues, and conditions affecting productivity. The SARAI Ilocos team, in turn, presented the digital tools, applications, and decision-support systems of the project, demonstrating how satellite data, analytics, and mobile-based advisories can support better planning, monitoring, and response at the field level.

Each session concluded with a planning workshop where validated data and shared insights were compiled to identify priority needs and areas where SARAI technologies can immediately create impact. These outputs now serve as the groundwork for SARAI’s localized implementation, ensuring programs and interventions remain relevant, practical, and results-oriented.

With the completion of TNAs in these LGUs, DOST SARAI Ilocos Region moves forward with a comprehensive and evidence-based roadmap grounded in real community conditions. Through collaborative engagement and science-driven solutions, SARAI continues its mission of making innovation truly felt on the ground, empowering farmers and LGUs toward smarter and more resilient agriculture. Province of Bulacan wins gold in 11th CLExAH

CITY OF MALOLOS- The Province of Bulacan clinched the prestigious 2024 Health Champion-Gold Award with P500,000 cash prize during the 11th Central Luzon Excellence Awards for Health (CLExAH) held at Royce Hotel in Clark, Pampanga yesterday.
In his acceptance speech, Governor Daniel R. Fernando cannot help but look back on the COVID-19 pandemic and how the province rose up to the challenges it brought with it.

“Sumiklab ang diwa ng bayanihan. We fought as one, we healed as one. Fast forward to 2025, tangan ang mahahalagang aral ng pandemya, patuloy na nangunguna ang Bulacan sa makabagong reporma sa kalusugan para sa kapakanan ng bawat mamamayan,” the governor said.

The People’s Governor proudly shared that Bulacan is recognized as an active universal healthcare integration site, and continuously equips the Bulacan Medical Center and the nine district hospitals it manages with advanced technologies and facilities.
“Kaisa po tayo ng pamahalaang nasyunal sa pagsulong ng kalusugan para sa lahat. Ito ang sentro ng ating misyon, ang diwa ng ating tungkulin, at ang pangarap natin para sa bawat pamilyang Bulakenyo,” he added.

Fernando shared the joy with other Bulacan local government units who were also recognized in the same event, including the City of San Jose del Monte which clinched the gold, Municipality of Plaridel with a silver, and the Municipality of Santa Maria with a bronze award, underscoring the region's collective commitment to excellence.

Moreover, other LGUs who have also demonstrated remarkable strength across the region, sweeping numerous top spots at the 11th CLExAH include Angat and Guiguinto at Top 4; Hagonoy, Bulakan, and Doña Remedios Trinidad at Top 5; City of Baliwag at Top 7; Obando, Norzagaray, and Balagtas at Top 8; Bustos at Top 9; and Marilao at Top 10.

BALIWAG, BULACAN — In a powerful show of unity and purpose, the Publishers Association of the Philippines, Inc. (PAPI) is set to host its 29th National Press Congress on December 3–4, 2025, at The Greenery in Baliwag, Bulacan.

The event, held in partnership with the Department of Science and Technology (DOST) Region III, the City Government of Baliwag, and the Provincial Government of Bulacan, promises to be a landmark gathering of media professionals, public servants, and science advocates.

DOST-NCR Unveils New Programs for Smarter Metro at RSTW 2025

The Department of Science and Technology–National Capital Region (DOST-NCR) officially kicked off the 2025 Regional Science, Technology, and Innovation Week (RSTW) on November 24, 2025 at the Technological Institute of the Philippines (TIP) in Cubao, Quezon City, marking the final leg of this year’s nationwide celebration. With the theme “Building Smart and Sustainable Communities,” the opening program underscored DOST’s commitment to using science and technology as transformative tools for more resilient and inclusive urban environments in Metro Manila.

In partnership with TIP–Quezon City, the ceremony gathered government officials, academic leaders, private sector partners, and community representatives. TIP President Mr. Angelo Q. Lahoz welcomed the delegates, emphasizing that the theme aligns strongly with the university’s research directions and advocacy toward sustainability. He highlighted how TIP continues to create innovations that directly contribute to smarter cities and improved community living conditions.

DOST Undersecretary for Regional Operations Engr. Sancho A. Mabborang followed with an introduction of the Department’s ILAW Framework for Smart and Sustainable Communities, which stands for Inclusive economies, Learning governance, Adaptive and regenerative planet, and Well-being of people and communities. He described the framework as a strategic guide for local development in the region.

DOST Secretary Dr. Renato U. Solidum Jr. delivered the keynote address, urging stakeholders to ensure that technological progress benefits all sectors of society. “Development needs to be highly contextualized, and ergonomically designed to fit the needs of the people with varied local realities. When solutions are designed this way, they are considered ‘smart’,” he said. He added that “development should not be exclusive but inclusive, and development should not be extractive but sustainable,” emphasizing that progress must empower citizens—particularly the poor and vulnerable—by providing opportunities, choices, and the ability “to be and to do.”

The ceremony also witnessed a series of launches and partnership agreements that showcased DOST-NCR’s ongoing initiatives. Among these were the turnover of TIP ADAPT tools for MSMEs, the turnover of Smart STI Plans for Pasig City and Caloocan City, the formal adoption of GeoRisk PH for NCR local government units through a partnership between DOST-NCR and PHIVOLCS, the launch of the DOST-NCR CITIES360 Program, and a collaboration with Sentinel and BEST Inc. promoting circular economy initiatives in Metro Manila.

A highlight of the program was “Lakbay Disenyo: From Threads to Treads,” a sustainable footwear showcase organized by the Philippine Footwear Federation Inc. and the DOST–Philippine Textile Research Institute, demonstrating locally developed innovations in the footwear and textile industries.

An exhibit area is also open to the public at TIP–Cubao, featuring locally developed technologies, community success stories, and science-based solutions supporting the vision of smarter, more sustainable, and future-ready communities across the National Capital Region. (Nelson Santos)

DOST Camiguin Supports the 3rd Provincial MSME Summit!

The Department of Science and Technology (DOST) Camiguin proudly supports the Provincial Government of Camiguin in the conduct of the 3rd Provincial Micro, Small, and Medium Enterprises (MSME) Summit on November 14, 2025, at the Camiguin Convention Center, Mambajao, Camiguin.

Organized in partnership with PJ Lhuillier, Inc., DTI, DOLE, DICT, and Camiguin Polytechnic State College, the summit will gather around 200 participants from the business sector, government agencies, local government units, mentors, and enablers.

This year, DOST will use this venue to promote rapid upgrading of MSMEs on the island through the integration of AI technologies and digital transformation, which can bring greater convenience to both business owners and customers. PLGU CAGAYAN, ONE OF THE MAIN BENEFICIARY IN REGION 2 OF THE SARAI CENTRO PROJECT OF DOST

The Department of Science and Technology – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) honored the Provincial Government of Cagayan as one of the pilot LGUs in Region Dos for the SARAI CeNTRO project.

Project SARAI (Smarter Approaches to Reinvigorate Agriculture as an Industry in the philippines is an action-research program, funded by DOST-PCAARRD, that focuses on how to mitigate or mitigate the risks caused by climate change by providing agriculture stakeholders with resources. Garden umbrellas that suit their specific location.

It aims to use science and technology such as satellite remote sensing, GIS, crop modeling, and weather prediction to provide farmers with location-appropriate crop umbrellas and decision-making tools.

Meanwhile, the Centralized National Hub for Regional Operations, (CeNTRO) will turn UPLB into a central hub or central stop that will contact regional hubs in all DOST regions. The said hub will monitor climate and farm conditions using weather stations, analyze data, and deliver localized advice for farmers.
Such a project will serve as a great help to the farmers in the province which is the administration of Gov. Edgar 'Manong Egay' Aglipay as one of the solutions to farmers’ problems and to boost their production despite the changing new era.

Farmers, fisherfolks receive over P47 million worth of interventions in Bulacan

CITY OF MALOLOS – More than 700 members of farmers and fisherfolks cooperatives and associations in the province received agricultural and fisheries assistance during the ‘Distribution of Agriculture and Fisheries Interventions’ held yesterday, November 19, 2025, at the Bulacan Sports Complex, Sta. Isabel in this city, as part of the Provincial Government of Bulacan’s, through the Provincial Agriculture Office’s, continuing efforts to uplift the livelihood of agricultural workers and boost local food production.

Qualified beneficiaries, who underwent careful evaluation and validation, were given various farm machineries and fisheries equipment totaling to P10,414,800.00, funded by the Provincial Government of Bulacan, and aimed at supporting their operations and increasing productivity, including 643 pieces of gillnets, 58 units of marine engines, 50 units of cisterns, 27 units of water pumps (STW), 12 units of grasscutters, 10 units of hand tractors, six units of portable rice mills, and four solar-powered irrigation systems.

Additional support from partner national agencies was also turned over, wherein the Philippine Center for Postharvest Development and Mechanization (PhilMech) provided four units of 4-wheel drive tractors amounting to P35,779,000.00; while the Bureau of Fisheries and Aquatic Resources (BFAR) distributed 20 units of fiberglass reinforced plastic (FRP) boats equipped with 12HP engines worth P1,300,000.

In his message, Governor Daniel R. Fernando reaffirmed the provincial government’s commitment to the farming and fishing communities.

“Maliban po sa pagbibigay ng mga binhing pananim, tayo po sa Pamahalaang Panlalawigan ay nakatutok sa iba pang bahagi ng pagsasaka tulad ng pagtatayo ng imprastraktura, pag-aayos ng mga irigasyon, pagbibigay kasanayan sa modernong pagsasaka, at pamamahagi ng mga makabagong kagamitan,” the governor said.

He likewise extended his gratitude to the Department of Agriculture Regional Field Office III for its continued support to the province’s agricultural frontliners.

Representatives from PhilMech, BFAR, and various City and Municipal Offices joined the turnover ceremony, reflecting strong inter-agency cooperation in supporting Bulacan’s agricultural sector.

On the Anniversary of the Maguindanao Massacre

Today, on the anniversary of the Maguindanao Massacre, the Presidential Task Force on Media
Security (PTFOMS) stands in solidarity with the victims' families and the entire media community.

We remember and honor the 58 lives lost, including 32 journalists and media workers who were doing their job – seeking truth and reporting it to the nation. Their sacrifice reminds us of the dangers faced by media professionals in the pursuit of press freedom.

We recognize the ongoing demand for justice across our nation, especially from the families who have suffered for years. This is not just a plea for retribution; it is a strong demand for accountability, for an end to impunity, and for assurance that such an act never happens again.

PTFOMS remains committed to protecting media workers and ensuring justice for all victims
of media-related violence. In December 2019, a Philippine court convicted several principal
suspects, including members of the Ampatuan family, of multiple murder charges.

This marked a significant step toward justice. However, appeals are ongoing, and we understand the journey toward complete justice continues.

We pledge to continue working with all stakeholders to ensure legal processes are followed and to pursue full accountability for those responsible.

The City Government of Laoag, in partnership with the Department of Science and Technology (DOST), has strengthened its commitment to sustainable, science-driven waste management with the establishment of a Pyrolysis Facility at the Sanitary Landfill in Brgy. Balatong.

Representatives from DOST and partner institutions conducted a project visit to the facility today, witnessing firsthand how the innovative technology transforms plastic waste into usable resources that benefit both the environment and the community. The visit highlighted the facility’s operations and its potential to elevate environmental, economic, and social outcomes for the people of Laoag City.

Developed by DOST, the pyrolysis technology converts plastic waste into fuel and other by-products. For residents, this innovation means cleaner surroundings, reduced landfill waste, minimized pollution, and improved public health. The process also lowers greenhouse gas emissions, contributing to ongoing efforts in climate action. Additionally, the energy and by-products generated can support local operations, opening opportunities for sustainable development and possible employment.

The initiative reflects the core principles of the circular economy—where waste is not discarded but transformed into valuable resources that can be reintegrated into the community. During the visit, stakeholders discussed optimizing the facility for energy efficiency, exploring renewable energy integration, and replicating the technology in other municipalities. These discussions underscored how scientific innovation can deliver practical solutions for both people and the environment.

NWU Launches Region I’s First University-Based Innovation Hub; DOST Undersecretary and Regional Directors Lead Unveiling

Northwestern University (NWU) marked a historic milestone with the inauguration of the NWU–DOST Innovation Hub—the first university-based innovation hub in Region I—during a ceremonial launch on November 20, 2025, at 1:00 PM. The event brought together key science and technology leaders whose presence underscored the hub’s transformative impact on the Northern Philippines.

Leading the ceremony was DOST Undersecretary Sancho Mabborang, whose attendance signified strong national support for NWU’s expanding role in research, innovation, and technology development. He was joined by several DOST Regional Directors from across Luzon, highlighting the spirit of multi-regional collaboration and the increasing recognition of NWU’s pioneering contributions to innovation.

The newly opened Innovation Hub features state-of-the-art facilities, including smart boards, 3D printers, prototype fabrication tools, and collaborative ideation spaces.
