MY PERSONAL NOTES WATCHING THE SENATE BLUE RIBBON COMMITTEE HEARING (September 1, 2025) ON FLOOD CONTROL PROJECTS CHAIRED BY SEN. MARCOLETA.

1:05:37 - When being questioned by Sen. Erwin Tulfo, Madam Cezarah distanced herself from 8 out of their 9 companies, “Ay yung ibang companies we’ve divested from those companies, so I am directly lang with Alpha & Omega” at “We are no longer part of those companies.”
BUT WHAT’S THE TRUTH? Nadulas din siya (o nalito na sa lahat ng kasinungalingan??) sa loob lamang ng ilang minuto…
1:20:34 - Senator Jinggoy Estrada: “It is common knowledge that you own 9 companies. Namely, St. Gerrard, St. Timothy, Alpha & Omega, Elite General Contractor, St. Matthew, Great Pacific Builders, YPR General Contractor, Amethyst Horizon Builders, and Waymaker OPC. Am I correct?”
Madam Cezarah simply answered, “Yes po.”
Senator Estrada followed up, “Hanggang ngayon? Until now you own these 9 companies?”
Madam Cezarah once again admitted, “Yes po.”
Then after only a few more minutes, her answer changed once again--
1:30:21 - Senator Estrada: “So, you confirm, lahat ng siyam (9) na iyan kayo o ikaw ang may-ari?”
Madam Cezarah: “PART-owner po…”
Ang kulit!!!
Hindi ko alam kung ano pa ang pinagtatakpan nila pag dating sa pera nila, pero halatang gumagamit sila ng mga dummy. This is not a complete list, but some from the hearing:
(1) ST. TIMOTHY
1:06:00 - Sen. Erwin Tulfo asked Madam Cezarah if she understands what divesting means, to which she answered with an example, “Katulad sa St. Timothy, kay Ma. Roma ko binigay ang aking shares.”
Note- Ms. Ma. Roma Discaya Rimando, is Curlee Discaya’s niece.
1:28:40 - And when Sen. Estrada later questioned Rimando, the truth became very obvious. She revealed that before she became the COO and owner of St. Timothy, she was a mere employee of the Discayas at St. Gerrard Construction (SGC).
1:43:20 - Rimando: “Nagtrabaho din po ako sa St. Gerrard, Mr. Chair… HR Manager po.”
2:55:48 - Rimando: “Mr. Chair, ang sweldo ko nun nasa 30-40 [thousand] po.”
Imagine being able to afford almost ₱888M in paid-up capital with a salary of less than ₱40K/month! When asked where she got the money, she said she borrowed ₱7M from her uncle. How did it reach ₱888M, Sen. Estrada asked.
Her answer: “Nung kumikita na po si St. Timothy, wala po akong nilalabas na sarili kong kita.” …but that still doesn’t answer the question… again, how did she get ₱888M to buy the majority stake in a billion-peso company??
And don’t forget that Cezarah couldn’t have “given” her the shares since their previous SEC filings show that the shares belonged to Miguel Juntura… once also an employee of St. Gerrard. You may remember Juntura from my statement back in October 2024, when we discovered that St. Timothy was part of the Joint Venture for the COMELEC automated election machines.
(2) ELITE GENERAL CONTRACTOR
1:28:51 - As per Rimado, the listed president and owner of Elite, Maritoni Melegrito, is also her cousin.
(3) AMETHYST HORIZON
1:29:43 - Sen. Estrada asked, “Sino si Amethyst Horizon? Sino si John Bryan Eugenio?”
MA’AM CEZARAH answered, “He’s one of our employees.”
Hala ka madam! As Sen. Estrada correctly and succinctly put it, “Ohhh, dummy!” (dummy ibig sabihin nakapangalan lang kunyari sa ibang tao, hindi yung dummy na bobo haha.)
(4) WAYMAKER OPC
1:30:08 - Gerrard Discaya, their eldest son, is listed as the owner. Dinamay pati anak?!! Mababait pa naman anak nila (alam ko kasi puro sila santo). The OPC’s alternate nominee is also Cezarah’s brother, Christian Andrew Cruz, who you may remember as the 1st nominee for a partylist representing INDIGENOUS PEOPLE (mga katutubo).
(5) ST. MATTHEW
Matthew Discaya, also their son, is listed as the majority owner with ₱244.9M in paid-up capital.
I’m sure there’s more to uncover, both with the Discaya group but also the system as a whole.

I hope all relevant authorities act quickly, before they get away. We will continue to do our part. Hindi tayo papayag na basta na lang tatahimik at mawawala ang isyu pagkatapos ng ilang buwan; kailangan may managot. Contractors, Politicians, and DPWH and other government employees. Kung hindi, paulit-ulit lang ‘to mangyayari sa bayan natin.

For next hearing, I hope both the contractors and the DPWH officials will be asked directly: Totoo ba na naga-ADVANCE ang ibang contractor ng hanggang 40% ng project cost sa mga congressman/politiko? Or, whatever the rate may be, is it true that there is an “SOP” or kickback for DPWH projects? Ano ang hatian?
Wala naman sigurong aamin, pero malay mo…
At para sa Discaya group, sana hindi lang si Madam Cesarah ang ipatawag, dahil mukhang mas may alam kanyang Campaign Spokesperson and DPWH Project Mistermind na si Curlee “Great Pacific” Discaya.
