IN THE NEWS: Robredo orders performance review to align Naga City Hall with community goals

Naga City Mayor Leni Robredo has signed Executive Order No. 006, series of 2025, mandating a baseline performance review and assessment across all departments and offices of the city government to ensure a more responsive, accountable, and performance-driven public service.

The directive, which forms part of Robredo’s eight-pronged “Finish Lines” agenda, aims to align city hall operations with community priorities by building a united workforce guided by shared goals and measurable outcomes.

In the order, the city mayor emphasized the urgent need to institutionalize a monitoring and evaluation system, noting that the “absence of institutionalized monitoring and evaluation system to measure performance against clearly defined outcomes and indicators has hindered the city government’s capacity to assess results, identify reforms, and ensure accountability for public service delivery.”

Robredo said that the performance assessment is not just about compliance but about ensuring that every initiative undertaken by the city government directly contributes to real public impact. “Gone are the days when departments and units operated in silos,” she added, referring to the previous tendency of agencies to work independently without coordination, often leading to inefficiencies and redundancy in programs.

Under the executive order, all departments, offices, and units are instructed to conduct a baseline performance review covering key programs, projects, and operations from January 1 to June 30, 2025. The output will serve as a reference for the incoming administration and a tool to facilitate the alignment of services across the entire city government.

A standardized template has been provided for the assessment report, which must be submitted to the Office of the City Mayor on or before August 1, 2025.

Through this effort, the Robredo administration hopes to foster a culture of openness to evaluation and continuous improvement in public service. | via Jason B. Neola
