On October 16, 2025, the DICT Region X conducted a Cybersecurity Essentials Workshop with the dedicated healthcare team of First Misamis Oriental General Hospital (FMOGH) in North Poblacion, Medina, Misamis Oriental.

The session empowered 25 hospital personnel with practical knowledge on:

Citronella Convention Culminates with a Call for Collaboration and Action

LAL-LO, CAGAYAN — The 1st Regional Citronella Convention held in Lal-lo, Cagayan concluded on a hopeful and inspiring note, bringing together local leaders, scientists, and community members united by one goal — to strengthen the citronella industry in the region.

In her heartfelt message, Hon. Maria Olive B. Pascual, Lal-lo Vice Mayor and President of the Rural Improvement Club (RIC), praised the efforts of women and farmers behind the thriving citronella movement.
“Gusto ko lang sabihing hindi mahirap mangarap pero kailangan meron kang gawin para ito ay makamit mo — at iyan po ang ginagawa ng Rural Improvement Club (RIC) members natin — ang backbone ng citronella industry dito sa Lal-lo,” she said, recognizing the RIC’s hands-on dedication to community development.
Engr. Maria Teresa B. De Guzman, DOST Assistant Secretary for Countryside Development, urged participants to turn lessons into tangible actions.
“Let us prove that through science and collaboration, we can build a greener, healthier, and more prosperous countryside for all,” she emphasized. “Plant those citronella saplings, refine that oil, develop that product, draft those supportive policies, and continue this network of collaboration beyond this convention hall.”

Capping the event, Dr. Virginia G. Bilgera, DOST Region 02 Regional Director, highlighted the importance of partnerships in sustaining initiatives like this.

“DOST cannot do this alone, we need partners and that is why we are here together. This is not just the end, this is just a beginning. Congratulations to everyone who became part of this regional event!”
As the curtains closed, the convention left participants inspired — a testament that through science, unity, and community spirit, Lal-lo’s citronella industry is set to bloom stronger than ever.

CMMA Posthumously Honors Veteran Journalist Juan “Johnny” P. Dayang With Serviam Award
The Catholic Mass Media Awards (CMMA) will posthumously honor the late Juan P. “Johnny” Dayang, veteran journalist, publisher, and advocate for ethical media, with the 2024 CMMA Serviam Award. Established in memory of CMMA founder Jaime L. Cardinal Sin, the award recognizes media professionals whose lives reflect Christian service, integrity, and faith-inspired communication.

Dayang, who passed away on April 29, 2025, served as CMMA Board Secretary, president of the Publishers Association of the Philippines, Inc. (PAPI), president of the Manila Overseas Press Club, and founding president of the Federation of Provincial Press Clubs of the Philippines. He also served as a UNESCO commissioner, Red Cross governor, and former mayor of Kalibo.

He played a key role in establishing the CMMA, including introducing Cardinal Jaime L. Sin to Ambassador Antonio Cabangon Chua, helping bring the awards to life, a vision he nurtured until his final days.

“Our father was a staunch advocate of the Catholic Mass Media Awards,” said Juan E. Dayang, Jr., senior diplomat at the Philippine Embassy in Ankara, Turkiye. “It was his dream to see the CMMA thrive. Although I cannot be there in person, I am proud that his daughters will receive this award on behalf of our family, honoring a legacy that touched countless lives.”

Dayang was tragically killed at his home in Kalibo, Aklan, on April 29, 2025. His passing drew condemnation from national and international organizations. UNESCO Director-General Audrey Azoulay said, “I condemn the killing of Juan Dayang and call for a transparent and thorough investigation to ensure that the perpetrators are brought to justice. Impunity for such crimes must not be tolerated as it only emboldens those who seek to silence journalists and prevent them from fulfilling their crucial role of informing the public.”

Awarding Ceremony

The 47th Catholic Mass Media Awards will present the Serviam Award posthumously to Juan “Johnny” Dayang at the Citystate Tower Hotel, 1315 A. Mabini Street, Ermita, Manila, on Wednesday, November 19, 2025, at 5:00 PM.

The award will be received by his daughters, Bernadette Dayang and Geraldine E. Dayang-Fernando. Juan E. Dayang, Jr., currently a senior diplomat at the Philippine Embassy in Ankara, Turkiye, is unable to attend.

“This award honors our father’s life and work,” said Bernadette and Geraldine Dayang. “He lived by the principles of service, faith, and truth. We are proud to continue his legacy.”

A new hub for Esports innovation, competition, and digital excellence in the Philippines and beyond
Parañaque City, Philippines — November 10, 2025. The Esports World Federation (ESWF) and the International Federation of Esports MOBA (IFES MOBA) proudly announce the official opening of the World Esports MOBA Headquarters at The Peak Central Tower, Parañaque City — a milestone that cements the Philippines’ status as one of Asia’s fastest-growing Esports destinations.

DOST Launches Regional STI Fair: Showcases Innovations with Tangible Community Impact

Empowering communities through science and innovation, the Department of Science and Technology (DOST) launched the National Science, Technology, and Innovation Week (NSTW) at Malolos Sports and Convention Center, New City Hall Compound in Malolos, Bulacan, on November 12.

In partnership with the Bulacan State University (BulSU) and the Local Government Units (LGUs) of Malolos and Guiguinto, the event focused with its central theme, "Science, Technology, and Innovation: Partner in Building a Resilient, Prosperous, and Secure Future" with a regional subtheme: "Building Smart and Sustainable Communities in Central Luzon" which will run from November 11-14.

The participants engaged in activities such as project visits in BulSU, press conferences, exhibits, Techno Forum on SMART Agriculture, and many others. Exhibitors also had a chance to showcase their latest Science, Technology, and Innovation (STI) breakthrough through their consortium with DOST Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD).

During the opening ceremonies, DOST Secretary Renato U. Solidum Jr. highlighted the crucial link between scientific research and entrepreneurship. He highlighted the DOST’s continuing efforts to transform innovations into viable business ventures that can create jobs, boost local industries, and contribute to national progress.

“We don't only focus on national use of our innovation but to be exported to other countries. This program ensures that our research outputs are translated into market-ready products and thriving enterprises. By empowering Filipino scientists and techno entrepreneurs to become globally competitive business leaders, the program strengthens the vital connection between innovation and inclusive economic growth,” he stated.

“We are focusing on making sure that science and business go together for us to achieve our mission to have social and economic benefits for our kababayan,” he further emphasized.

Meanwhile, Usec. Sancho Mabborang also underscored the importance of strengthening the region’s innovation ecosystem and maximizing the potential of research-driven solutions for community advancement.

“This three-day celebration event does not only show our contributions but rather it will provide a bigger picture of the greater heights that we can still reach with STI. Our harmonized efforts have enhanced the capacity and capability of LGUs to adapt SSCP (Smart and Sustainable Communities Program) initiatives fostering a culture of innovation and collaboration in the entire region,” Usec. Mabborang stated.

The succeeding days of NSTW will also feature the Inauguration of iHub AMCen (Innovation Hub Advanced Manufacturing Center), and SARA ICeNTRO (Smarter Approaches to Reinvigorate Agriculture as an Industry) in Central Luzon in San Fernando, Pampanga, and the Inauguration and Blessing of iLAB in Guiguinto and PSTO Bulacan Office. Both initiatives were spearheaded by DOST to support local industries particularly startups and MSMEs (Micro, Small, and Medium Enterprises), and develop science-based technologies and protocols for climate-smart agriculture.

Central Luzon Enters New Phase of Innovation with Launch of DOST Hubs

The Department of Science and Technology (DOST) formally launched three major facilities that are expected to strengthen research, innovation, and industry support in Central Luzon. The inauguration of the DOST III Innovation Hub (iHUB), the Smarter Approaches to Reinvigorate Agriculture as an Industry in the Philippines Centralized National Hub for Regional Operations (SARAI CeNTRo), and the Advanced Manufacturing Center (AMCen) took place on November 13, 2025 at the DOST Region III Office located at the Diosdado Macapagal Government Center, Maimpis, City of San Fernando, Pampanga. The event served as one of the key highlights of the 2025 Regional Science, Technology, and Innovation Week (RSTW) hosted by DOST-Central Luzon.

The inauguration was led by DOST Secretary Renato U. Solidum Jr., together with Undersecretary for Regional Operations Engr. Sancho A. Mabborang and DOST Region III Director Dr. Julius Caesar V. Sicat. Officials from local government units, partner institutions, and representatives from the academic, public, and private sectors also attended the launch.

The newly opened AMCen provides access to advanced prototyping and product development equipment aimed at supporting startups, MSMEs, and local manufacturers in improving innovation capacity and competitiveness. SARAI CeNTRo enhances the region’s efforts in climate-smart and data-driven agriculture by offering research-based tools and decision-support systems that assist farmers and local governments in addressing climate and production challenges. The DOST-Central Luzon Innovation Hub, or iHUB, offers a modern co-working and collaboration space designed to support researchers, innovators, students, and enterprises in developing ideas and moving technologies closer to commercialization.

In a separate activity held in Cloverleaf, Sta. Cruz, Bulacan, DOST also opened iLAB Guiguinto, a dedicated tissue culture laboratory aimed at boosting the ornamental plants industry in the province. The facility is expected to help expand the availability of high-quality planting materials and support local agri-based businesses.

The establishment of these facilities reflects DOST’s continuing efforts to build a stronger science and technology ecosystem in Central Luzon. The Supreme Court (SC) En Banc, through a Resolution dated October 28, 2025, in A.M No. 25-10-21-SC, has approved the Uniform Guidelines on the Suspension of Work and Court Operations in the Trial Courts (Guidelines). The Guidelines set clear procedures for suspending work and trial court operations during typhoons and other natural calamities, transport strikes, interruption of utility services, holidays, and similar situations.

This is aligned with the SC’s Strategic Plan for Judicial Innovations 2022-2027 (SPJI), which promotes efficiency through decentralized court administration. While the Chief Justice retains the authority to suspend work and court operations, the Guidelines allow limited delegation to the Office of the Court Administrator (OCA), including the Office of the Regional Court Manager (ORCM) for their respective areas, and Executive Judges for their stations.

The Guidelines ensure uniform and consistent procedures across all trial courts. Below are the key provisions:

Typhoons and other natural calamities

For typhoons or heavy rainfall, the ORCM may suspend work and court operations for up to three consecutive days, based on national and local advisories, weather forecasts, rainfall and typhoon warnings, and the area’s vulnerability to flooding or landslides.

In sudden calamities, such as earthquakes, fires, landslides, or volcanic eruptions, the Executive Judge may declare suspension for a period not exceeding one day and must submit a report to the ORCM within one day. The report must state the basis for the suspension, the condition of court personnel and facilities, and whether an extension is needed. The ORCM may extend the suspension for up to two more consecutive days as necessary.

Any suspension beyond three consecutive days requires clearance from the Court Administrator.

Transport strikes and large-scale rallies

For transport strikes and other large rallies, the Executive Judge must notify the ORCM within one day of receiving information. The ORCM may suspend work and court operations in the affected trial courts for up to three consecutive days, considering relevant factors such as national and local government advisories, the scale and location of the event, and its impact on court personnel.

For sudden, unannounced strikes or rallies, the Executive Judge may suspend work on the same day. They must then submit a report to the ORCM detailing the basis for the suspension and recommending any needed extension. The ORCM may extend the suspension for up to two more consecutive days. Any suspension beyond three consecutive days requires clearance from the Court Administrator.

Interruption of Utility Services

For sudden and unannounced electricity interruptions, the Executive Judge may suspend work if: (1) the electricity provider or local government advises that power will not be restored within two hours, or (2) no advisory is issued but power remains out for at least two hours. The Executive Judge must report to the ORCM—either through email, SMS, or any instant messaging application—the factual basis for the suspension and whether an extension is needed. The ORCM may extend the suspension for up to two more consecutive days, if needed.

If the power interruption is announced in advance, the ORCM may suspend work upon the Executive Judge’s recommendation. Any suspension beyond three consecutive days requires prior clearance from the Court Administrator.

Internet and water service interruptions are not valid grounds for suspension.

For prolonged disruption of any utility service, the ORCM must submit a report and recommendations to the Court Administrator.

Local holidays and celebrations

For permanent local non-working holidays, which are declared by law to be observed annually within a locality, the ORCM will announce the suspension at least one week before the holiday.

For temporary local non-working holidays, i.e., those declared by the President for observance only within the year, the Executive Judge must inform the ORCM within one day of the Office of the President’s declaration. The ORCM will issue the suspension order within one day of being notified.

For local celebrations, such as town fiestas and charter days, the Executive Judge must notify the ORCM within one day of the LGU declaration. The ORCM will declare the suspension within one day. If the suspension will exceed three days, prior clearance from the Court Administrator is needed.

For legal Muslim holidays, the ORCM may suspend work and court operations and/or excuse Muslim judges and court personnel from reporting to work, in line with A.M. No. 25-03-04-SC (Re: Muslim Religious Observances), which provides flexible working hours for Muslim judges and court personnel during Ramadan.

For all other instances requiring suspension of work and trial court operations, the ORCM or the Executive Judge may declare suspension, subject to the Court Administrator’s review.

Under the Guidelines, any work suspension declared by the ORCMs or Executive Judges shall be reviewed by the Court Administrator, who may reverse the suspension.

Executive Judges must ensure a skeleton workforce remains on duty to handle urgent matters such as bail applications, release orders, writs of habeas corpus, and similar urgent reliefs, and to keep official hotlines operational.

The Guidelines also require prompt notification to parties, law enforcement agencies, and the public. Immediately after declaring suspension, the Executive Judge or ORCM must inform the SC Communications Office through its official email [email protected].
