A new scientific analysis concludes that Super Typhoon Ragasa, which devastated parts of northern Luzon and eastern Taiwan in late September, bore the fingerprints of human-driven climate change.

Between September 21 and 23, Ragasa underwent rapid intensification to Category 5 strength, unleashing torrential rain, floods, and landslides.

Greenpeace Philippines warned that up to PHP 1.089 trillion in climate funds may have been lost to corruption since 2023, based on government data and Senate inquiry estimates.

The group said the Department of Public Works and Highways (DPWH) controlled 90 percent of climate-tagged projects in 2025, worth PHP 800 billion. Greenpeace calculated PHP 560 billion of this amount is vulnerable to corruption.

Flood-related projects alone accounted for PHP 248 billion in 2025. Using Senate corruption estimates of 51 to 70 percent, Greenpeace said PHP 173 billion from these projects could have been siphoned off.

Civil society organizations have pressed the Philippine government to raise its ambition in the country’s updated climate commitments, warning that existing plans remain inadequate amid corruption scandals in flood control projects.

The Philippines pledged in 2021 to cut its greenhouse gas emissions by 75 percent within 2020–2030. However, 72.29 percent of this target is “conditional,” dependent on international finance and technical support.

“The recent flood control scandals have shown us that current climate strategies are simply not enough. We need a stronger commitment in our next NDC, and we are more than capable of turning promises into actions,” said John Leo Algo, national coordinator of Aksyon Klima Pilipinas (AKP).

Cardinal Pablo Virgilio David of Kalookan opened the Laudato Si’ Summit and Festival at Ateneo de Manila University on September 4 with a sharp denunciation of corruption and greed, warning that the country’s worsening ecological and social crises are rooted in what he called “avarice.”

“You cannot serve God and mammon,” the prelate said, stressing that society’s obsession with wealth, status, and power fuels destructive development projects, government reliance on gambling revenues, and the deepening vulnerability of poor communities to disasters and displacement.
