If some of the beam rebars are outside of the column core:
1. The bars will not develop full strength because they are not fully embedded in the joint.
2. Concrete will split where the bars try to transfer force outside the joint core.
3. The beam will not resist the design moment since part of its tension or compression reinforcement is ineffective.
4. Risk of brittle failure during earthquakes. Seismic design requires full anchorage of beam bars within the joint.
