SAN JUAN CITY — Former Ilocos Sur Governor Luis “Chavit” Singson on Friday (Sept. 19, 2025) urged the youth to spearhead a peaceful revolution against corruption in government.
In a press conference at Club Filipino, Singson emphasized that the movement should remain peaceful and encouraged high school and college students to take the lead until corrupt officials are removed from office.
He also called on military generals to allow their children to join protest actions. “Trillions are lost to corruption. This is for your future, the youth. We are only helping you,” Singson said, while urging students to skip classes as a form of protest.
Singson cited alleged irregularities in flood control projects, particularly in Region I and Ilocos Norte, amounting to billions of pesos. He said the project of St. Matthew Construction alone was worth nearly P1 billion, while St. Gerrard Construction had a P600-million project.
He added that an investigation in the Senate would take too long, and instead appealed to the Independent Commission for Infrastructure (ICI), led by Baguio City Mayor Benjamin Magalong and former DPWH Secretary Rogelio “Babes” Singson, to prioritize Region I ahead of the Bicol Region.
Singson further declared that “there is no more Solid North” and stressed the need for unity among Filipinos beyond political colors to remove corrupt officials.
The former governor, however, underscored that the peaceful revolution should not lead to violence, citing the bloody protests in Nepal as an example to avoid.
Finally, Singson renewed his call on the military, the Church, and the youth sector to unite and push for genuine change by ousting corrupt government officials.

VIP Act signed, DOST to lead institute on virology research

President Ferdinand Marcos Jr. signed into law the Virology and Vaccine Institute of the Philippines (VIP) Act on September 12, 2025, officially designating the VIP as the country’s premier national institute for virology research and vaccine development under the Department of Science and Technology (DOST). The initiative, led by the DOST, aims to bolster the nation’s public health defenses and strengthen preparedness for future disease outbreaks.
Following the principles of the One Health Approach, the VIP will spearhead the development of locally made diagnostics, therapeutics, and vaccines targeting viral diseases and pathogens affecting humans, animals, and plants. Through this initiative, the DOST aims to build stronger public health defenses and improve the country’s preparedness for future disease outbreaks, safeguarding both human health and food security.
“The establishment of the VIP marks the country’s commitment to strengthen local capacities in preparing for and responding to public health threats such as pandemics and disease outbreaks,” said DOST Secretary Renato Solidum, Jr. “By building our capacities to face these threats, we protect the health and well-being of Filipinos, strengthen our economic resilience, and ensure sustainability,” he added.
Viral diseases that are common in the country, according to the Department of Health, include: Acute Respiratory Infection, Influenza, Chicken pox, Dengue, Hepatitis, and Measles. The VIP is also able to address viral diseases in animals like the African Swine Fever and Avian Influenza. In plants, the VIP is developing an early detection system for Tomato Leaf Curl Virus (now classified as Begomovirus coheni), which affects solanaceous cash crops. The initiative, led by the DOST, aims to bolster the nation’s public health defenses and strengthen preparedness for future disease outbreaks.
“Viruses are among the fastest-evolving threats to human, animal, and plant health, and we must keep pace with this reality. At present, the Philippines does not have a dedicated institution that focuses on diagnostics, therapeutics, and vaccine development against viral diseases,” said DOST Undersecretary Leah J. Buendia. “With the growing number of viral infections affecting people, livestock, and crops, the need for a state-of-the-art virology research center has never been more urgent.”
The VIP’s mandate covers a wide range of critical functions. It will undertake discovery programs in virology and related disciplines, conduct vaccine research, and develop diagnostics and therapeutics for viruses and other pathogens. It will also promote evidence-based policies on virology and vaccine science, forge partnerships with local and international research networks, and train and engage experts to build national capacity. In addition, the institute will invest and operate state-of-the-art virology infrastructure while providing technical assistance to support the broader research community.
To ensure a multidisciplinary and coordinated approach, the DOST will work closely with the Department of Health (DOH), the Department of Agriculture (DA), and other relevant agencies in implementing the institute’s programs. In its first five years, the VIP will focus on strengthening local research capacities and expanding the country’s body of knowledge on virus strains and diseases, laying the groundwork for a more resilient and prepared Philippines.
“With the enactment of the VIP Law, we, at the DOST, are committed to releasing the Implementing Rules and Regulations (IRR) within 90 days. We will also gear up for extensive public consultations to ensure that the law is implemented transparently and inclusively,” said Dr. Jaime C. Montoya, Executive Director of DOST-PCHRD.

UP Scientists Study the Contributions of Katipunero

The lives and careers of the Filipino Ilustrados in Madrid in the last two decades of the 19th century are well known. Figures such as Dr José Rizal, General Antonio Luna, Juan Luna, and Marcelo H. del Pilar are familiar to many Filipinos. However, the career of Dr. Francisco Tongio Liongson is less so. Like General Luna, Liongson trained as a scientist at the Universidad Central de Madrid, where he earned his doctorate, and pursued postdoctoral training at the Institut Pasteur in Paris. As with many Filipino scientists who studied overseas, he returned home with the intention of establishing laboratories and teaching future medical students, had the revolution not occurred and Philippine independence been secured.
Dr. Francisco Tongio Liongson was one such scientist who, after completing his doctoral studies, joined the Katipunan and fought in the Philippine Revolution. Scientists from the UP Diliman College of Science (UPD-CS)—Dr. Benjamin M. Vallejo Jr. of the Institute of Environmental Science and Meteorology, and co-authors Dr. Rodrigo Angelo C. Ong and Raymundo Pascual Addun—recently published a paper on the career of Dr. Liongson.
Their paper, which was based on Liongson’s doctoral thesis and clinical notes, reviewed how Liongson conceptualized his understanding of immunology—which was an emerging field in the early 1890s. Using the primary scientific research material which Liongson consulted—such as those of Metchnikoff, Toussaint, von Behring, Pasteur, Roux, and Héricourt—the researchers were able to describe the development of Dr. Liongson’s medical and clinical theories, particularly in developing an anthrax vaccine.
Dr Liongson came out with hypotheses and conclusions that anticipated many of immunology’s major advances in the 20th century, such as the humoral theory. Through his scientific work, he strongly advocated vaccination as a means to combat infectious diseases and save millions of lives. In the first 15 years of the 20th century, 18 million Filipinos were vaccinated. As a result, deaths from vaccine-preventable diseases dropped—from 40,000 in 1902 to just 823 by 1913.
Dr. Liongson served as General Luna’s military doctor during the Philippine Revolution. After the American occupation in 1902, he became the provincial doctor of Pampanga, later entering politics and being elected as Senator of Pampanga in 1916, where he authored bills on public health and vaccination. He died in 1919 at the age of 49 due to anthrax—which ironically, was the subject of his doctoral vaccine research. Liongson’s contribution to immunology led to the first successful clinical trial of an anthrax vaccine in 1935.
The paper by Vallejo, Ong, and Addun, titled “A Filipino Doctor at the Birth of Immunology and National Revolution: The Career of Francisco Tongio Liongson, MD,” was published in the Journal of Research in the History of Medicine of the Shiraz University of Medical Sciences in Iran.

Chairman Goitia: “The Sea Cannot Be
Guarded by Those Who Destroyed It”

Dr. Jose Antonio Goitia, Chairman Emeritus, has once again sounded the alarm on the worsening plight of Filipino fishing families and the contradictions in China’s latest maneuvers in the West Philippine Sea.

“Go to Subic and you will see the truth,” Goitia said. “Boats left to rot on the shore, fathers taking odd jobs in construction, families abandoning a tradition that has sustained them for generations. These are not isolated cases. They are the human cost of China’s aggression and environmental destruction.”

A recent report confirmed what Goitia has long warned: Subic’s fishermen, once sustained by the sea, are being forced to give up their livelihood. Daily catch is no longer enough to cover fuel, nets, and food. For many, leaving the sea has become the only path to survival.

Meanwhile, National Security Adviser Sec. Eduardo Año issued a sharp rebuke to China’s claim of establishing a so-called “nature reserve” in Bajo de Masinloc. Año stressed:

“The irony is clear: since 2016, evidence has shown large-scale harvesting of endangered species and reef destruction by Chinese fishermen, activities even cited by the Arbitral Tribunal. To now claim stewardship over an ecosystem that they themselves have damaged is both contradictory and misleading.”

Goitia echoed Año’s warning. “How can those who ravaged the reef now call themselves stewards of it? It is hypocrisy of the highest order,” he said. “And worse, their actions are not just destroying corals or fish. They are destroying Filipino lives, our very ability to put food on the table.”

Fresh developments further highlight these contradictions. On Sept. 16, a new maritime confrontation unfolded after Philippine and Chinese vessels reportedly collided in Bajo de Masinloc. While Beijing accused Manila of “provocative acts,” the AFP and PCG denounced China’s so-called “regulatory measures” as illegal harassment within the Philippine EEZ. Reports confirmed that even a humanitarian mission to deliver fuel and provisions to Filipino fishermen faced aggressive actions from nine Chinese vessels.

Chairman Emeritus Dr. Jose Antonio Goitia condemned China’s declaration of Bajo de Masinloc as a so-called “nature reserve,” calling it nothing more than a smokescreen for aggression.

“This is a contrived legal excuse,” Goitia said. “By invoking the language of conservation, Beijing is trying to mask its true intent, to justify the deployment not only of coast guard ships but even warships, and to tighten its grip on waters that are rightfully within our Exclusive Economic Zone. The result is more harassment of our fishermen and government vessels, more displacement of our people, and a blatant violation of international law.”

Goitia stressed that such actions cannot overturn the 2016 Arbitral Award or the United Nations Convention on the Law of the Sea. “China’s so-called ‘reserve’ is a cover for an unlawful occupation. The world must see through this deception, because it is not about protecting the sea, it is about illegally taking it,” he said.

Chairman Goitia did not mince words: “This is the clearest proof of China’s duplicity. They speak of reserves and protection, but what they practice is coercion and violence. Even humanitarian missions for our fishermen are not spared from harassment. Every collision, every water cannon, is another nail in the coffin of their false narrative.”

For Goitia, the fight for the West Philippine Sea goes far beyond maritime boundaries or legal rulings. It is about survival. “Every abandoned boat is a story of betrayal,” he stressed. “And every Filipino must see that this is not just a fishermen’s fight. It is a national fight.”

He called on both government and civil society to rally behind fishing communities, through urgent measures such as fuel subsidies, modernized boats, and guaranteed access to traditional fishing grounds. But beyond immediate relief, he underscored the need for unity in standing firm against China’s deceptive claims.

“The sea cannot be guarded by those who destroyed it,” Goitia declared. “Only the Filipino fishermen, who have loved, respected, and lived by it, can truly be its stewards. And it is our duty as a nation to defend them.”

Chairman Goitia: Buong Suporta kay Presidente Marcos sa Laban Kontra Korapsyon

Muling ipinahayag ni Dr. Jose Antonio Goitia, Chairman Emeritus, ang kanyang buong suporta kay Pangulong Ferdinand “B**gbong” Marcos Jr. sa pinaigting na kampanya laban sa korapsyon, na kanyang binigyang-diin bilang isang moral at pambansang tungkulin, hindi lamang usaping pampulitika.

“Ang panawagan ni Pangulong Marcos na wakasan ang korapsyon ay hindi lang tungkol sa pagpaparusa sa mga tiwali. Ito ay para ibalik ang dangal ng sambayanang Pilipino at matiyak na bawat pisong mula sa kaban ng bayan ay tunay na nakikinabang ang taumbayan,” ani Goitia.

Isang Kilusang Bayan para sa Katapatan

Kaugnay nito, isasagawa ng September Twenty-One People’s Movement Against Corruption ang Anti-Corruption Peace Rally sa darating na Setyembre 21, 2025, mula ika-4:00 ng hapon hanggang ika-7:00 ng gabi. Ang pagtitipon ay magsisimula sa kahabaan ng Morayta at magmamartsa patungong Mendiola — na isang makasaysayang lugar ng laban ng taumbayan.

Layunin ng martsa na ipakita ang suporta kay PBBM sa paglaban sa katiwalian at papanagutin ang lahat ng nasa likod ng mga palpak at “ghost” flood control projects na kumain sa kaban ng bayan at nagdulot ng matinding pagkadismaya sa mamamayan.

“Hindi matatanggap ng taumbayan ang mga proyektong nasa papel lamang, mga kontratang pinalobo ang halaga, at mga politikong kumikita mula sa pawis ng bayan. Sobra na, tama na, at panahon na para lumaban!” giit ni Goitia.

Pagpapatibay sa Pamumuno ni Presidente Marcos

Binanggit din ni Goitia na mahalaga ang pamumuno ni Pangulong Marcos sa pagbuwag ng sistematikong korapsyon na matagal nang pumipigil sa kaunlaran ng bansa.

“Kasama namin tumitindig ang Pangulo dahil ang laban na ito ay para sa bawat manggagawa, magsasaka, at mangingisdang Pilipino na araw-araw nagpapakahirap para itaguyod ang bayan. Ang pagsuporta sa Pangulo ay pagsuporta sa kinabukasan kung saan ang mga lider ay may pananagutan at ang yaman ng bayan ay tunay na ilalaan para sa pag-unlad,” dagdag niya.

Sama-samang Panawagan

Pinangungunahan ang pagtitipon ng malawak na koalisyon ng mga makabayang grupo kabilang ang FDNY Movement, Alyansa Bantay Kapayapaan at Demokrasya (ABKD), Liga Independencia (LIPI), People’s Alliance for Democracy and Reforms (PADERngDemokrasya), mga kabataan, artista, samahang sibiko, at iba pang organisasyon sa komunidad.

Nanawagan si Chairman Goitia sa lahat ng Pilipino na makiisa sa kilusang ito ng pag-asa at pagkilos.
“Ito ay higit pa sa isang pagtitipon. Ito ay pahayag ng pagkakaisa. Ito ay babala sa mga tiwali: wala na kayong lugar sa Bagong Pilipinas. Hindi na natin hahayaang ipagkanulo ang tiwala ng bayan. Kasama ang Pangulo, muling nating itatayo ang ating mga institusyon at ibabalik ang tiwala ng taumbayan sa pamahalaan.”

Sa pagtatapos, buong linaw na inulit ni Goitia ang kanyang paninindigan:
“Katuwang kami ng Pangulo, katuwang kami ng sambayanang Pilipino, at katuwang kami sa paglaban sa lahat ng anyo ng korapsyon. Ito ang laban ng ating henerasyon — at sama-sama, makakamtan natin ang tagumpay.”

Nanawagan si dating Ilocos Sur Governor Luis “Chavit” Singson sa mga kabataan na pamunuan ang isang mapayapang rebolusyon laban sa korapsyon sa pamahalaan.
Sa isang press conference Biyernes, Setyembre 19, 2025 sa Club Filipino, San Juan binigyang-diin ni Singson na dapat manatiling mapayapa ang pagkilos at hinikayat ang mga estudyante sa hayskul at kolehiyo na manguna hanggang sa bumaba ang mga tiwaling opisyal. Hiniling din niya sa mga heneral ng militar na payagan ang kanilang mga anak na makilahok sa mga kilos-protesta.
“Trilyon-trilyon ang napupunta sa korapsyon. Para ito sa inyong kinabukasan, kabataan. Tinutulungan lang namin kayo,” ani Singson, sabay panawagan na huwag munang pumasok sa klase ang mga estudyante bilang protesta.
Tinukoy niya ang umano’y iregularidad sa mga flood control project, partikular sa Region I at Ilocos Norte, na nagkakahalaga ng bilyon-bilyong piso. Ayon sa kanya, may halos P1 bilyon ang proyekto ng St. Matthew Construction at P600 milyon naman sa St. Gerrard Construction.
Giit niya, tatagal lamang kung sa Senado dadaan ang imbestigasyon, kaya hiniling niya sa Independent Commission for Infrastructure (ICI) na pinamumunuan nina Baguio City Mayor Benjamin Magalong at dating DPWH Secretary Rogelio “Babes” Singson na unahin ang Region I bago ang Bicol Region.
Sabi pa ni Gov Chavit, “wala nang Solid North” at iginiit na dapat magbuklod ang taumbayan nang walang kulay pulitika upang tuluyang maalis ang mga tiwaling opisyal.
Gayunman, binigyang-diin ni Singson na hindi dapat mauwi sa karahasan ang mapayapang rebolusyon, gaya ng nangyaring marahas na protesta sa Nepal.
Sa huli, muling nanawagan si Singson sa militar, simbahan at sektor ng kabataan na magsama-sama upang magdulot ng pagbabago at tuluyang mapatalsik ang mga tiwaling opisyal ng gobyerno.
