DOST Secretary Renato U. Solidum, Jr. witnessed it firsthand during his visit to Northern Mindanao, where he toured the Northern Mindanao Food Innovation Center (NMFIC) at the University of Science and Technology of Southern Philippines (USTP) and the Salt Industry Project in Alubijid, Misamis Oriental.

Since its inception in 2015, NMFIC has developed 10 food technologies that are already available in the market. DOST supports the center through collaborations, partnerships, and trainings. While in Alubijid, a salt producer received Salt Cook Technology through the Community Empowerment through Science and Technology (CEST) Program. This allows the firm to produce salts all year round, even in the rainy season.

Accompanied by Assistant Regional Director for Technical Services, Engr. Ruel Vincent Banal, the Secretary saw how these projects, supported by DOST interventions, are now thriving hubs of innovation.

To ensure that innovative technologies from local research institutions find their way to industry partners, the Department of Science and Technology (DOST) Region 02 continue to advance its efforts in technology transfer and commercialization through a series of Fairness Opinion Board (FOB) Meetings.

Recently, the Fairness Opinion Report (FOR) for the C-TRIKE technology, a locally developed transport innovation by Cagayan State University, was endorsed for adoption by LMPRESS Corp. in Iguig, Cagayan. This adoption highlights the regionโ€™s push for sustainable mobility and the utilization of homegrown solutions to address community needs.

In another FOB Meeting, the adoption of Isabela State Universityโ€™s (ISU) 3-flavored duck egg technology was endorsed for Aqu Chick Boy Meat Shop & General Merchandise in San Mateo, Isabela. This flavored duck egg innovation aims to add value to traditional products, create agribusiness opportunities, and support local enterprises.

The FOB Meeting was facilitated by the FOB Secretariat under the leadership of Regional Director Virginia G. Bilgera, ensuring that the evaluation process was transparent, participatory, and aligned with DOSTโ€™s technology transfer guidelines.
Mandated under the Philippine Technology Transfer Act of 2009 (RA 10055), the Fairness Opinion Board (FOB) is an independent body of experts that reviews technology transfer agreements to ensure they are fair, reasonable, and beneficial to both research institutions and industry adopters, safeguarding public interest while fostering stronger research-industry collaboration.

Through these technology adoptions, DOST-02 continues to fulfill its mission of bridging research outputs to industry applications, empowering local businesses, and contributing to the socio-economic growth of the Cagayan Valley Region.

Manila, Philippines โ€” September 16, 2025 โ€” The Philippines has reached a new milestone in global competitiveness, climbing to 50th place in the 2025 Global Innovation Index (GII)โ€”its best performance to date.

The Global Innovation Index (GII), produced annually by the World Intellectual Property Organization (WIPO) and global partners, ranks over 139 economies based on innovation inputsโ€”such as human capital, research and development (R&D), and institutionsโ€”and outputs, including knowledge, technology, and creative products.

The Philippines has shown steady progress in recent years: from 59th in 2022, 56th in 2023, 53rd in 2024, and now 50th in 2025. The country also ranked 3rd among lower middle-income economies, underscoring its growing strength in science, technology, and innovation (STI) across Southeast Asia, East Asia, and Oceania.

At the core of this achievement is the Department of Science and Technology (DOST), which drives the nationโ€™s innovation momentum by funding research, supporting talent, and linking enterprises to global markets. In the past three years alone, DOST has funded more than 3,000 R&D projects across 17 regions, advancing solutions in climate resilience, health, digital transformation, and advanced manufacturing.

Equally crucial is talent development. DOST supports over 45,000 undergraduate and graduate scholars, while the Philippine Science High School System nurtures more than 6,000 young scientists annually, ensuring a strong pipeline of future innovators.
DOST also bridges research and enterprise through its Small Enterprise Technology Upgrading Program (SETUP), which has helped over 5,000 MSMEs modernize operations, while programs like PROPEL and the DOST-PCCI Business Technology Hub accelerate the commercialization of homegrown technologies and connect them to global value chains.

Looking ahead, the Department is steering investments into eight frontier R&D areas: Artificial Intelligence, Quantum Computing, Geospatial Analytics, Industry 4.0, Circular Economy, Smart Agriculture, Biologics in Pharmaceuticals, and Smart Technologies.

Laoag City, Ilocos Norte โ€“ The Department of Science and Technology Region 1 (DOST Region 1) has formalized a Triple Partnership with Mariano Marcos State University (MMSU), Northwestern University (NWU), and Northern Christian College (NCC) to co-host the upcoming 2025 National Science, Technology and Innovation Week (2025 NSTW) in Region 1. The collaboration, led by DOST Regional Director Teresita A. Tabaog, underscores the regionโ€™s commitment to advancing science, technology, and innovation through strengthened partnerships with State Universities and Colleges (SUCs) and Higher Education Institutions (HEIs).

Joining Dr. Tabaog in this milestone partnership are MMSU President Julius P. Manzano, NWU President Ferdinand S. Nicolas, and NCC President and CEO Lucris Carina N. Agnir-Paraan. The three (3) academic institutions have pledged significant contributions to ensure the success of NSTW 2025.

MMSU will mobilize its faculty, staff, and students to participate in major NSTW activities, including the Opening and Closing Ceremonies, Evening Cultural Events, and Plenary Sessions. The university will provide ushers and usherettes, ROTC marshals for traffic and parking assistance, cultural performers (Nasudi Chorale and Dance Troupe), transportation services for VIPs and performers, and venues for JSPS-coordinated activities.

On the other hand, NWU will serve as the venue for four (4) major Thematic Fora on Human Well-being, Wealth Creation, Wealth Protection, and Sustainability. To support this, NWU will mobilize officials, employees, and students to attend activities, provide faculty facilitators, IT support staff, marshals, and directional signages, and extend transportation support with a coaster and bus to shuttle participants across NSTW venues in Laoag City.

Meanwhile, NCC will actively support the NSTW by engaging its academic community in activities such as the SALINHALI Symposium Series and Scienteach sessions. The collegeโ€™s NCC Auditorium will serve as one of the official NSTW venues with deployed IT support staff to ensure smooth program delivery.

Strengthening Science, Technology, and Innovation,
this Triple Partnership of DOST Region 1 between MMSU, NWU, and NCC symbolizes a collective effort to showcase and advance science, technology, and innovation in the region. The Philippines is poised for a digital revolution with the enactment of the E-Governance Law (Republic Act No. 12254), a landmark measure championed by Senate Minority Leader Alan Peter Cayetano designed as a gateway to unprecedented public service efficiency.

In a statement, Cayetano said the law is intended โ€œnot only for us to catch up, but to lead us through the possibility of e-governance amid robotics, Artificial Intelligence and during this digital age.โ€

โ€œOnly God knows the limitation on e-governance. Halos unlimited ang opportunities. Think of it and it can be done. Gusto niyo ng e-payments, transactions na walang pila, na gamitin ay isang app lang, facial recognition โ€” magagawa po ito sa bagong batas,โ€ Cayetano said on September 11, 2025.

The E-Governance Act, which was signed by the President on September 5, 2025, is expected to enhance government efficiency, streamline services, and promote transparency through the use of Information and Communications Technology โ€“ ensuring that both citizens and businesses benefit from digital transformation.

Cayetano sponsored the measure in the 19th Congress as chair of the Senate Committee on Science and Technology.

Alongside the Konektadong Pinoy Law which he also authored and sponsored, the Minority Leader stressed that robust infrastructure must be in place to fully implement the E-Governance Law.

โ€œHindi ito parang isang bill na kapag ginawa natin ay solved na lahat kasi right after this. Some of our people may say, โ€˜Uy maganda 'yang E-governance Law, pero wala naman signal o mahal naman internet sa amin.โ€™ We shouldn't take this law by itself. Kung hindi ibi-build yโ€™ung infrastructure sa digital age, hindi mo makukuha ang benefits ng digital age,โ€ he said.

"E-Governance is not per se the solution to all of our problems. But it is a tool that, if used effectively and assigned properly to various agencies, can address many of our challenges today," he added

On August 26, 2025, Engr. Ruel Vincent C. Banal represented DOST-10 in a coordination meeting organized by OWWA on the establishment of the Seafarers Hub in Cagayan de Oro City.

The Seafarersโ€™ Hub will be a physical one-stop center where sea-based OFWs and their families can access services while waiting for deployment, training, or documents. Patterned after the first hub in Manila, it will be open 24/7 and offer rest areas, free Wi-Fi, charging stations, food and drinks, legal aid, and basic health services like check-ups. It will also host training and skills programs to protect seafarersโ€™ rights and support their development. The hub, proposed to be built in Cagayan de Oro City proper, will extend these benefits to seafarers in Northern Mindanao.

In support of this initiative, DOST highlighted its program specifically designed for OFWs.The IFWD PH Program is one of the reintegration pathways for seafarers and their families, providing training, consultancy, and innovation funding to help them establish sustainable livelihoods. At present, there are returning OFWs in Northern Mindanao that were assisted under this program.

The Department of Science and Technology Regional Office II (DOST RO2), in collaboration with the Provincial Science and Technology Officeโ€“Quirino (PSTO-Quirino) and the Commission on Audit (COA), conducted a monitoring visit to Micro, Small, and Medium Enterprises (MSMEs) supported under the Small Enterprise Technology Upgrading Program (SETUP) in Quirino Province.

The visit focused on equipment tagging and validation to ensure proper use of the technologies provided, while also assessing their initial impact on business operations. A total of five (5) MSMEs were monitored, with around โ‚ฑ3 million in assistance granted through SETUP.

SETUP is a flagship program of DOST that helps MSMEs enhance competitiveness through technology upgrades, expert consultations, and other S&T interventions. By offering these resources, the program supports local businesses in improving productivity, building resilience, and achieving sustainability.

During the visit, Mr. Raffy Malazzab, a COA Audit Team Member, noted the positive outcomes of the program. One notable success story came from Mr. John Albert Mandac, owner of OCM Furniture Shop, who reported a 20% increase in sales after acquiring DOST-supported equipment, citing significant improvements in speed and efficiency.

The Department of Science and Technology Region 1 (DOST Region 1), in partnership with the DOSTโ€“Science and Technology Information Institute (DOSTโ€“STII), officially held the 2025 National Science, Technology, and Innovation Week (NSTW) Media Kickoff on September 8, 2025, at Harolds Hotel, Quezon City.

The event was graced by DOST Secretary Renato U. Solidum Jr., alongside Undersecretaries Maridon O. Sahagun, Leah J. Buendia, and Sancho A. Mabborang; Assistant Secretaries Maria Theresa De Guzman and Napoleon K. Juanillo Jr.; and DOST Region 1 Regional Director Teresita A. Tabaog.

This yearโ€™s NSTW is set on November 18โ€“21, 2025, in Laoag City, Ilocos Norte, marking the first time that DOST Region 1 will host this national milestone celebration.

In his message, Secretary Solidum emphasized the departmentโ€™s thrust of โ€œAgham na Ramdamโ€โ€”ensuring that the benefits of science, technology, and innovation (STI) are genuinely experienced by local communities. โ€œWe want science to be felt at the local level by our kababayans. This is what we call Agham na Ramdam. We are not only showcasing locally developed technologies and outputs; we are also opening doors for their transfer, adoption, and integration into everyday life,โ€ he said.

With the theme โ€œBuilding Smart and Sustainable Communities,โ€ NSTW 2025 seeks to raise public awareness and appreciation of STI, highlight its role in driving socio-economic growth, and recognize the valuable contributions of Filipino scientists, researchers, and innovators.

The kickoff was attended by the DOST OneSTIGlat family led by Dir. Teresita A. Tabaog, together with DOSTโ€“Ilocos Sur Provincial Director Jordan L. Abad, DOSTโ€“Ilocos Norte Provincial Director Brian U. Rasco, Regional S&T Promotion Program Center Head Carla Joyce B. Cajala, and Mr. Lemuel Castigo. Special numbers were also presented by Mr. Edrussell Castillo, Ms. Monette Vicente, and Mr. Nikko Ofo-ob.

On September 5, 2025, Department of Science and Technology (DOST) Secretary Renato U. Solidum, Jr. led the agencyโ€™s delegation to the Strategic Partnership Forum with the Provincial Government of Cagayan, where they were warmly welcomed by Governor Edgar B. Aglipay.

Sec. Solidum presented DOSTโ€™s major programs and identified strong opportunities for collaboration and intervention in the province. He was joined by Usec. Sancho Mabborang, who introduced the Smart and Sustainable Communities Program, and Dr. Virginia Bilgera, who highlighted the accomplishments and initiatives of DOST Region II. Also present was Asec. Maria Teresa de Guzman, lending support through her role in advancing countryside development.

In his Opening Remarks, Governor Aglipay affirmed that DOSTโ€™s aspirationsโ€”promoting human well-being, fostering wealth creation, reinforcing wealth protection, and institutionalizing sustainabilityโ€”are also the aspirations of Cagayan.

To further inspire innovation to the officials and representatives of the Province, DOST also invited Balik Scientists and inventors specializing in robotics, traffic management, and waste management. They shared forward-looking solutions for possible interventions in the province.
