Makabayan Bloc: 2027 Budget Slashes Social Services, Inflates Pork and Flood Control

The Makabayan Bloc on Friday denounced the proposed ₱7.2-trillion 2027 National Expenditure Program, accusing the Marcos administration of gutting social services while inflating infrastructure and militarization funds.

Progressive lawmakers noted a 5.5% cut in social services, contrasted with ₱275.76 billion in new allocations for infrastructure agencies.

The Department of Transportation’s budget more than doubles by 118.97%, while the Department of Public Works and Highways gains ₱113.02 billion.

The bloc warned that ₱107.4 billion earmarked for flood control projects revives corruption-prone schemes, with ₱83.85 billion for DPWH’s Flood Management Program, ₱19.6 billion for foreign-assisted projects, and ₱3.4 billion for MMDA.

They branded the budget a “war chest” for entrenched patronage, saying it prioritizes pork and plunder over the people’s basic needs.

Tinio blasts Palace denial: Marcos cannot feign ignorance of ₱24-B ‘leadership fund’

“The President signed this budget. His alter ego implemented it. No amount of hand-washing by Malacañang can erase that fact. Accountability must be shouldered by those who allowed this monumental betrayal of public trust to happen, and the people should know where the leadership fund went,” Tinio concluded.

(OPINION) VENERATION WITHOUT THINKING (Chapter 7)

The annulment system is the private face of the doctrine’s injustice. In public, the Church defends the sacred indissolubility of marriage. In practice, the Church dissolves marriages — for those who can afford the process.

(OPINION) When DPWH Infrastructure Projects Matter Over Life, Food, and Security

The proposed 2027 national budget deserves scrutiny because it puts DPWH at the center of spending, while health, social services, agriculture, and national defense receive smaller shares. That kind of allocation can signal a government more eager to build visible projects than to strengthen the less glamorous but more urgent foundations of public welfare.
