๐๐๐ง๐ฌ ๐๐ข๐ฉ๐๐ฅ๐ก๐ ๐๐ก๐ง, ๐๐๐ฅ๐๐ก๐๐๐ฌ๐ฆ ๐๐๐๐ฅ ๐จ๐ฃ ๐๐ข๐ฅ ๐จ๐ก๐๐๐ฆ ๐ข๐๐ฆ๐๐ฅ๐ฉ๐๐ก๐๐ ๐ช๐๐ง๐ ๐ฎ๐ฌ๐ฎ๐ฑ โ๐ข๐ฃ๐๐๐ก ๐๐๐๐จ๐๐จ๐ช๐โ โ Under the directive of Mayor Vilma Balle-Caluag and the cityโs commitment to maintaining peace, safety, and order during the observance of Daun/Undas, the City Government of San Fernando, through its Incident Management Team (IMT), has formally approved the โ2025 Oplan Kaluluwaโ Operations and Action Plan during a coordination meeting held on October 23 at the City Command and Control Center.
The meeting, facilitated by City Disaster Risk Reduction and Management Officer (CDRRMO) Raymond Del Rosario, convened key representatives from city departments, national agencies, and private stakeholders to finalize preparations for the six-day operational period from October 30 to November 4, 2025, ensuring a safe, orderly, and peaceful Daun or observance of All Saintsโ and All Soulsโ Days.
Joining the meeting were representatives from 12 major cemeteries across the city, along with barangay officials and community leaders who will assist in managing local operations during the influx of visitors. The attendees expressed their commitment to supporting the implementation of crowd control, sanitation, and public safety protocols within their areas.
Under the approved operational guidelines, the IMT will activate 2025 Oplan Kaluluwa, a citywide emergency preparedness and response initiative designed to maintain public safety, manage traffic, ensure medical readiness, and provide timely public information during the observance.
The IMT will be composed of members from the Philippine National PoliceโSan Fernando, Bureau of Fire ProtectionโSan Fernando, CDRRMO, City Health OfficeโHealth Emergency Management Staff, City Public Order and Safety Coordinating Office, and the City Information Office, along with other partners like the Philippine Red Cross, Emancipation Guardians, and various Accredited Community Disaster Volunteers.
To ensure rapid coordination, three major staging areas will be established in the following areas, each equipped with tents, tables, and standby personnel from various city offices:

โข In front of Information and Communication Technology High School, Barangay Sindalan
โข In front of Kingsborough Commercial Center, Jose Abad Santos Avenue
