STATEMENT | On the Final Report of UN Special Rapporteur Irene Khan to the UN Human Rights Council
June 21, 2025

The PinoyMedia Center (PMC) welcomes the final report of UN Special Rapporteur on Freedom of Opinion and Expression Irene Khan, delivered before the UN Human Rights Council. We especially recognize her acknowledgment of the Philippine government’s domain name system (DNS) blocking of Pinoy Weekly, Bulatlat, and 25 other alternative news sites as a direct form of censorship. This act is a blatant assault on press freedom and must be reversed immediately.

Khan’s report lays bare the grave threats facing press freedom and democratic expression in the Philippines today. We strongly affirm her unwavering support for independent media, which continues to operate despite relentless red-tagging, harassment, and censorship.

The report reinforces what we have long asserted: the over-four-year detention of community journalist Frenchie Mae Cumpio is not only unjust but a clear demonstration of state repression meant to silence dissent and critical journalism.

We echo Khan’s serious concerns about red-tagging, prolonged pretrial detention, and the worsening impunity in journalist killings. These are not isolated violations, but are part of a broader pattern of systemic attacks on life, liberty, and the very foundation of a democratic society.

We support and commit to amplifying Khan’s concrete recommendations to the Philippine government, including:

1. The immediate lifting of website blockings and other forms of censorship targeting critical and alternative media.

2. The decriminalization of libel and cyber-libel, which continue to be weaponized against journalists and dissenters.

3. The abolition of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which has institutionalized red-tagging and vilification of media and civil society.

4. The adoption of an Executive Order denouncing red-tagging, accompanied by clear accountability mechanisms and sanctions for violators.

5. The full implementation of the 2024 Supreme Court ruling that recognized red-tagging as a threat to life and liberty.

6. The creation of a fully resourced, independent mechanism for journalist safety, rooted in human rights standards and participatory processes with civil society and the media sector.

We also reiterate our demand to junk the Anti-Terror Law, which has become a legal weapon for harassment and political persecution under the guise of national security.

The path forward is clear. We urge the Marcos Jr. administration to treat these recommendations not as foreign interference — these are obligations of any government that claims to uphold democracy. What the country needs now is not more rhetoric, but real, urgent action: to protect journalists, uphold freedom of expression, and safeguard the fundamental rights of the Filipino people.
