Five Years Too Long: Repeal the Anti-Terror Law Now
Today, July 3, 2025, marks 5 years since the Anti-Terror Law (ATL) was enacted—5 years of red-tagging, repression, and the criminalization of development and humanitarian work in the Philippines.
Instead of protecting the people, the ATL and Terrorism Financing Prevention and Suppression Act (TFPSA) have been used to target NGOs, CSOs, activists, and development workers. Groups like CPA (Cordillera Peoples Alliance), LCDE (Leyte Center for Development), PDG (Paghidaet sa Kauswagan Development Group), CERNET (Community Empowerment Resource Network), and RMP (Rural Missionaries of the Philippines) face frozen assets, false terrorism charges, and blocked aid efforts. Journalists like Frenchie Mae Cumpio remain unjustly detained - reflecting a broader pattern of silencing dissent. Enforced disappearances, harassment, and legal persecution have become tools of state repression.
The NTF-ELCAC has fueled the attacks, using public platforms and state resources to vilify civil society. Together, the ATL, TFPSA, and NTF-ELCAC have created a climate of fear, blocking aid, cutting off communities, and punishing those who serve the marginalized.
The Defend NGO Alliance demands the repeal of the ATL and TFPSA and the abolition of NTF-ELCAC. We call for an end to red-tagging, asset freezing, and the criminalization of development work.
