Something to think about:
1.) Rider purchases a muffler that is legally allowed to be sold in the Philippines by the DTI and is taxed accordingly.
2.) To ensure that the muffler complies with the requirements for mufflers, that is, it must not cause "unnecessary or disagreeable odor, smoke or noise" (RA 4136), Rider lets it get inspected and certified by an LTO-accredited MVIC (for ~600php I might add).
3.) Having passed the inspection for roadworthiness and emission compliance of vehicles in the Philippines, Rider rides his motorcycle on public roads.
4.) Our supremely noble, wise, and intelligent LTO, CCTO, TEAM, TEU, etc. personnel (under the directive of their equally noble, wise, and intelligent leaders) flags Rider, and impounds his bike because "it's not using the stock muffler", even though RA 4136 only states that "Every motor vehicle propelled by an internal combustion engine shall be equipped with A muffler". Not THE STOCK muffler, but A muffler (so any muffler should do right?).
5.) Rider has no choice but to surrender to our noble, wise, and intelligent PUBLIC SERVANTS else face their retaliatory dagdag-bawas-style of adding bogus violations on the ticket.
6.) Rider pays the fine, replaces the muffler with the "stock" one, and get this, NEEDS to have his motorcycle inspected and PASS the same f**king MVIS inspection, done by the same f**king MVIC, which shows the exact same f**king result of PASS.
I mean, isn't this just the BEST QUALITY service one could ask for from the people whose salaries are paid for by our taxes?
It's bad enough that corruption runs rampant everywhere (heck, LTO-7 even got singled out recently), but to deal with this level of "public service" too? I'm angry, and so should you too!
