The โฑ13.3 billion system at the center of its chairmanโs suspension moved very differently. COA traced the additional computer fees to years of parallel STRADCOM use even after LTMS was completed. The arrangement survived through internal memoranda, crossed two LTO administrations, and continued charging motorists while the replacement system already existed.
That enforcement asymmetry is now part of the regulatorโs own record. The chairman who signed show-cause orders against operators is himself out of office while an administrative case examines decisions from his LTO tenure.
